RECORD OF TOWN MEETINGS
ANNUAL TOWN MEETING
Monday, January 20, 1936, and adjourned to March 18, 1936.
On a warrant duly issued by the Selectmen under date of January 7, 1936 and signed by Harry B. Butters, Peter J. Feeney, Daniel Collins, Charles F. Holman and Sture Nelson, Selectmen of Norwood, the proper service of which Warrant was duly attested by Patrick J. Coyne, Constable of Norwood.
All the requirements of the statutes and. by-laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the Warrant and the action thereunder being as follows:
Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, two Selectmen for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one member of the Board of Health for three years; two members of the School Committee for three years; two Trustees of Morrill Memorial Library for three years; two members of the Town Planning Board for three years; one member of the Town Planning Board for one year to fill vacancy; six Constables for one year.

Article 2. To hear and act on the reports of town officers and com- mittees.
Voted: That Article 2 be laid on the table.
Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a town treasurer may use when acting as Collector.
Voted: To so authorize the Treasurer.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: To so authorize the Treasurer.
Article 6. To see what sums of money the Town will vote to raise or borrow and appropriate for the current fiscal year, for the following pur- poses, or take any other action in the matter.
Sub-division "I" Reserve Fund.
Voted: By taxation the sum of $10,000.00 subject to such further ap- propriation as may be made at the Adjourned Session of this meeting.

Voted: That Articles 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 18, 19 and 20 be referred to the Finance Commission for consideration and report with recommendations at the Adjourned session of this meeting, except as to Article 6, Sub-division I, Reserve Fund, such reference be with respect to such further appropriation additional to the appropriation already made, as may be made at the Adjourned session of this meeting.
Article 17: To see if the Town will vote to make regulations for the assignment of Tax Titles, not inconsistent with law, or the right of re- demption.
Voted: To make the following regulations with respect to the assign- ment of Tax Titles, namely; The Town Treasurer and Collector of Taxes in his capacity as Town Treasurer, may make assignment of any Tax Title held by the Town.
Voted: That this meeting adjourn.

SPECIAL TOWN MEETING
March 18, 1936
On a warrant duly issued by the Selectmen and dated March 6, 1936, and signed by Harry B. Butters, Charles F. Holman, Sture Nelson and John M. Mutch, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the Warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to accept as a town way under the provisions of law authorizing the assessment of betterments a new way as laid out and reported by the Selectmen and being an extension of existing North Avenue from the end of the present layout a distance of approximately 219 feet to a proposed way some times known as Irving Street and to raise by taxation or borrow a sum of money and to appropriate the same to meet the expense of land damage and of constructing said new way or take any other action in the matter.
Voted: That an extension of North Avenue as laid out and reported by the Selectmen be and hereby is accepted as a town way under the provisions of law authorizing the assessment of betterments and that, with respect to the expense of land damage and the cost of constructing

said new way, the sum of $2,100.00 be raised by taxation and appropriated for said purpose.
Article 2. To see what sum of money the Town will vote to raise and appropriate for the purchase of motor vehicle equipment in the Municipal Electric Light Department or take any other action in the matter.
Voted: That the sum of $4,560.00 be appropriated from the receipts of the Municipal Electric Light Department for the purchase of motor vehicle equipment in the Municipal Electric Light Department and further voted that the sale of existing equipment is authorized and the proceeds of the same be made available for the purchase of said new equipment.
Article 3. To see what sum of money the Town will vote to raise and appropriate for the purchase of new equipment in the office of the Town Clerk and Accountant or take any other action in the matter.
Voted: By taxation the sum of $2,800.00 and further voted that the sale of existing equipment is authorized and the proceeds of the same to be available for the purchase of said new equipment.
Article 4. To see what sum of money the Town will vote to raise by taxation and appropriate to meet the expense of clerical service required in connection with the conduct of Works Progress Administration projects or take any other action in the matter.
Voted: By taxation the sum of $2,024.00.
Article 5. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen to borrow money for general municipal purposes under the authority of and in accordance with the provisions of Chapter 49 of he Acts of 1933 as amended by Chapter 313 of the Acts of 1934 or take any action relative thereto.
Voted: That the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer be and hereby is authorized to borrow with the ap- proval of the Selectmen, the sum of $40,000.00 or such portion thereof as shall not exceed in the aggregate the total amount represented by tax titles taken or purchased and held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chap- ter 49 of the Acts of 1933, as amended by Chapter 313 of the Acts of 1934 which sum is hereby appropriated for general maintenance expense ad is to be used by the Board of Assessors in fixing the tax rate.
Article 6. To see what sum of money the Town will vote to raise by taxation and appropriate to meet the expense of the cost of the construction of the underpass bridge at Nahatan Street in excess of the amount hereto- fore appropriated and available for such purpose in the appropriation therefor and to further vote that any money which may be received by the Town from the Commonwealth of Massachusetts in reimbursement

on account of its share of said excess cost be applied by the Board of Assessors as an estimated receipt in reduction of the tax levy for the year 1936.
Voted: That the sum of $8,509.19 be raised by taxation and appropriated to meet the cost of the construction of the underpass bridge at Nahatan Street in excess of the amount heretofore appropriated and available for such purpose and be it further voted that any money which may be re- ceived by the Town from the Commonwealth of Massachusetts in reim- bursement on account of its share of said excess cost be applied by the Board of Assessors as an estimated receipt in reduction of the tax levy for the year 1936.
Article 7. To see if the Town will vote to request the Department of Public Works of the Commonwealth of Massachusetts to submit to the Secretary of Agriculture a project for the abolition of the grade crossing of Dedham Road in Canton with the New York, New Haven and Hartford Railroad, a portion of the approach to which lies in the Town of Norwood, for construction with funds apportioned to the Commonwealth under the Emergency Relief Appropriation Act of 1935 and will agree with said De- partment that if such a project is approved and constructed by the Depart- ment and the Secretary of Agriculture it therefore, at its own cost and expense, will maintain the portion of the project that lies in Norwood in a manner satisfactory to them or their authorized representatives and will make ample provision each year for such maintenance, and will authorize the Board of Selectmen to sign such a request and agreement in behalf of the Town, or take any other action relating thereto.
Voted: That the Town so request and so agree and that the Selectmen be authorized to sign such a request and agreement in behalf of the Town.
Article 8. To see if the Town will vote to make an appropriation on account of land, grade and drainage damages which may be caused by or result from the laying out and construction in the Town of Norwood of a part of the approach to a bridge to be constructed to abolish the grade crossing of Dedham Road in the Town of Canton with the New York, New Haven, and Hartford Railroad, and to pay any and all land, grade and drainage damages which may be caused by or resulted from the laying out and construction in the Town of Norwood of a part of the approach to a bridge to be constructed to abolish the grade crossing of Dedham Road in the Town of Canton with the New York, New Haven and Hartford Rail- road and will authorize the Board of Selectmen to sign an agreement therefor in behalf of the Town with said Department, or take any other action relating thereto.
Voted: That there be raised by taxation and appropriated the sum of $200.00 and further voted that the Selectmen be authorized to sign such a request and agreement in behalf of the Town.

Article 9. To see if the Town will vote to raise by taxation and appro- priate the sum of $28.00 to pay charges contracted in the year 1934 by the Chief of the Fire Department for entertainment of distinguished guests, or take any other action in the matter. (On petition of Chief of Fire Department.)
Voted: By taxation the sum of $28.00.
Voted: That this meeting be dissolved.

On motion offered by Finance Commissioner Francis C. Foley, that the sum of $51,915.00 be raised by taxation and appropriated for the fol- lowing purposes:

B. 1. Incidental expense of maintenance 3,680.00
2. and incidental expense, other than wages of officers, of maintenance of traffic signals and traffic control 2,327.00
A motion to amend was offered by Clement A. Riley in the following form :
Motion as offered be amended by striking out the figure of $51,915.00 and by striking out the figure of $45,908.00 and inserting in place thereof the figure $53,247.00 and $47,240.00. In order to make funds available to elevate a present patrolman to sergeant. and to appoint one new police- man. Said change and appointment to take place on April first.
The motion to amend was carried by a divided vote and the motion as amended, on rising vote, voting Yes, Fifty-seven, (57), voting No, twenty- seven, (27). The motion was declared carried.
2. Fire Department. (a) Salaries, (b) Incidentals.
On motion offered by Finance Commissioner Francis C. Foley, that the sum of $38,537.00 be raised by taxation and appropriated for the following purposes:
a. Salaries of members of the Fire Department $33,942.00
b. Incidental expense of maintenance of the Fire Department 3,848.00
B-3. Maintenance and Extension of Fire Alarm System 747.00
A motion to amend was offered by John J. Feeney to increase the salary item so as to read as follows:
That the sum of $40,937.00 be raised by taxation as amended and ap- propriated for the following purposes.
a. Salaries of members of the Fire Department $36,342.00
b. Incidental expense of maintenance of the Fire Department 3,848.00
B-3. Maintenance and Extension of Fire Alarm System 747.00
On rising vote on amendment, voting Yes, ninety-six, (96), voting No, three (3). Motion as amended was declared carried by voice vote.
4. Hydrant Service.
Voted: By taxation the sum of $6,216.00.
5. Inspector of Buildings. (a) Salary, (b) Incidentals.

Voted: By taxation the sum of $7,395.00 and by transfer the sum of $7,735.00.
2. (a) Maintenance and repairs of highways, culverts and bridges, street signs and guideboards.

Voted: By taxation the sum of $31,000.00, and be it further voted that there be raised by taxation and appropriated for the repairs of highways with macadam pavement or other road material under specifications approved by the Department of Public Works the sum of $6,500.00 and that with respect to Item C. Highway Construction, be it further voted that there be raised by taxation and appropriated for the original con- struetion of highways including the cost of land damages the sum of $4,200.00.
