Letter from Mrs. Amanda Ella Bernheim:


Charlotte, N. C., October 15th, 1906.


To the Chicago Synod of the Ev. Lutheran Church.


Having cherished the hope of doing something to aid in the work of building up the cause of Home Missions of our Church in the State of Illinois, I do hereby respectfully submit to you the following offer:


I will put Five Thousand Dollars, in different installments at such times as the money is paid to me, into the keeping of a Trustee, to be appointed by you and for the period of the natural lives of myself and of Dr. Bernheim, my husband. You are to pay six per cent. per annum interest to us and to the survivors of us, and after the death of each of us the principal shall be the sole and absolute property of the Chicago Synod, subject, nevertheless for the sole use of building up Home Mission work of our Church in Illinois. The trustee shall give an approved bond. A copy, duly certified, shall be furnished to us in the sum double of the amount of the said trust fund. Respectfully submitted, AMANDA ELLA BERNHEIM, nee LEASE.


The letter was received with joy and referred to the Home Mission Committee to report at their carliest con- venience.

Third Session.


St. Luke's Church, Chicago, I May 30th, 1907 2 P. M.


Devotional services were conducted by the Rev. W. Steckel.


The roll was called and the minutes of the mornin session were read and adopted.


Report of the Home Mission Committee on the Letter o Mrs. Amanda Ella Bernheim.


The Home Mission Committee desires to report as follow concerning the very kind and generous offer to Synod by Amand: Ella Bernheim, nee Lease, which offer has been referred to thi: Committee.


1. We recommend that the offer be accepted and that the proposition made by the donor bearing date of October 15, 1906 be printed as part of this report.


2. That we duly elect by ballot a Trustee, who shall prop- erly qualify according to the terms made by the donor and that the term of office shall not be limited. But in event of the death of said Trustee, the President of Synod be ex officio Trustee of said fund until a regular meeting of Synod, when a successor in office shall be elected.


3. Resolved, That we as a Synod sincerely thank the Mrs. Amanda Ella Bernheim for her generous offer, and we express our joy in the manifestations of such loyal spirit to the welfare of the Chicago Syncd's Home Mission work in Illinois.


4. We recommend that Mr. M. L. Deck, of Decatur, Ill., be elected by ballot as the Trustee of this fund.


5. We recommend that the Secretary send a copy of the above action of Synod to the donor.


THE COMMITTEE.

Report of Committee on Reception of Congregations.


We, the Committee, would respectfully report the following: Two congregations have made formal application for ad- mission to Syncd, and have sent Commissioners to this Con- vention.


I. Application has been made by Mr. Fred Hilgendorf in

behalf of the Ev. Lutheran Church of the Reformation of Buck- ley, Ill. Whereas, this congregation has complied with the for- mer recommendations of Synod, we therefore recommend that they be admitted, and that their commissioner sign the Constitu- tion of Synod.


II. Application has been made by Student Calvin S. Brewer on behalf of the Ev. Lutheran Church of the Ascension, Chicago Heights, Ill. They have presented their Constitution which is in accordance with the requirements of the Constitution of Synod. We therefore recommend that they be admitted and that their Commissioner sign the Constitution of Synod.


THE COMMITTEE.


The report was adopted and the Commissioners of the congregations received were recognized as regn- lar delegates after signing the Constitution of Synod.

The Joint Committee on Education with Synod of the Northwest made its report. The same was referred back to the committee, with instructions to report that they have nothing definite to recommend. The Committee was continued.


Report of Committee on Foreign Missions.


During the past year our Foreign Mission Board sustained quite a loss financially by the failure of the bank in India, through which they carried on their business.


Appeals were sent to all our congregations to come to their rescue by taking up special offerings to make up this loss, and we hope that all the pastors of our Synod gave heed to the appeal.


Your Committee has learned that during the past year there were three scholarships supported in the Boys' School at Rajah- mundry at a cost of $30.00 each.


And also two scholarships in the Girls' School at a cost of $15.00 each.


The Luther League of St. Peter's, Chicago, supporting one and the Ladies' Missionary Society of Zion's Congregation. Mul- berry, Ind., two boy's scholarships.


The Luther Leagues of St. James, Vandalia, Ill., and St. Paul's, Frankfort, Ind., each supported a girl's scholarship.


Your Committee recommends:

I. That Synod appropriate the sam of $150.00 for the : port of the Rev. J. William, the native pastor in our India fi the coming year.


II. That Synod appropriate $200.00 and the Foreign Miss offering received at this Convention of Synod to the India I sions.

Report of the Board of Trustees of the Colburn Academy.


The prayers and hopes of those connected with the ea: history of Colburn Academy are being realized. The buildi . and grounds which at the last Convention of Synod were mere plans, have become substantial realities.


Ground was broken for the new building in August, 19( ยท The building was dedicated February 10, 1907. The dedicati sermon was preached by the Rev. H. Peters, D. D., and the a of dedication performed by the Rev. G. H. Gerberding, D. D., . our Seminary. The new building is 7Sx57 feet; is four stori. high including the basement. The first floor is divided into foi recitation rooms, two of which can be converted into an a sembly room by removing a roller partition. The second an third floors are arranged for dormitories. The third floor re mains unfinished.


The grounds have been graded and driveways and walks hav been laid and trees and shrubbery planted.


But the Academy has not only grown in outward appear ance. Fifty-four students have studies within its walls unde four instructors. The General Council Graded System of religious instruction was given from Bible Story to Bible Literature.


The Board has been fortunate in securing an additional in- structor, Prof. M. L. Stirewalt, whose work in the class room has been most satisfactory to the Board and students. The Board awarded diplomas to four graduates in the Academic Dept., two of which are from other denominations. The contest in elocution for the gold medal was of a high order, the medal was awarded to Mr. C. P. Tranberg, of Chicago. We have reason to believe that the Academy has also grown in favor with the parishes of our Synod. Our Field Secretary has been at work during the year and his appeals for students and funds have been responded to most liberally.


Bequests amounting to $4000.00 have been secured and accord-

ing to the report of the Field Secretary this is only a beginning of good things to follow. Rooms in the dormitory have been fur- nished by different societies and the hope is expressed that the pastors of Synod will bring this matter to the attention of their societies that the remaining rooms may be fitted up before the opening of the school in September. The new catalogue which has gone to press will give additional information as to building. course of study and additional instructors.


In addition to the Academic course, the Freshman year of college work has been completed, and provision has been made to continue the College course in the Sophomore year. Five of the students enrolled during the year have the ministry in view, two of these are ready for the Sophomore class.

The Rev. II. Peters, D. D., read his paper on "'Go Truth Not Dependent on Man's Faith." The discuss was opened by the Rev. Paul J. Gerberding.


Synod voted to give the offering received at opening service on Wednesday morning to St. Luk Evangelical Lutheran Church, in which Synod met.


The offering received at the service of Wednesc evening was devoted to Home Missions of Synod.


The President announced the Committee on Ho Missions.


Synod adjourned at 5 o'clock with praver by t Rev. C. G. Stacy.


Fourth Session.


St. Luke's Church, Chicago, I May 31st, 1907, 9 A. M.


The Matin Service was conducted by the Rev. S. 1 Myers. The roll was called and the minutes of the thir session were read and adopted.


Next Convention.


On motion Synod proceeded to the consideration o invitations for holding the next convention of Synoc Invitations were received from Holy Trinity, South Bend Ind., and from the St. James' congregation of the Clare mont (Ill.) Parish. The Rev. P. C. Wike and Mr. Charle! Adam were appointed as tellers.


Synod voted to accept the invitation of Holy Trinity South Bend. The time for holding the next convention was set for Wednesday after Trinity Sunday, A. D., 1908. at 10 o'clock A. M.


Election of Trustees.


Mr. M. L. Deck, Decatur, Ill., was unanimously elected Trustee for the special Home Mission fund offer- ed by Mrs. Amanda Ellen Bernheim.

Fifth Session.


St. Luke's Church, Chicago, Ill. May 31st, 1907, 2:00 P. M.


The Devotional Services were conducted by the Rev. V. J. Becker. The roll was called and the minutes of the morning session were read and adopted.


On motion Synod instructed its delegates to the General Council to bring the necessity of a Hymnal with music to the attention of the President of the Council before the convention and also to agitate the matter dur- ing the convention.


The Secretary of Synod was instructed to communi- cate with the Synod of the Northwest, asking them to take similar action.

Report of Committee on President's Report.


Your Committee on President's report submits the followi: We find it a well written paper, containing much use information and timely recommendations. We recommend:


I. That the official acts of the President and Acting Pr ident be approved.


II. That the Woman's Missionary Society, appointed at t last Convention, be continued and that Synod reaffirm the acti taken at the last Convention.

III. That the division of the Whitestown Parish be referr to the Home Mission Committee.


IV. That the plan submitted by The Lutheran, looking to more general circulation of this paper in our Synod, and i adaptation to our local needs be adopted.


5. That the efforts now being made to increase the suppo of the educational institutions of our Church, situated on ot territory be encouraged.


VI. That recommendations 4 and 5 of the report be adopter THE COMMITTEE.


The report was adopted as above and the officers o. Synod authorized to enter into some arrangement with "The Lutheran" for the issuing of synodical editions.


Synodical Edition of The Lutheran.


The following is an extract from a letter received from The Lutheran relative to the issuing of Special Synodical Editions :


The Lutheran has for some time given the question earnest thought, as to how it might create greater interest in the specific work of our Synod and do its varied causes service, and has reached the conclusion, that, with a moderate outlay of fund, the desired object can be obtained.


If, for instance, one or more editions of The Lutheran-as many as the needs of your Synod might require-were to be issued every year, in which four or eight additional pages might be devoted specifically to congregational, institutional, and syn- odical interests, much might be accomplished to widen the out- look and stimulate the zeal of people who seldom look beyond the bounds of the local congregation. If your Synod would au- thorize its officers to enter into some arrangement with The Lutheran that would be mutually satisfactory, some plan of co- operation could be devised whereby synodical interests might be

pressed home to the rank and file of our people and printer's ink be put to very good use.


Though this would mean considerable additional care and labor, The Lutheran management is willing to undertake the work of issuing Special Synodical Editions on the following con- ditions:


1. That it be given the assistance of an editorial committee to be appointed by the editors and the President of Synod con- jointly.


2. That the additional cost of such special edition be borne by the Synod.


The cost of an .edition of four pages of additional mat- ter is approximately $36.00; of eight pages, $63.00, on the basis of an edition of 6,000 copies.


This cost would be considerably reduced by increasing the size of the edition. If, for instance, pastors were to order copies of such edition for general distribution in lots of 20 or more, paying a trine more per copy than the cost per copy of the additional four or eight pages, the item of expense for such edition would hardly enter into the question.


If your Synod approves of a little expenditure of money in this way, The Lutheran will be glad to enter into definite ar- rangements with the proper authorities.


The Committee on Protocol and Minutes of Previous Convention made a partial report. While under consid- cration the hour for hearing the afternoon paper arrived and the further discussion of the report was made the first order of business for Saturday morning. The Rev. Prof. G. H. Gerberding, D. D., presented his paper on "Man's Salvation Dependent Upon His Acceptance ot God's Plan of Redemption." The Rev. A. D. Crile led in the further discussion of this paper.


The Secretary announced that the Commissioners of the Church of the Reformation, Buckley, Ill., and the Church of the Ascension, Chicago Heights, Ill., had signed the Constitution of Synod, and that their names had been added to the roll of lay delegates.


Synod adjourned at 5:00 o'clock, with prayer by the Rev. C. L .. Warstler.

Sixth Session.


St. Luke's Church, Chicago, Ill., June 1st, 1907, 9 A. M.


The Matin Service was conducted by the Rev. J. H. Wannemacher. The roll was called and the minutes of the Fifth Session were read and adopted.


Report of Committee on Protocol and Minutes of Pre- vious Convention.


We, your Committee on Protocol and Minutes of Previous Convention, beg to submit the following:


1. The Committee has examined the Secretary's books and finds the proceedings of the last Convention satisfactorily re- corded. We recommend that they be approved.


2. On page 46 of the printed minutes we find that the term of Mr. Nels Johnson, of Chicago, Ill., as Trustee of Synod, expires this year. We recommend that Synod consider the matter of a successor.


3. On page 47 of the same minutes we find that a written notice of a proposed change in item "A" Section 22, Art. III, of the By-Laws was given. The paper states that the proposed change is for the purpose of providing for the appointment of the Home Mission Committee immediately after the adoption of its report. We recommend that the change be made.


4. On page 28 of the same minutes we further find that a paper signed by the Rev. A. D. Crile, Rev. L. W. Steckel and Rev. P. W. Roth was presented, giving notice of a proposed change in Article X, Section 3, of the Synodical Constitution by striking out the word "twice" and inserting the word "once". We recommend that the change be made.


5. On page 37 we read that Synod voted to open the doors of its congregations to the Financial Secretary of the Colburn Academy. A question as to the meaning of this has been asked. We recommend that such information be given.


6. Under the report of Committee on President's Report, Page 31, item 3, we find a recommendation to consider the ad- visability of making the office of President a paid one. The action of Synod on this item was that each parish should act on this matter and report to Synod at this Convention. We recommend that the roll be called and each parish give the required report.

The report was considered by item and the following action was taken :


Items 1 and 2-Adopted.


Item 3-Adopted and the following clause added to the itemi referred to "Except the Home Mission Committee. which shall be appointed immediately after the report of the Home Mis- sion Committee is concluded."


Item 4-Adopted and the change made.


Item 5-The information was given.


Item 6-The roll of parishes was called and the matter was referred back to the congregations and the defining of the office of a salaried President was referred to a special com- mittee constituted as follows: Rev. G. H. Gerberding, D. D., Rev. H. Peters, D. D., and Rev. J. H. Wannemacher.


At a subsequent session this committee offered the following report, which was adopted :


Report of Special Committee on Salaried President.

Whereas, the Constitution of Synod lays duties upon the President of Synod, which he cannot fully perform so long as he is a regular pastor of a congregation, resolved:


I. That we favor the principie that the office of the Pres- ident should be a salaried office so that the President might give his whole time to the interests of Synod.


II. That such a President is in no way to have legislative or dictatorial power but is rather to be an advisor whose counsel may be sought and secured whenever needed.


III. That the ways and means for providing means for the salary of the President shall be provided after the majority of congregations have voted in favor of the office.


IV. That with this understanding we recommend this mat- ter to our congregations for action.


The Report was considered and adopted.


Report of Committee on Education.


Your Committee desires to submit the following report:


Item 1. C. S. Brewer makes application for a continuance of financial ald in the sum of $100.00 for the coming year to en- able him to continue his work in the Chicago Seminary.


A letter was received from Student S. L. Boger asking aid for a like sum and for a like purpose.


Rev. G. F. Dittmar has made application for aid for .T.

Umbaugh and Fred Umbaugh in the sum of $100 each to ena them to enter the Freshman class in college with the view preparing themselves for the ministry.


Through Rev. M. E. Haberland, Edward Valbracht asks : in the sum of $100 for the coming year to cnable him to ent college to prepare himself for the ministry.


Your Committee has made as thorough investigation of ea. of the above applications as circumstances permitted and we b lieve the applicants to be worthy of the aid asked. We ther fore recommend that these requests be granted.


Item 2. We further recommend Colburn Academy, at Mu berry, Ind., as a suitable institution for these young men to a tend to secure at least a portion of their collegiate education.


Item 3. We further recommend that applicants for aid atten only such institutions as may be approved by the Education Com mittee.


Item 4. We also recommend that the offering taken at th evening service devoted to education, be turned over to Colburi Academy. THE COMMITTEE.


The report was amended and adopted as above.


The Report of the Committee on Benevolence.


Your Committee on Benevolence Reports:


1. There has been no application for ministerial relief.


2. A service was held in the interest of benevolence on Fri- day evening at which Rev. H. L. Fritschel, General Director of the Institution of Protestant Deaconesses, delivered the address. 3. We recommend that the offering of last night be given to the Lutheran Deaconess Mother-House, of Milwaukee, Wis .; Rev. H. L. Fritschel, Treasurer.


4. We recommend that our congregations do as much as possible to support the different Passavant Institutions under the control of the Institution of Protestant Deaconesses, viz: The Lutheran Deaconess Mother-House, Milwaukee; The Orphans' Home, Zelienople, Pa .; The Home for Epileptics, Rochester, N. Y., and the hospitals at Chicago, Milwaukee, Pittsburg and Jack- sonville, Ill. Respectfully submitted,
