Report of Committee on Foreign Missions


We beg leave to report, that the requested evening service was held in the interest of Foreign Missions, and that progress is being made in this great work of the Church among the people who are "living in darkness and under the shadow of death."


Your Committee has learned through the General Secretary, the Rev. Geo. Drach, that more men and money are needed to carry on this work.


We found that the Lnther League of St. Peter's, Chicago, Rev. H. B. Reed, pastor, has supported a scholarship in the Boys' School at Rajahmundry at a cost of $30.00 per year.


Also the Luther League of St. James', Vandalia, III., Rev. S. D. Myers, pastor, is supporting a scholarship in the Girls' School, at a cost of $15.00 per year.


The Ladies' Missionary Society of Zion's Congregation of the Mulberry Parish, Rev. W. J. Seiberling, pastor, supports two Boy's scholarships in the Boys' School, at Rajahmundry, India, at a cost of $60.00 per annum.


The Sunday School of Holy Trinity, Chicago, supports one scholar- ship in the Boys' School, at $30.00 per year.


The Bible Story class of St. Paul's Sunday School, Frankfort, Ind., Miss Bertha Ziebarth, teacher, also sent $30.00 during the year to the Foreign Mission Work.


In accordance with the action of Synod last year, the Treasurer of our Synod has paid to the Foreign Mission Treasurer $125.00 toward the support of a native helper. Through the Rev. Geo. Drach, we learned that, the Rev. J. William, a native ordained pastor, was sup- ported by this fund.

Your Committee recommends:


1. That Synod appropriate the sum of $150.00 for the support of the Rev. J. William, the coming year.


2. That Synod appropriate $125.00 and the Foreign Mission offering received at this convention of Synod, to the India Mission.


3. That Synod appropriate $100.00 to the Porto Rico Mission work.


4. That we urge our pastors to lay upon the hearts of their people, the great need of the Foreign field, and to make an effort to secure a larger circulation of the Foreign Missionary.

Report of the Home Mission Committee


The development of our Synod's Home Mission Work during the last few years, and the readiness with which the congregations have rallied to its support, give evidence of what might be accomplished when responsibility is recognized and opportunities are embraced. . Nevertheless, the results which, considered as a whole, have been most gratifying. clearly point to elements of weakness in our policy, which, unless remedied. will prove detrimental to the present and future success of this so important a work.


A large number of Missions can be no credit to our Synod tinless their condition proves that they have been wisely planted, rightly cared ' for, and possess in themselves such vitality as will enable them within a reasonable time, to take their place among the self-supporting parishes.


We have tried, and perhaps gloried in what has been termed "cheap mission work", but we have discovered that in the end it is most expen- sive, and the only cheap thing about it is the miserable, stingy way in which we have supported eur self-sacrificing and often sorely tried Missionaries. The fact is, our policy in this respect has had a tendency to cheapen good men in the estimation of the people, lessen their infla- ence in the community, and encourage the congregations in paying inadequate salaries.


A day of reckoning has come. If we are wise we will profit by the lessons of our past experience, and not conduct our Mission work in the

future at the expense of the missionaries and their usefulness, but by our increased and consecrated offerings as God's people. Then will a healthy growth be even more rapid, resignations less frequent, and the problem of perplexing Mission vacancies less difficult to solve.


Nor is it suficient to organize Mission congregations and assist them to properly support their pastors. They need houses of worship, the absence of which is often the direct cause of the "poor dying rate" at which many exist, compelled year after year to receive such appro- priations as conld otherwise be used in new and promising fields. Something must be done to relieve the situation, and Synod will be asked to provide a remedy for the most urgent cases.


Again, with the increasing number of Missions, has also come the increased necessity for oversight, all the more difficult to exercise, because the Mission Director, himself the busy pastor of a local congrega- tion, has little time for personal visitation, so important to a right understanding of the field, and the encouragement of the Missionary pastor and his people. Is not this alone a strong argument in favor of anification?


The accompanying statistical table, and Treasurer's Report, which are herewith submitted, speak for themselves.


The Syracuse Parish, left vacant by the resignation of the Rev. Theo. Weiskotten, has called Student J. J. Myers to take charge of the work until next spring, and will need no appropriation for the ensning year.


The Rev. John Knauer's efforts at Wheeler, Ill., have resulted in the organization of a congregation, and the erection of a frame church building. This field can be cared for by the Rev. Joon Knaner in connection with the Gila Parish, but Synod will be asked to grant an appropriation for Wheeler for the ensuing year.


After repeated and unsuccessful efforts at reviving permanently the work at Olney, III., it was finally decided to discontinne operations there. On the advice of the Home Mission Committee, the Trustees. being the only members left, sold the church property. The cet proceeds amounting to $250.00 were turned over to the Committee, and Synod will be asked to make disposition of the same.

Recommendations


1. We recommend appropriations to the various missions, as indi- cated in the column, "AID AsazD," in the statistical table. .


2. We recommend that Synod appropriate $3,000.00 to be at the disposal oi the Mission Committee, for the prosecution of our Home Mission work during the coming synodical year.


3. We recommend that immediately after the adoption of this report each year, the President of Synod appoint the members of this Standing Committee for the ensuing year.

We also recommend that the President of Synod, be ex-oficio, one of the five clerical members of the Home Mission Committee.


5. We farther recommend that all plans for proposed Synodical Mission Church buildings be submitted to the Home Mission Commit- tee for advice and suggestion.


. 6. Regarding the General Council Home Mission Unification Plan as set forth on page 217 of the minntes of the General Council for 1905 we recommend that it be adopted on condition that, in vital emergen-". cies and in individual instances only, this Synod be permitted to estab- lish a mission at its own expense.


7. It is recommended that the 5780.00 received from the sale of the Olney property be given to the General Council Church Extension Society. 8. Regarding the St. Matthew's Parish, we recommend that Synod pay the interest on 53,000.00 for three years, or until the Church Exten- sion Society may make a loan, and that this help be extended on con- dition that within a year this congregation build a place of worship upon its new lot, costing at least $4,000.00.


9. We recommend that if the St Peter's congregation will move its old building and carry its funded debt, Synod pay the interest for three years on a sum not exceeding $5.000.00, necessary to build the basement of a new church, and that from that time the congregation shall become self-sustaining.

The Report of the Home Mission Committee was adopted.


Report of Committee on Parochial Reports and Apportionments


The Committee on Parochial Reports and Apportionments begs leave to submit the following report.


1. We submit the tabulated statistical report for the past year. (See appendix.)

2. We recommend that the delinquency of Bethel Congregation, Colburn be cancelled, on condition that the apportionments for 1906, 1907 and 190S be paid in full.


3. We recommend that the First English Church of Goshen, Ind. be excused from payment of their delinquency, having paid their appor- tionment in full for the years 1904, 1905 and 1906.


4. We recommend that the delinquency of St. Peter's Church of the Newberry Parish be cancelled on condition that the apportionments for 1906, 1907 and 1908 be paid in full.


5. Whereas, St. Luke's Church, Chicago has only within the last year become self-sustaining, by .great sacrifice relieving the Church of their support. and


Whereas, improvements in sidewalk and street, amounting to about $800.00 are being made, half of which must be met this year, we recommend,


That, St. Luke's Church, for the coming year, be apportioned on the basis of a Mission.


6. The attention of the Committee was called to a seeming clerical error in the apportionment of the St. John's Church, Nappanee, Ind., amounting to $8.40. After carefully examining the Protocol we find that, the apportionment is as was adopted by the Synod, but as there has been, without doubt, some mistake made by the former Committee, we recommend, that the St. John's Church, Nappanee, be excused from the payment of this amount.


7, We have made the following apportionments for the year 1905- 1906. (See page 45).

Election of Trustees


A. G. Webber, Esq., was regularly elected a Trustee of the Chicago Synod, for a period of three years, making the list of Trustees as follows:


Mr. Nels Johnson, Chicago, Ill., term expires 1007. Mr. C. T. A. Anderson, Chicago, IIL, term expires 1908. A. G. Webber, Esq., Decatur, Ill., term expires 1909.


Resolution of Thanks


The following Resolutions, offered by the Rev. P. W. Roth were adopted:


Whereas, It has been the privilege of this Synod to enjoy a delight- ful visit to the beautiful city of Detroit, the hearts and homes of which have been opened to us in so cordial and hospitable a manner, and


Whereas, we are dnly grateful for all these favers, be it


Resolved, That we now extend onr hearty thanks to the pastors and members of St. Paul's and Christ Churches for their courtesy and cordiality, by which we have been enabled to enjoy the benefits of a convention of Synod in this delightful historic city, and be it


Resolved, That we express onr appreciation of the attention and reports accorded to this Synod by the Press of Detroit, and be it


Resolved, That these Resolutions be read at the next regular service held in the Christ and St. Paul's Churches.


Report of the Archivist


The Archivist hereby reports, that he has received a number o packages of documents during the past year, among them a large package of old minutes from the Rev. Wm. J. Finck, and the full records of the congregation heretofore existing at Olney, Ill. All these documents have been carefully stored away in the Archives. ;.

The Secretary was instructed to have 3000 copies of the minutes of Synod printed for distribution.


Item 'a', in Section 22, Article III of the By-Laws, was by vote of Synod, set aside for this convention.


Written notice of a proposed change of .the above, (Article III, Section 22, Item a) of the By-Laws, to be offered at the next convention of Synod, was duly given . by the Rev. P. W. Roth and the Rev. A. D. Crile.


The paper states that the proposed change is for the purpose of providing for the appointment of the Home · Mission Committee, immediately after the adoption of "its report by Synod, instead of deferring the appoint- ment of the same until the last session.


The President appointed the Committee on Home Missions, and the Special Committees required by action of Synod at this Convention.


Report of Committee on Absentees and Excuses


Your Committee on absentees and excuses submits, the following report:


1. Rev. R. F. Weidner, D. D., Rev. John Knauer, Rev. A. V. House, Rev. D. L. Reese and Rev. J. C. Dietz have sent letters explain- ing their inability to be present at this convention of Synod. We recommend that they be excused.


2. The following brethren have explained the necessity of their absence from some of the sessions of Synod.
