Report of the Committee on Parochial Reports and Ap- portionments.
The Committee on Parochial Reports and Apportion- ments begs leave to submit the following :
In order that the various appropriations of Synod, amount- ing in all to $4700.00, may be met we recommend that the Mis- sion congregations be apportioned on the basis of .60 and the self-sustaining on the basis of .83 per member.
2. Whereas the supply of parochial blanks is nearly ex- hausted we recommend that the committee be authorized to se- cure a new supply, the number to be determined by Synod.
3. Whereas, the printing of parochial blanks is a necessity, and whereas, the old blanks are easily misunderstood and de- ficient in certain particulars we recommend the following form for the consideration of Synod:

4. Whereas, there has been more or less dissatisfaction among the pastors and congregations of Synod with reference to the apportionments of Synod, we therefore recommend that the apportionment be based on the active membership of the congregations and that the expression "active membership" be so defined that it include all members entitled to commune who have either contributed to the support of the Church or attended its services within the past two years.
5. Whereas, the St. Luke's congregation has been heavily burdened by building, we recommend that in compliance with their request they be apportioned on the Mission basis. Respectfully submitted, THE COMMITTEE.
The report was considered by items, amended and adopted as above.
