Another lodge in this jurisdiction has been soliciting other lodges, and members of the Grand Lodge and other bodies who predicate their membership on membership in the symbolic lodge, to subscribe to the purchase of "Site Certificate Funds," noninterest-bearing certificates of indebtedness of that lodge to aid them in raising funds for the purchase of a new site for the future home of their lodge.

Our one great need in this state is more lodges, particularly in our larger centers where lodges have grown beyond one thousand in membership and the amount of degree work is be- coming a task on the officers. It is a proven fact that more lodges of smaller size enhance the real value of Masonry, rather than allowing the lodges we now have to grow cumbersome in number.
The Grand Secretary advised of a membership increase of 1,956, with a total of 58,325. Financial reports evidence prosperity, with a large accumulation in permanent or trust funds.

During the sessions the Craft was indulged with a number of clever and inspirational addresses by visitors. The Committee to Study Waiting Period Before Petitioning for Degrees in Appendant Bodies, after an extended survey and due cogitation, closed with what should be final:
Chapter XVII, Section 3, page 51 of the Masonic Code of Wisconsin, reads:
The Grand Lodge as an Organization does not recognize any higher order in Masonry and has no official knowledge of any Masonic degrees beyond that of Master Mason.
Your committee is of the opinion that this provision in our Code bars consideration of any resolution pertaining to degrees in appendant bodies.
From the report of the Committee to Study Subversive Activities, in referring to the Declaration of Principles, two pertinent paragraphs may be quoted:
Consistently throughout the two centuries of Freemasonry in the United States, its members have exercised their inherent and absolute right of freedom of thought and action in all matters religious and civil, but solely as individuals and never as Masons. No member or officer of whatever grade has the right to speak or act for or in the name of or on behalf of Freemasonry except as to matters definitely Masonic. Believing and practicing these things, this Grand Lodge affirms its con- tinued adherence to those ancient and approved rules of Free- masonry which forbid the discussion in Masonic Lodges or meetings of creeds, politics or other topics likely to excite per- sonal animosities or personal differences.
Masonry abhors Communism as being repugnant to its con- ception of the dignity of the individual personality, destructive of the basic rights which are the divine heritage of all men, and inimical to the fundamental Masonic tenet of faith in God.
This was followed with the full text of the address of Brother Van Dyke Parker on "Freemasonry and Communism." It was a masterly effort, historically informative and Masonically sound. The closing paragraph carries the dominant thought:
As Masons, our course is clear. Our first duty is to God and our next duty is to our fellow men. Our duty to God rises in a perpendicular, while we meet our brethren upon the level and these two form the square. Communism and Masonry are at opposite poles and cannot live side by side.
The Committee on Foreign Correspondence reported through Past Grand Master Robert O. Jasperson. As is always expected in any- thing from his pen, it is a delight to read. It has information and inspiration and an unapproachable literary quality. In a Foreword he at some length dwells on Negro Masonry, citing opinions favorable

and contrary without voicing a decided personal opinion other than to sum up with:
Having read carefully the correspondence between the two Grand Masters, we have a fear that this controversy may lead to serious consequences.
He strongly condemns the abuse of the word Masonry by contingent or collateral organizations, citing a glaring example:
An example of how real Masonry is often placed in false light by unthinking and uninformed Masons working in other bodies is given in one jurisdiction where the Shrine stages a spectacular sunrise Easter service each year, using pages of newspaper space to advertise the event and with character- istic hullabaloo gathers much advertising for itself. Appar- ently no one sees the ridiculous incongruity of an organization whose God is Allah and in whose ritual and ceremonies no ref- erence is made to the One Whose birth is celebrated nor to the Easter sunrise service commemorating his resurrection. Easter actually has no place either in Blue Masonry or in the Shrine. It is for the Templars to celebrate. It is easy to see how enemies of Masonry can use this as an example of the lack of knowledge there is to be found in certain portions of the Masonic world.
His Reviews are individual and are exceptional in quality. Coverage is ample, observation is keen, comment fitting, and occasional quota- tions well selected to inform and inspire. Iowa has kindly considera- tion.

74th Annual Communication. Cheyenne, August 23 and 24, 1948.
In all form and dignity the Grand Lodge was opened by the Most Worshipful Grand Master, Brother James R. Mitchell. There was prayer by the Grand Chaplain, Brother Wornie G. Morgan, and the brethren joined in singing "America." A cordial welcome was ex- tended by the Governor, Brother Lester C. Hunt, to which an equally graceful response was made. Distinguished guests were introduced and cordially welcomed.
The Grand Master then read his address. The state of the Craft pleased him. Masonic spirit was high and a co-operative desire to accomplish good was manifest. He laid several corner stones and

presented a number of fifty-year buttons. In ordinary routine he freely granted special dispensations. In pride and satisfaction he made official visits in several other Grand Jurisdictions. In a spirit of helpfulness he visited in many of his own lodges. His decisions were "pro forma," following the Code. Among his recommendations is one of general interest:
5. During the year many of the lodges have requested and almost insisted on financially aiding the Order of DeMolay for boys and Job's Daughters for girls. I feel it is my duty to bring this matter to your attention even though I had to rule against such procedure several times. Many of the members feel that since these young people are our own, generally speak- ing, they should have the right and privilege to sponsor these organizations both morally and financially by vote of their in- dividual lodge. I, therefore, recommend that each lodge be per- mitted to give financial assistance to either or both organizations, when needed, and by vote of their lodge at a regular meeting, not to exceed $100.00 in any one year. (No action.)
His conclusion is in accord with what is meant to be a controlling thought in Masonry:
We grow in spiritual strength in direct proportion to our use of the precepts we have learned in Masonry. Whatever duties are demanded of us should be cheerfully performed as evidence of gratitude for our Masonic heritage. Let us joyfully travel the Masonic pathway that leads us ever onward and upward toward the light of complete understanding, recognizing apparent obstacles only as stepping stones to a glorious destiny.
The Grand Secretary advised of a membership increase of 398, with a total of 10,480.
Financial affairs are well in hand, with ample funds for all needs. Their Home is well conditioned and well conducted.
Brother Alfred J. Mokler, Grand Historian, reported the comple- tion of the second volume of the Grand Lodge History.
The Committee on Masonic Correspondence recommended full rec- ognition of the Italian National Grand Lodge, Grand Lodge of the State of Sao Paulo, Brazil, Grand Lodge of Ceara, Brazil, and Grand Lodge of the State of Minas Gerais, Brazil.
Recommended was what will interest all Reviewers:
For some time we have questioned the advisability of printing the individual reviews of the proceedings of other Grand Lodges in our proceedings, doubting if enough of the brethren read them to justify the cost. Printing costs have been constantly rising and we have very recently been informed that another raise will become effective right away. We, therefore, recom- mend that the printing of the individual reviews be discontinued starting this year. This plan will save approximately seventy pages in our proceedings, thus reducing the size by 25 per cent. (Approved.)

L'ENVOI
In our Grand Lodge for fifteen years my assignment has been the preparation of these Reviews. It has not been a labor but a joy. I am grateful that I have been per- mitted to have this part in a great and good work.
Most interesting it is to read the running story of Ma- sonic life in threescore jurisdictions spread widely over the world. In the accountings there is intellectual and spirit- ual inspiration. It is disclosed that Masonry, in every proper field, is teaching by word and example the admir- able tenets of the Order. Everywhere leadership has been of a high order. Idealism has been maintained and it is manifest that the influence of the great minds of the past continues after they have been called from labor. They are not but "two handfuls of white dust shut in an urn of brass." With leadership there goes rank and high hon- ors. But thought must be given to the humble laborship in the vineyard. In their devotion is our strength. Modest and obscure, they serve, guided by conscience and impelled with the desire to make the world better and consequently happier. Their story is in the Persian tale :
There was a truly good man. He adored God and loved his fellowmen. The substance of his prayers was that he might do the will of God and be helpful to others. He was charitable in deed and in thought. He gave patience and hope to the sick; brought sun- shine to the lonely and despairing; with friendly hand to back he gave sympathy that words could not ex- press; he guided wavering steps and taught all that when the strength of man fails there is an inexhaust- ible supply above yielded through the power of prayer. So he lived. Yet always in his heart there was a great desire. In devotion of spirit he cherished the hope that he might build a temple or a shrine where all men might kneel and worship God. That was denied him and full of years he died.
At the gate of Heaven he stood before the Record- ing Angel with his book opened before him. There was the record of the man's life. The Angel asked him what he had done to merit membership with the

blest. The man said nothing but little things. His great desire to build a shrine had been denied him and he wept. The Angel told him to face the west and describe the temple he would have built. As he de- scribed it, there on a great bank of luminous cloud it appeared feature by feature. Noble, chaste, and beautiful it was. But again the man wept for he knew that it was but a fantasy, a vision. Then the Angel said "face the east." The man turned and before him stood a temple beautiful beyond his dreams and he stood in amazed adoration for it was real.
The Angel said, "There is your temple, it is builded of your good deeds on earth."
So each humble, true Mason can do his part to build that temple not made with hands, eternal in the Heavens.
