Waukegan, Ill. Work was begun here in October in connec- tion with Kenosha, Wis., and was carried on during the winter by students of the Seminary. Student Baisler, called to be pastor at Kenosha, at present has charge of the work at this point, which so far has been largely experimental. No report of the present stage of the work is at hand.
ST. JOHN'S, Nappanee, Ind. During the past year the Rev. A. H. Arbaugh gathered and organized this congregation. It now has a communicant membership of twenty-three. Nappanee is a city of about 2,500 inhabitants. The congregation has purchased a lot and is now raising funds for a church building. It becomes a part of the Syracuse parish and will not ask for synodical aid.

The special order was set aside to hear the
Report of the Committee on Reception of Congregations.
We have received an application from the Church of Our Blessed Saviour, Alexandria, Ind., praying for membership in this body. It has adopted a constitution sound in doctrine ac- cording to the Confessions of the Evangelical Lutheran Church. We recommend that it be received, entered upon the roll of con- gregations, and that its properly authorized commissioner sign the Constitution of Synod. THE COMMITTEE.
The report was received and adopted and the com- missioner signed the constitution as directed.
The Committee on Credentials recommended the re- ception of delegate J. Engelbert Heintz, of Alexandria. The recommendation was adopted and his name was added to the roll.
The presentation of the subject of Home Missions for this session was deferred and the consideration of the plan for regulating beneficiary education was continued and adopted as a whole. Whereupon it was unanimously decided that the plan go into effect at the next annual meeting, and that it be incorporated as Article IX. of the By-Laws, Article IX. of the By-Laws becoming Article X.

The secretary was instructed to have a sufficient number of extra pages of the By-Laws printed to bind with the pages containing the Constitution now in his hands.

SIXTH SESSION.
Saturday, June 1, 1901, 8 a. m.
The devotional services were conducted by the Rev. H. B. Reed. The roll was called. The reading of the minutes was deferred to the next session.
Report of Committee on Protocol and Minutes of Previous Convention.
Your Committee begs leave to submit the following report:
We have examined the protocol of the last convention and find it correctly entered. We would also call attention to the following items in the printed minutes:
1. On page 15, we find the recommendation that the members of our congregations keep in touch with the church at large by taking a church paper. To this end the Lutheran and the Synod's Edition of the Young Lutheran are recommended.
2. On page 18, we find that it was resolved to memorialize the General Council to publish a weekly paper adapted to the Inter- mediate Department of the Sunday School and we ask that this be done.
3. On page 33, we find the recommendation that every pastor be diligent and earnest in seeking out such boys and young men as have the proper qualifications for the holy office and call their attention to the blessed work, and endeavor to lead them to pre- pare for the ministry, and that the roll of pastors be called each year and that each report what he has done in this matter.
THE COMMITTEE.
The report was received and adopted. The roll was called and the pastors responded to items one and three.
Report of Directors of the Dieckmann Home.
In compliance with the resolution of Synod, (See Min. 1899, p. 27) the following report of the Dieckmann Memorial Home for the Aged, is submitted.
The annual meeting of the Corporation and Board of Directors was held in the home on April 2. Four members of the board were present, the others being unavoidably absent. But little business was transacted by the Corporation, aside from the election of Rev. Luther Hogshead to fill the vacancy caused by the resignation

of Rev. A. D. Crile, and Rev. J. M. G. Sappenfield as the succes- sor to Rev. A. J. Reichert, as members of the Corporation and of the Board of Directors.
The treasurer's account shows that the receipts from all sources, including a balance from last year, to April 2, was $332.23, and the expenditures $129.59, leaving a balance of $209.64. The taxes for 1900, amounting to over $100, are to be paid out of this balance.
Last year the statement was made that hereafter the property would be exempt from taxes. The Board of Review of Fayette County declined to place it on the exemption list last year. An- other effort will be made at the coming session of the Board of Re- view to have it placed on the exemption list.
Some repairs were found necessary on the frame building in order to preserve it in a good condition. These were ordered made and have been made since the meeting of the board. The expense involved will deplete the treasury. Both buildings are occupied by good tenants, and the income from that source has enabled the treasurer to defray all expenses.
The treasurer received from St. John's, Hicksville, sufficient funds for the furnishing of a room. This money is held for that purpose. Besides this, we have promises from several other con- gregations to furnish like amounts.
Within the past year the Home has cared for, during a period of severe illness, an old gentleman who has made it a residuary legatee in his will. He declines to enter the Home as an inmate, but has made the above mentioned provision in consideration of the care he is to receive in case of his sickness or disability. Last fall he was seriously sick and the Home cared for him until he re- covered. We are therefore, in a manner, doing a work of charity.
During the year the chairman has received a number of letters of inquiry concerning the institution, the terms of admission. etc., from persons who had some thought of entering it. These inqui- ries he has answered to the best of his ability, but nothing definite resulted. We have not had a bonafide application for admission and therefore have taken no definite steps for opening the institu- tion. We have an application from a most excellent lady for the position of matron, so that when we have a bonafide application for admission, we may be ready to open the Home on a small scale.
In the meantime we endeavor to keep the institution and its proposed merciful work before the public. We conserve all the

funds available for its use, and express the hope that in the near future we may see this Home throw its sheltering arms over the aged poor of our church. But in order to realize this we must ask for the support of our brethren. M. L. WAGNER, Chairman.

Report of Committee on Conferences.
We, your Committee on Conferences, beg leave to report the following:
The Northern Conference held one meeting in St. John's Church, Bruce Lake, Ind., Tuesday and Wednesday, September 25 and 26, 1900. A constitution was adopted provisionally, and is recom- mended by the committee to the approval of Synod.
The Southern Conference has held two meetings in the in- terim. One at Mt. Solomon Church, Harrison county, Ind., Sep- tember 4, 5, and 6, 1900, and the other at Bethel Church of the Colburn parish, April 9 and 10, 1901. At the latter place our first Sunday School joint-meeting with conference was held.
The meetings were well attended and profitable.
No action was taken by either Conference requiring special action of Synod. THE COMMITTEE.
The report was received, the constitution of the Northern Conference submitted was read in open session and the report was adopted.
Report of Committee on Absentees.
Your Committee begs leave to report the following:
1. We recommend that the brethren, Weidner, Koerner, Wag- enhals, Good, and Sadtler, be excused for their absence from this convention.
2. We recommend that the brethren, Kabele, Corbet, and Crile, be excused from attendance upon Synod after the afternoon session of Saturday.
3. We recommend that delegates C. T. A. Anderson, Lars Undem, who wish to return home Friday afternoon, and Mr. A. P. Johnson and Mr. J. D. Fritch, who wish to return to their homes Saturday, be excused. THE COMMITTEE.

Report of Committee on Ministerial Relief.
1. Pursuant to the action of Synod of last year in reference to the funeral expenses of the late Rev. A. E. Gift, the committee paid the bill in full, receiving for this purpose voluntary contri- butions from members of the Synod and from the two congrega- tions of the parish of the deceased.
2. During the last synodical year we have had but one ap- plicant, Rev. M. J. Stirewalt, D. D., who has been paid $100, the amount appropriated for him by Synod at its last convention. Whereas he is still in need and asks for further aid, we recom- mend that Synod appropriate $100 for his benefit during the ensu- ing year, to be paid by the treasurer quarterly as follows: on the first of September and December, 1901, and on the first of March and May, 1902.
3. We recommend further that in view of the continued sore affliction of Brother Stirewalt, the united prayers of Synod be of- fered in his behalf, and that Dr. G. H. Gerberding lead therein, on the adoption of the report of this committee.
4. We recommend lastly that Synod appropriate $200 as a relief fund for the ensuing year, to be placed at the disposal of the committee. THE COMMITTEE.
The report was received and adopted and the Synod engaged in prayer, led by Dr. Gerberding.
Report of Examination Committee.
Your Committee begs leave to submit the following report:
1. Six candidates for ordination, all graduates of the Chicago Lutheran Theological Seminary, appeared before the Committee, presenting applications in writing, (which applications are here- with submitted), and each having received a regular call to be- come pastors of congregations as follows: George Frank Dittmar, of the Rochester charge, Tiosa and Bruce Lake, Ind .; William Eckert, of the Holy Trinity Evangelical Lutheran Mission, South Bend, Ind .; Michael Edmund Haberland, of St. Luke's Evan- gelical Lutheran Mission, Chicago, Il1 .; Henry Kaufman Lantz, of St. Paul's Evangelical Lutheran Church, Frankfort, Ind .; William Henry Shepfer, of the Newberry charge, Newberry and Monroe City, Ind. ; Joel Ransom Ellis Hunt, of St. John's Evan- gelical Lutheran Mission, Chicago, Il1.

Report of Committee on Benevolence.
Your Committee, acting upon the instructions of the President, has made arrangements for a service during the session of Synod, at which the subject of Benevolence will be discussed.
We recommend that the offerings received at this service be divided among the institutions at Jacksonville, Chicago and Van- dalia.
We also would urge that the pastors of the Synod make more systematic effort to bring the institutions of mercy within the bounds of our Synod before the laity. THE COMMITTEE.

It was decided to divide the offerings of the Home Mission service equally between Home and Jewish Mis- sions.
Under Election of Trustees, Mr. Nels Johnson was re-elected trustee for three years, making the list of trus- tees as follows:

Report of Committee on Young Lutheran.
We, your Committee on Young Lutheran, would respectfully report that the Synodical Edition has been regularly issued, but that the number of copies has fallen to 1,000. The Committee feels that unless there be an increase in the number of subscribers it will not continue the edition longer than the end of the present year.

The report was adopted and the committee continued with authority to act.
Report of Committee on Foreign Missions.
We, your Committee on Foreign Missions, report that two meetings in the interest of this great cause were held. Thursday afternoon our Missionary Superintendent Rev. J. Telleen presented the needs of the work, and in the evening addresses were made by the brethren Dozer, Hogshead and Telleen. Offerings were $7.75.
We would recommend
1. That Synod appropriate $200 to this cause for the ensuing year.
2. That pastors lead their people to regular giving once a month or at least once every three months devoted solely to this cause.
3. That pastors encourage their congregations, societies, and individual members of means to support native students.
4. That this Synod petition the General Council to authorize the Publication Board to issue tracts and paper-bound books on foreign mission work and history to be circulated at cost.

SEVENTH SESSION. .
Saturday, June 1, 1901, 2 p. m. The devotional services were conducted by the Rev. J. M. G. Sappenfield. The minutes for the two preced- ing sessions were read and approved.
Report of the Committee on Educational Institution.
Recognizing the pressing need of higher education of a Chris- tian character throughout the bounds of our Synod, we call the attention of Synod, and especially the ministers, to the importance of diligently keeping this matter before our people through the discussion of papers in the Conferences, Luther Leagues, Sunday School Conventions and all other proper avenues of information.
1. We recommend that Synod take favorable action looking to the establishment of an academy as early as possible, with the understanding that such academy shall be the initiatory step toward our coveted college.
2. That a special committee be appointed consisting of four clergymen and three laymen with power to act if in their wisdom an opportunity is presented for the opening of an academy, pro- vided the committee does not incur expense to be provided for by synodical apportionment or appropriations of any kind whatso- ever. THE COMMITTEE.
The report was received and adopted.
The order of the schedule was suspended and the consideration of reports continued.
Report of Committee on Parochial Reports and Apportionments.
1. Your Committee would respectfully report that we have made the apportionments on the basis of five dollars for each min- ister, except those who are superannuated, and of sixty cents for each communicant member for the coming year, making exceptions only in the case of missions and those congregations which are practically missions.
2. We further recommend that the conditions under which delinquencies could be cancelled during the past year be continued during the coming year.

3. The tables of apportionments and the tabulated Parochial reports are herewith presented as a part of this report. THE COMMITTEE.

EIGHTH SESSION.
Monday, June 3, 1901, 8 a. m.
The devotional services were conducted by the Rev. Luther Hogshead. The calling of the roll and the reading of the minutes were deferred to the close of the session.
The secretary reported that the candidates ordained yesterday morning had signed the Constitution and that their names had been added to the roll.
Report of Committee on Education.
Your Committee begs leave to report as follows:
1. That the following named students received aid from the Synod to enable them to continue their studies the past year, viz: Howard E. Snyder, at Thiel College, Greenville, Pa .; Andrew M. Sappenfield, at Gustavus Adolphus College, St. Peter, Minn .; John V. Sappenfield, at the Theological Seminary, Chicago, Ill .; Oliver O. Yung, at Bethany College, Lindsborg, Kans.
2. Satisfactory reports having been received of the progress made in their studies and of their moral standing in the schools in which they are connected, your Committee would recommend that an appropriation be made to each of these students to aid them the ensuing year, as follows: John V. Sappenfield, $100; Oliver O. Yung, $75; Howard E. Snyder, $100; Andrew M. Sap- penfield, $100. THE COMMITTEE.

The treasurer offered the following budget of expenses for the next year: Synodical Home Missions, $1,600.00;

Resolved, That we earnestly recommend to our con- gregations the gathering of special offerings for the Home Missions of the General Council at the Reforma- tion Festival and for Church Extension during the Lenten Season, and that the funds thus secured be sent through our synodical treasurer.
Resolution of Thanks.
RESOLVED I. That at the close of this the thirty-first conven- tion of the Chicago Synod, we tender to the pastor, members and friends of St. Paul's Evangelical Lutheran Church our sincere thanks for the kind hospitality shown us during our stay.
RESOLVED II. That we express our hearty gratification at the deep interest manifested in all the sessions and services of the convention, evidenced by the large attendances and the close at- tention given to all subjects presented by the various speakers.
RESOLVED III. That the pastor read these resolutions to the congregation at the first public services held in this house of worship.
Invitations for the next convention were received from Emmanuel Church, Nappanee, Kosciusko County, Ind., and Phanuel Church, Wallace, Fountain County, Ind. The former was accepted by ballot. Time, Wednes- day, June 4, 1902, 10:00 a. m.

With the hymn, "Now thank we all our God," and the prescribed order of the Church Book, the thirty-first convention of the Chicago Synod was brought to a close. It will always be remembered as one directed to the ad- vancement of the interests of the Kingdom. Forward steps were taken in education, missions and benevolence. Earnestness in winning souls, unselfishness in preach- ing, cheerfulness in giving, and an abiding trust in the great Head of the church, whose we are and whom we serve, will bring our plans and hopes to a realization at once encouraging to ourselves and acceptable to our God. Let us therefore stand fast in the faith and labor in the unity of the spirit to God's glory and ours will be the happiness to hear in due time the welcome of the Master: "Well done, thou good and faithful servant: enter thou into the joy of thy Lord."
