The following resolution of thanks was unanimously adopted:

RESOLVED, That the cordial thanks of this body be tendered the members of St. James' Evangelical Lutheran congregation for the hospitable reception and entertainment we have experienced at their hands, and that the pastor be instructed to bring this resolution to the attention of his people at the next regular service.
Report of Committee on Young Lutheran.
We, your committee on the Chicago Synod's Edition of the Young Lutheran, would respectfully report that we secured sub- scriptions for about 1, 100 copies, and issued the edition regularly, beginning with January, 1899. We are confident that this paper has been instrumental in creating a deeper interest in both the local and general work of Synod, on the part of our people, and therefore we think it should be continued. We would also urge those parishes that have not taken this paper to make an effort to . introduce it among their people.

The committee on nominations for the Board of Trustees for the Home for the Aged made the following report. M. L. Wagner and I. Whitman for three years; H. A. W. Yung for two years, and A. D. Crile for one year. Geo. A. A. Dieckmann for three years, James Ben- nihof for two years, and Dr. N. D. Myers for one year. These members were unanimously elected for the terms specified.

After devoting five days to presenting the truths of Scripture and considering the enlargement of the Church of Christ on earth, faithfully endeavoring to develop her agencies of education, missions and mercy within our bounds and to provide for the needs of the work entrusted to us, the twenty-ninth Convention of the Chicago Synod was brought to a fitting close by the President according to the prescribed order in the Church Book, Dr. Stire- walt pronouncing the benediction.

THE PROPOSED BY-LAWS.
I. The Quorum.
1. The Quorum of regular and special meetings of Synod shall be one-third of the clerical members, and no less than three lay delegates.
2. The Quorum of any committee meeting shall be a majority of its members, unless otherwise provided for.
II. Committees.
1. STANDING COMMITTEES.
1. The Committee on Examination shall consist of five cleri- cal members. Its duty shall be to examine all applicants for ordination or reception, according to Article XII., of the Constitu- tion. When the committee is satisfied that the requirements of the Constitution are fulfilled in the case of any applicant, it shall recommend his ordination or reception; but in no case shall it recommend an applicant of whose fitness or qualifications it is not satisfied.
2. The Committee on Foreign Missions shall consist of two ministers and one layman. They shall arrange for a Foreign Mission service at each annual meeting of Synod; and shall do all they can to spread Foreign Mission information in the congrega- tions of Synod, and in every way possible urge congregations to give liberally for the furtherance of the work among the heathen.
3. The Committee on Home Missions shall consist of nine members, five clerical and four lay. Its quorum shall consist of a majority of its clerical members and no less than one layman. It shall have power to elect a president, secretary, treasurer and missionary director from its own members. It shall encourage the formation of such missions within the bounds of Synod as circum- stances may suggest and means permit.
4. The Cominitteeon Education shall consist of three members, two ministers and one layman, whose duty it shall be carefully to examine all applicants for beneficiary aid, and recommend such as are worthy, and also recommend the amount deemed necessary each year to supplement the amount he may possess. It shall

recommend no one for aid below the Freshman class at college. This committee shall adopt such rules, not in conflict with these by-laws, as they may deem necessary for their guidance in select- ing beneficiaries and appropriating aid.
5. The Committee on Benevolence shall consist of three mem- bers, two clerical and one lay. It shall arrange a service at each annual meeting of Synod devoted to the cause of charity and works of mercy, and shall do all in its power to arouse a prayerful liber- ality in the congregations connected with Synod in behalf of the sick, the aged, the orphan, and the needy.
6. The Committee on Discipline shall consist of five clerical members. To this committee shall be referred all cases arising under Article XIV., of the Constitution of Synod.
7. The Committee on Reception of Congregations shall con- sist of two clerical members and one layman. They shall con- sider all applications of congregations for membership in this body and shall report proper action in each case.
8. The Committee on Parochial Reports and Apportionments shall consist of five members, three clerical and two lay, though all lay delegates may be present at the open meetings of this com- mittee. It shall be the duty of this committee to apportion the amount needed to carry on the work of the Synod among the con- gregations according to their strength, and to tabulate the Pa- rochial Reports of congregations for publication and preservation.

The following committees shall be appointed by the President at the beginning of each convention. These committees shall be constituted as designated, shall perform the work suggested by their name, and shall report before the close of the convention, and when their reports are adopted, they shall stand dismissed:
1. On Credentials of Lay Delegates-Three Ministers.
2. On President's Report-Three Members.
3. On Treasurer's Report-Three Laymen.
4. On Protocol and Minutes of Previous Meeting-Two Mein-
bers.
5. On Absentees-Two Ministers and One Layman.
6. On Proceedings of Conferences-Secretaries of Conferences.
7. On Local Press and Church Papers-One reporter for each paper.

III. Order of Business.
1. Every regular convention of Synod shall begin with the Confessional and Morning Service of the Church Book, including the sermon by the President and the celebration of the Lord's Supper. After the Benediction, the necessary committees shall be announced.
2. The first session for business shall be opened and the last closed according to the provided orders of the Church Book. Other sessions shall be opened and closed with devotional services con- ducted by the President, or some one appointed by him.
3. After the formal opening of Synod, the following shall be the order of procedure:
1. Roll call of Ministers.
2. Report of Committee on Credentials of Lay Delegates.
3. Enrollment of Applicants for the Ministry and Visiting Ministers.
4. Enrollment of Congregations.
5. President's Report.
6. Report of Committee on Examination.
7. Appointment of Three Tellers; Election of Officers, (one Trustee, and Delegates to Convention of General Council.)
8. Appointment of Regular Committees.
9. Completion of Standing Committees.
10. Call for papers intended for Synod, and reference to proper committees.
11. Announcement of business by any member to be brought up at a later time.
12. Annual Report of Treasurer.
13. Report of Special Committees.
14. Report of Standing Committees.
15. Report of Delegates to General Council.
16. Report af Regular Committees.
17. Unfinished Business.
18. New Business.
19. Time and place for next convention.
20. (For last session only.)

IV. Parochial Reports.
Every member of Synod in the active ministry as a pastor or supply shall carefully fill out the parochial blanks furnished by Synod, one for each congregation he serves, and send the same to the chairman of the proper committee at least ten days before each each annual convention.
V. Remittances to the Treasurer.
Payments on Apportionment must be made quarterly. The last payment must be in the hands of the Treasurer at least ten days before the beginning of the annual meeting of Synod, when the Treasurer must close his accounts and prepare his report for Synod.
VI. The Archives.

1. The Synod shall provide common Archives for all its pro- ceedings in Synod and Conference, in which shall be kept and preserved full sets of the printed Minutes, the Protocol as each volume is filled, the books containing the minutes of the confer- ences as each book is completed or superceded by others, all im- portant records, letters, papers, documents, memorials, etc., fall- ing into the hands of officers or committees at the different con- ventions of Synod, all biographical sketches of deceased members prepared at request of Synod, and all records and written histories of congregations coming into possession of Synod.
2. The Synod shall annually appoint a keeper of the Archives who shall have charge of the same, keep them in order, see to their proper preservation and make an annual report of their condition and needs.
3. No paper or record belonging to the Archives shall be given away or destroyed, or be loaned out by the keeper, except by per- mission of the President.

VII. Parliamentary Guide.
Robert's Rules of Order shall decide all questions of procedure arising at any meeting, not provided for by the Constitution and these By-Laws.
VIII. Remuneration of Officers.
The Secretary shall receive twenty dollars for his services in transcribing and publishing Minutes of Synod.
2. The Treasurer shall be allowed ten dollars for his services each year.

IX. Amendments.
1. These By-Laws cannot be amended except upon a written notice given at a previous annual meeting, and by a two-thirds vote of all present.
2. Any one of these By-Laws may be set aside for the time of any convention by a two-thirds vote of the members present.
The Proposed Plan for Regulating Beneficiary Education.
I. The Object.
The object of Synod in this department of its work is to aid, not to support, young men in preparing for the ministry.
II. Appropriations.
1. The amount of aid which the Synod shall appropriate to any applicant, to supplement that which he has earned or other- wise secured, shall not exceed the sum of $100 for any given year.
2. Every appropriation made by Synod to applicants shall be considered as a provisional loan. The student shall give at the end of each scholastic year his note, without interest, payable to the Treasurer of Synod.
3. When the student has been ordained to the ministry, his notes shall all be exchanged for one note covering the aggregate of all money loaned to him.
4. Should he after his ordination engage in work in a field which in the opinion of the committee will not enable him to make a return, the committee shall credit him with such an amount as they see fit, not, however, to exceed $100 per year. Otherwise one- seventh of the note shall fall due each successive year until the note is cancelled or paid.
5. An order upon the Treasurer of Synod for one-third of the amount of aid granted shall be sent by the chairman of the com- mittee to each beneficiary upon the first day of October, January and April.
