Osceola church, believing the annual assessments of the Old Folks' Home are unjust and too burdensome for the churches of the Southern District to bear, petition District Meeting of Southern Iowa to formulate some plan or strive to make some agreement with the Northern and Middle Districts whereby the assessments may at least be lightened.


Answer .- Decided to elect a committee of three to investigate the reasons for the various expenses of the Old Folks' Home.

Report of committee : After investigation, we find nothing un- just in the expenses of the Home, and recommend no change. W. D. Grove, Charles Colyn, S. A. Miller, Committee.

4. Minutes of 1914, Miscellaneous Business, Art. 2: Decided that a committee be appointed to devise plans for a systematic giv- ing in District Mission Work. Committee: W. D. Grove, A. H. Brower, J. H. Keller.


Report to District Meeting, 1915: We submit the following to each congregation in the District, that their delegate (or dele- gates) to the District Meeting of 1915 may vote the sentiments of their respective congregations, on said plan or proposition :


(1) That a committee of three be chosen by District Meet- ing to cooperate with Mission Board to the raising of such funds as are needed in the District for mission work.


(2) That each church shall appoint one of her members to send to said committee (and Mission Board) the amount of the value of all property owned by her members, except household goods, said value to be based upon actual valuation with indebt- edness taken off, and not upon any valuation the assessor may make.


(3) Said committee with Mission Board shall make a levy for all money needed in the District for mission work.


(4) Also that each church send to said committee the num- ber of members she has who have arrived at the age of twenty- one years.


(5) Said committee shall ask each church to pay fifty cents per year for each such member.


(6) The levy (see No. 3), being made by the committee, ac- cording to the valuation, shall be reported to each church.


(7) . The elder of each congregation shall see that the amounts asked of said church are paid at the time stated by the committee.

MOUNT MORRIS COLLEGE REPORT President's Report of M. M. C.


The past school year (1915-1916) has been one of new experi- ences for those in whose keeping Mount Morris College has been placed. Perhaps never before in the history of the school, have such great changes taken place in the faculty as last year, when six strong men, including the President, Business Manager, and those who have been connected with the institution for a number of years stepped out, and it was necessary to fill these vacancies with new men. It fell to the lot of the new President to fill ten vacancies in the faculty. This alone was a big job, at least if it were to be done well.


We are told that whenever the Lord needs a man, he prepares one for the place, and we thoroughly believe the Lord had our problems in mind for many years and raised up men and women who were just ready for the work when the opening presented itself. For, of the ten vacancies on the faculty which it was neces- sary to fill, eight were filled by members of the Church of the Brethren. Of these eight, five were ministers of the Gospel, and, never before in the history of this institution has the faculty ranked as high in scholastic attainments as during the past school year. At present the faculty consists of sixteen professors and seven as- sistants. The number of students enrolled during the past year,

including the Short Course students, was four hundred and nine. These came to us from twelve different States and three foreign countries. Fifty-three per cent of these were members of the Church of the Brethren. The remainder of them were affiliated with various other churches .. This last fact speaks well for the institution in that it has the power to draw from outside sources.


Most of our constituency outside our own people patronize the institution on account of its high moral and religious atmosphere, as well as on account of our high scholastic standards.


During the past year a resolution has been passed by the Board of Trustees, granting free tuition to all taking regular Bible work, and in addition to this, that one-half tuition be given to all minis- ters taking the regular literary course. This will mean a large financial shortage to the institution but we believe that the church will make good any deficit created thereby.


The prospects for the coming year are very bright and when we consider that we now have a united faculty, a boosting student body, a loyal, energetic board of trustees, and a splendid spirit for college education in our respective State Districts, we believe that the outlook for Mount Morris College should be most gratifying to those who love her. Our great need at present is the $200,000 en- dowment to place the institution in the A class of colleges, accord- ing to the recommendations of our General Educational Board. It is the policy of the present management of the institution to de- velop as rapidly as possible the Collegiate and Agricultural depart- ments, and to ever remain a typical representative of our founder, the Church of the Brethren.

NEW BUSINESS


1. Mt. Morris, Il1., Sept. 11, 1916 .- At the meeting of the Board of Trustees of Mt. Morris College, duly called on the sixth day of January, 1916, it was decided to undertake to raise the permanent endowment of the college to $200,000.


We are asking the college Districts to endorse the call. We ask the Southern District of Iowa to endorse it, recommend it to the churches of the Distrct and urge the members to contribute liberally to the fund.

2. It was decided to pay out of the District treasury the bal- ance of the expenses of Bro. Finnell's Sunday-school tour last year, which were not paid by contributions.


3. The District Mission Board asks this District Meeting for a plan to cancel the debt on the Council Bluffs churchhouse.


Answer .- Decided to raise said indebtedness by a separate levy, based on the same valuation as the plan adopted for raising mission funds.


4. The Mission Board asks that the Council Bluffs churchhouse be remodeled. Decided to appoint a solicitor to canvass the District for funds for that purpose. Bro. C. E. Schrock was chosen as solici- tor.


5. The Mission Board asks that something be done to help the cause at Mt. Etna.


Decided to place the matter in the hands of the Ministerial Board and Mission Board, to try to locate a minister there.


6. Libertyville church calls for the District Meeting of 1917.


English River church asks for the District Meeting in 1917, or as soon thereafter as advisable.

1. We, the Libertyville church, ask District Meeting of 1917 to provide a ministerial roll call of the ministers of the District at each Ministerial and District Meeting.


Answer .- That the roll call be taken at the Ministerial Meet- ing, and the roll call be in charge of the Ministerial Board.


2. We, the Libertyville church, ask District Meeting of 1917 to provide a lecture bureau for the District.


Answer .- This District Meeting appoints a committee of three to get in touch with speakers capable, who can be secured by local churches desiring them. Committee, W. N. Glotfelty, Henry Brow- er, Harvey Snell.


3. We, the English River church, petition District Meeting to grant each Sunday-school of the District the privilege of repre- senting by delegate at the District Sunday-school Convention.

4. We, the English River congregation, petition District Meet- ing to formulate a plan to raise funds for mission work in our Dis- trict.


Answer .- The Mission Board and committee appointed at Dis- trict Meeting of 1916. Try and use the assessment plan.


5. The trustees of Mount Morris College ask District Confer- ences which own and control said college, to increase the body of trustees up to twenty-five: said additional members to be nomi- nated by the trustees, and confirmed by the District Conference in which they reside. This shall be operative when two-thirds of said Districts shall have adopted it.

6. Salem church calls for District Meeting of 1918.

able to a visit by the committee or one of its members, believing it would be beneficial.


The committee believes that a start in the work has been made, but that much remains to be done, in the way of en- couraging the churches to call suitable brethren to the work as more laborers are needed.
