Voted: From the income of the Municipal Electric Light Department the following: (a) Maintenance and operation and repairs including the purchase of new equipment, $172,458; (b) In lieu of taxes as maintenance expense, $13,000; (c) Depreciation, $18,904; and further voted that if the income of said department shall exceed the expense of said department for said fiscal year, such excess shall be returned to the Town Treasury, and further voted that with respect to new construction, no action be taken, and with respect to the purchase of new equipment that the sale of existing equipment is authorized and the proceeds of the same to be available for the purchase of said new equipment.

Voted: From the current receipts of the present financial year of the Water Department the sum of $34,695 of which sum the sum of $3,500 shall be available to meet the expense of survey and locating new wells for additional supply and further voted that there shall be transferred from the income of said department in reduction of the tax levy all receipts in excess of the amount herein appropriated and be it further voted that the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer be authorized with the approval of the Selectmen to borrow on notes of the town the sum of $5,000 which sum is hereby appropriated for the ex- tension of water mains.

$1,573 to meet the payment of interest on outstanding indebtedness and interest on money borrowed in anticipation of revenue, and further voted by taxation the sum of $168,687.66 to meet bonds and notes maturing in the year 1938 and that the further sum of $11,612.34 being moneys re- ceived for premiums on securities sold and from federal grants be and hereby are appropriated for the purpose of meeting said bonds and notes maturing in the year 1938.

Article 9. To see what sum of money the Town will vote to raise or borrow and appropriate for the establishment and maintenance of con- tinuation schools or courses of instruction, or take any other action in the matter.

Article 10. To see what sum the Town will vote to raise and appropriate to pay not more than the ordinary and reasonable compensation for care actually rendered or furnished by the Norwood Hospital or other hospitals in the vicinity of Norwood to such persons as may be in whole or in part unable to care for themselves, the same to be in addition to sums appro- priated for the care of contagious diseases and for institutional relief, or take any other action in the matter.

Article 18. To see what sum of money the Town will vote to raise or borrow and appropriate for providing cooperation with the Federal Govern- ment in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants.
Following the presentation of the recommendation of the Finance Com- mission and in the form as herein stated an amendment was offered by Albert O. Carlson reducing the amount to $11,700. This motion was declared lost. The recommendation of the Finance Commission in the fol- lowing form was thereupon adopted by voice vote.

Article 19. To see if the Town will vote to accept the provisions of Section 85A of Chapter 32 whereby the provisions of Section 85 of said Chapter relative to the retirement of permanent members of the Fire Department and Police Department for incapacity shall apply to call mem- bers of its Fire Department and to Police Officers appointed under Section 96 of Chapter 41, except that a person retired thereunder shall annually receive from the Town a pension at such rate, not exceeding $500 a year, as the Town may authorize.
Voted: To so accept.
Article 21. To see if the Town will vote to amend the by-laws relating to regulations governing the acceptance of new streets through private property by adding at the end thereof, the following new sub-division of Section 6, namely:
G. The Selectmen shall have the authority to waive the requirements of removing the soil from that part of a way as laid out on either side of the traveled way as wrought, if in their opinion such removal of soil is not necessary for the proper use of such traveled way, provided however, that all rocks, boulders and other objectionable hazards are removed, and the full width of the taking is graded to approximately the grade of the adjacent traveled way.
A motion was offered that Article 21 be indefinitely postponed. This motion was lost.

July 25, 1938
On a warrant duly issued by the Selectmen and dated July 15, 1938 and signed by Sture Nelson, Charles F. Holman, Harry B. Butters, Herbert V.

Brady, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to amend the Zoning By-Law, so-called, by altering the district boundaries established under Section 17 of said by-law with respect to a certain portion of a Trunk Highway District Division A, on the so-called State Highway Route No. 1 and generally northerly from Dean Street as shown on a plan on file at the office of the Town Clerk and Accountant and to hear and consider the final report with the recommendations of the Planning Board with respect to establishing said portion as a Trunk Highway District Division B, or take any other action in the matter.
Voted: To so amend.
Article 2. To see what sum of money the Town will vote to borrow and appropriate for the construction of sewers for sanitary and surface drainage purposes.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the Town in accordance with the pro- visions of Chapter 44 of the General Laws (Ter. Ed.) the sum of $18,000 and that said sum is hereby appropriated for the construction of sewers for sanitary and surface drainage purposes, said sum being in addition to sums heretofore appropriated for said purposes.
Article 3. To see what sum of money the Town will vote to borrow and appropriate to meet the expense of extensions of water mains or take any other action in the matter.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the Town in accordance with the pro- visions of Chapter 44 of the General Laws the sum of $12,000 which sum is hereby appropriated for extensions of water mains.
Article 4. To see if the Town will vote to accept and allow as a new town way under the provisions of law authorizing the assessment of better- ments, Fourth Street, as laid out and reported by the Selectmen and vote to borrow and appropriate a sum of money for the purpose of the original construction of said way including land damages or take any other action in the matter.
Voted: To so accept and further voted that the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the

Town in accordance with the provisions of Chapter 44 of the General Laws the sum of $3,600 which sum is hereby appropriated to meet the cost of the original construction of said way including land damages.
Article 5. To see if the Town will vote to accept and allow as a new town way under the provisions of law authorizing the assessment of better- ments, Fifth Street, as laid out and reported by the Selectmen and vote to borrow and appropriate a sum of money for the purpose of the original construction of said way including land damages or take any other action in the matter.
Voted: To so accept and further voted that the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the Town in accordance with the provisions of Chapter 44 of the General Laws the sum of $3,977 which sum is hereby appropriated to meet the cost of the original construction of said way including land damages.
Article 6. To see if the Town will vote to authorize the Selectmen to acquire by purchase or to take by eminent domain certain areas or parcels of land for public playground purposes and to vote that money previously appropriated under Article 7 of the warrant of the Special Town Meeting held on March 28, 1938 shall be available for the purchase of the following areas:
