The W. P. A. Sewing Project operated at the Norwood Civic Building continued in operation throughout the twelve months of 1936 and was sponsored by the Welfare Department. All the articles made were sent to the No. 2 District Works Progress Administration Commissary in Quincy. Requisitions for clothing for Norwood were made weekly on this warehouse.

The Works Progress Administration continued in its operation of various projects during the year, thus employing many men and women who otherwise would, no doubt, become dependent on the Welfare Board for temporary relief.


Laws have been established by the Federal Government, and adopted by the State Legislature by amendments, relating to Social Security, giving aid to certain dependent children. These laws became operative Janu- ary 1, 1937 and will help in the matter of financial aid to the Town. . This aid to Dependent children will be rendered and supervised by the Board of Public Welfare.


The Welfare expenditures including Old Age Assistance for 1936 amounted to the sum of $79,264.25, reimbursement from individuals, other towns and cities and including the Commonwealth of Massachusetts amounted to the sum of $19,154.74. This resulted in the net cost to the Town for Welfare expenditures of $60,109.51.

NORWOOD BUREAU OF OLD AGE ASSISTANCE


The Norwood Bureau of Old Age Assistance submits the following report for the year ending December 31, 1936.

Commencing February 1, 1936 the Federal Government reimbursed the Town on behalf of the Old Age Assistance cases residing therein fifty cents on the dollar up to the amount of fifteen (15) dollars a month per case. This money has been received and was available for immediate expenditure.


On September 1, 1936 Chapter 436 of the Acts of 1936 amending Chapter 118A of the General Laws of Massachusetts relating to Assistance to Aged Citizens became operative. It is now necessary for a person to be a resident in the Commonwealth of Massachusetts for only five years out of the nine immediately preceding the date of application instead of a twenty years continuous residence in the State. A person must live in Massachusetts continuously for twelve months previous to the date of application. This Act also increased the equity that an applicant can hold in the property upon which he resides from $1,500 to $2,000. These changes in the Old Age Assistance Law have made a larger number of persons eligible, resulting in an increased number of cases assumed since October 1, 1936.

REPORT OF THE BOARD OF ASSESSORS


To the Citizens of Norwood:


The Board of Assessors herewith submit their annual report together with the statement of valuations as determining the tax levy for the year 1936.


Organization


Edward A. Flaherty was reappointed by the Selectmen for the term of three years beginning April 1, 1936.


On April 28, 1936, Patrick J. Lydon, Chairman of the Board for the last fourteen years, died after a very short illness.


On May 12, 1936 the Board organized as follows: Edward A. Flaherty was elected Chairman and John F. O'Connell, Clerk,


On June 23, 1936 Edward H. Allen was appointed by the Selectmen to fill the unexpired term of the late Chairman, Patrick J. Lydon.


Assistant Assessors


On December 21, 1935, Herbert D. Fisher; James E. Roache; Charles B. Paddleford; John P. Crowley; George L. Banks; and John F. Murphy were appointed assistant assessors by the Board under the authority of the Town Meeting to serve for the period of thirty days from January 1, 1936, or such shorter period as the Board of Assessors may determine.


Tax Rate for the Year 1936


On June 9, 1936, it was voted that the tax rate for the year 1936 be determined as $32.40 per thousand.


The table of tax requirements submitted herewith exhibit a comparison of the year 1936 with 1935.


Financial Report


The financial statement of the department will be found in the report of the Town Clerk and Accountant.


Tax Appeal Cases


Of the two cases pending before the State Board of Tax Appeals on January 1, 1936, resulting from refusal of the Board of Assessors to grant abatements sought with respect to taxes assessed for the years 1934 and 1935, both have been withdrawn, viz;

Patrick J. Lydon-Resolution


On May 12, 1936, the following resolution was unanimously adopted, namely,


WHEREAS: Patrick J. Lydon, Chairman of the Board of Assessors for the past fourteen years, and a member two years prior to that time, died on April 28, 1936, therefore


BE IT RESOLVED: that we his associates, express our deep sorrow and our keen realization of personal loss on his departure from this life, and our appreciation of his untiring and conscientious service to the Town of Norwood.


He brought to the deliberations of the Board a wonderful judgment; his liberal mind and broad experience, coupled with a strong sense of values and justice, made him an outstanding town official.


He was a faithful servant, honest in the performance of his duties, firm and loyal in his friendships. His value to the Town cannot be measured by ordinary standards and his loss is correspondingly great. His model private and official life we hope and trust has brought him an honored and justly earned reward.

REPORT OF THE BOARD OF HEALTH FOR THE YEAR 1936


The Board of Health submits the following report for the year 1936:


At the regular Board of Health Meeting held February 6, 1936 Harry A. Shannon was unanimously chosen as Chairman of the Board for the en- suing year.


The following were also chosen: Dr. Francis X. Maguire, Milk In- spector, John A. Shannon, Agent and Plumbing Inspector, Dorothy L. Bemis, Clerk, Nora C. Curran, Public Health Nurse.


The Board has had various problems to solve during this current year, and it was necessary to hold a number of special meetings to discuss these matters. In addition, the regular monthly meetings were also held.


The Board calls your attention that during the years 1933, 1934, 1935 and 1936 there have been no cases of Diphtheria. During the year 1936 there were no cases of Anterior Poliomyelitis, and Spinal Meningitis.

The Milk Inspector, Dr. Francis X. Maguire, submits the following report:


During the year 1936 the Health Department, Division of Milk In- spection issued 82 licenscs for sale of Milk and Cream, 5 licenses issued for Pasteurizing of Milk.


Dairics, plants, animals and equipment have been inspected regularly.


Seventy (70) samples of milk and cream were examined for butter-fat, solids and keeping qualities.

stalled the necessary equipment. Milk dealers and producers have added new equipment and methods as soon as they are found beneficial and practical.


Our milk supply meets every requirement of both Town and State.


The Inspector of Plumbing, John A. Shannon reports that during the year 1936 he made one hundred twenty-eight (128) inspections in the Town of Norwood.


The Public Health Nurse submits the following report for the year 1936:


The Norwood Chest Clinic is held every Thursday night at 5:00 P. M. at the Board of Health Rooms under the direction of Dr. Walter Griffin of Sharon. This is a diagnostic clinic and there is no charge to any patient. Dr. Griffin is always willing to examine the chest and give advice.


During the year 1936 there were 13 cases of Pulmonary Tuberculosis reported. Two (2) of these became active again and were hospitalized, 9 of the new cases reported were hospitalized, while 2 remained at home.


I wish to take this opportunity to thank the Norwood Lodge of Elks, the Knights of Columbus, and the First Baptist Church for their contribu- tion toward the summer camp fund. Without their co-operation we would have been unable to send one of our children to camp.

REPORT OF THE FINANCE COMMISSION


The Finance Commission organized for the year 1936 as follows: John R. Russell, Chairman; Francis C. Foley, Clerk and William H. Connor, member of the Finance Commission. -


The Welfare burden showed no indication of a decrease. The present availability of Federal assistance through the agency of the Works Progress Administration with the uncertainty as to the continuance of such relief made it seem advisable to request a Reserve Fund appropriation sufficient to provide the material costs of the various projects. The sum of $29,000 was appropriated for the Reserve Fund. The transfers from this appro- priation are set out below.


A reduction in our quota of men eligible for employment on these pro- jects from 304 to 169 was effected by the Works Progress Administration in May. This resulted directly in an increase in the Welfare case load and consequently increased expenditures in that department.


On January 1, 1936 the debt amounted to $1,073,800.00 with maturities in 1936 of $177,100.00 and borrowings during the same period of $69,000.00.


During the year the Town expended the sum of $22,414.32 to meet the material cost of W. P. A. projects. For this expenditure citizens of the Town of Norwood working on these projects received in wages from the Federal government the sum of $141,370.64.
