Article 11. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said by-law with respect to certain portions of a present General Resi- dence District situated on the northerly side of Chapel Street beginning at the intersection of said Chapel Street with Washington Street and thence running westerly about 867 feet and establishing the same as a Business District and to hear and consider the final report with recommendations of the Planning Board with reference thereto.
Voted: That the recommendations of the Planning Board under this article be adopted and that action under this article be indefinitely post- poned.
Article 12. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said by-law with respect to certain portions of a Trunk Highway District Division A on the so called State Highway Route No. 1 and to hear and consider the final report with recommendations of the Planning Board with reference thereto, or take any other action in the matter as follows:
A. With respect to an area on the easterly side of said State Highway Route No. 1 beginning at a point in the easterly side of said highway at Union Street, thence running south 250.25 feet as shown by a map thereof to accompany said amendment (on file at the office of the Town Clerk and Accountant) and thereby altering the existing map showing existing dis- trict boundaries to conform to such change of district boundaries as rec- ommended by the Planning Board and thereby establishing said area as a Trunk Highway District Division B.

B. With respect to an area on the westerly side of State Highway Route No. 1 and northerly from Dean Street by withdrawing from a Trunk High- way District Division A the area three hundred feet distant from the northerly intersection of Dean Street and said State Highway Route No. 1 for a distance of 2132 feet northerly along the westerly line of said State Highway Route No. 1 and making such portion a Trunk Highway District Division B, as shown by a map thereof to accompany said amendment (on file at the office of the Town Clerk and Accountant) thereby altering the existing map showing district boundaries, to conform to such change in district boundaries as recommended by the Planning Board.
Voted: To amend the Zoning By-Law so called, in the foregoing manner and to hear and consider the final report with recommendations of the Planning Board with reference thereto.
Article 13. To see if the Town will vote to amend Section 22 of the Zoning By-Law, so called, in the first sentence thereof, by striking out the word "thirty" before the word "days" and insert in place thereof the word "twenty" so that the first sentence of said Section 22 shall read as follows:
It shall be the duty of the Planning Board, upon petition signed by five owners of real estate in any given district or upon its own initiative, from time to time to hold public hearings, twenty days' published notice of which shall be given, for the consideration of amendments altering the boundaries of any district established by this by-law or the regulations applied to the same or any other provisions of said by-law and thereafter to submit to the Town for action its recommendations in regard to the same.
Voted: To amend the Zoning By-Law so called, in the foregoing manner.
Resolution: The following resolution was offered by Frederick A. Cleveland, seconded by George F. Willett.
Voted: That the Finance Commission be requested to give favorable consideration to making available by transfer from the Reserve Fund the sum of $500.00 for the purpose of engaging by the Selectmen, the services of an expert town planner who shall report to the Selectmen and Town Planning Board jointly.

SPECIAL TOWN MEETING
July 16, 1937
On a warrant duly issued by the Selectmen and dated July 6, 1937 and signed by Charles F. Holman, Sture Nelson, John M. Mutch, Harry B. Butters and Herbert V. Brady, Selectmen of Norwood, the proper service

of which warrant was duly attested by John L. Collins, Constable of Nor- wood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see what sum of money the Town will vote to borrow and appropriate to meet the expense of resurfacing a portion of Pleasant Street as laid out by the County Commissioners, said sum so appropriated to be expended together with such money as may be received from The Com- monwealth of Massachusetts under the provisions of Chapter 90 of the General Laws or take any other action in the matter.
Voted: That Articles numbered one and two in the warrant be acted upon jointly.
Voted: That action under Article 1 be indefinitely postponed.
Article 2. To see if the Town will vote to authorize the transfer of certain unexpended balances of appropriations for resurfacing with mac- adam pavement certain highways and appropriate the same to be available to meet the expense of resurfacing with macadam pavement a portion of Pleasant Street, as laid out and relocated by the County Commissioners or take any other action in the matter.
Voted: That action under Article 2 be indefinitely postponed.
Article 3. To see if the Town will vote to accept and allow as a new Town way an extension of Nichols Street from the existing terminus to a point westerly of Brook Street, as laid out and reported by the Selectmen and vote to borrow and appropriate a sum of money for the purpose of the original construction of said way including land damages, said sum so appropriated to be expended together with such money as may be received from The Commonwealth of Massachusetts under the provisions of Chap- ter 90 of the General Laws or take any other action in the matter.
Voted: To so accept and allow and the Town Treasurer and Collector of Taxes, in his capacity as Town Treasurer, be and hereby is authorized to borrow, with the approval of the Selectmen on bonds or notes of the town, in accordance with the provisions of Chapter 44 of the General Laws, the sum of $26,000 for the original construction of said way including land damages, which sum is hereby appropriated for said purposes and shall be expended therefor together with such money as may be received from The Commonwealth of Massachusetts under the provisions of Chapter 90 of the General Laws.
Article 4. To see if the Town will vote to accept and allow as a new town way an extension of Allen Road as laid out by the Selectmen and to borrow and appropriate a sum of money to meet the expense of the con-

struction thereof including land damages or take any other action in the matter.
Voted: To so accept and allow, and the Town Treasurer and Collector of Taxes, in his capacity as Town Treasurer, be and hereby is authorized to borrow, with the approval of the Selectmen, on bonds or notes of the town in accordance with the provisions of Chapter 44 of the General Laws the sum of $4,500 which sum is hereby appropriated to meet the expense of the construction of said way including land damages.
Article 5. To see if the Town will vote to accept and allow an alteration by widening of an existing town way known as Berwick Place as accepted in 1935, said alteration by widening as laid out and reported by the Select- men and to borrow and appropriate a sum of money to meet the expense of land damages or take any other action in the matter.
Voted: To so accept and allow, and the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow on bonds or notes of the town, in accordance with the provisions of Chapter 44 of the General Laws, the sum of $500.00, which sum is hereby appropriated to meet the expense of land damages.
Article 6. To see what sum of money the Town will vote to borrow and appropriate to meet the expense of the extension of water mains or take any other action in the matter.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow in accordance with the provisions of Chapter 44 of the General Laws the sum of $5,000 which sum is hereby appropriated to meet the expense of the extension of water mains.
Article 7. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said by-law with respect to certain portions of a present General Resi- dence District situated on the northerly side of Dean Street, easterly of Pleasant Street, southerly of Cross Street and westerly of a Trunk Highway Business and Residence District and establish the same as a Single Residence District and to hear and consider the final report with recom- mendations of the Planning Board with reference thereto.
Voted: To amend the Zoning By-Law so called, in the foregoing manner.
Article 8. To see if the Town will vote to amend the Zoning By-Law so called, by altering the district boundaries established under Section 17 of said by-laws with respect to certain portions of a present Trunk High- way District Division A (Residence District), situated on the westerly side of State Highway, Route No. 1, and at the southerly intersection of Union Street with said State Highway, Route No. 1, and running thence generally southerly along State Highway Route No. 1, for a distance of 162 feet more

or less, the same to be established as a Trunk Highway District Division B (Business) and to hear and consider the final report with recommendations of the Planning Board with reference thereto or take any other action in the matter.
Voted: To amend the Zoning By-Law so called, in the foregoing manner.

Greeting:
In the name of The Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Norwood qualified to vote in elections and town affairs, to assemble in the State Armory on Nahatan Street, in said town on Monday, the thirteenth day of September, A.D. 1937 at 11:45 o'clock in the forenoon then and there to bring in their votes and to elect by ballot a member to fill a vacancy for an unexpired term in the Finance Commission pursuant to the provisions of Section 17 of Chapter 197 of the Acts of 1914.
The polls shall be opened at 11:50 o'clock in the forenoon and shall be kept open until 6:00 o'clock in the afternoon, when they may be closed.
And you are directed to serve this warrant by posting attested copies thereof in ten public places in this town, seven days at least before the day of said meeting. Hereof fail not, and make return of this warrant, with your doings thereon, to the Selectmen on or before the time and day of said meeting.

SPECIAL TOWN ELECTION
September 13, 1937
Warrant calling the meeting was read by Town Clerk and Accountant, James E. Pendergast. The election officers who were notified to be present were sworn by the Moderator. At 11:50 o'clock in the forenoon the polls were declared open for the reception of ballots. On motion of John J. Feeney, seconded by Albert O. Carlson, the polls were declared closed at 6:00 o'clock in the afternoon.
A canvass of the ballots showed sixteen hundred and forty-one (1641) ballots cast for the following candidates.
FINANCE COMMISSIONER
To fill vacancy for the unexpired term in the Finance Commission for the period ending January 16, 1939.
Albert O. Carlson had one hundred and ninety-six (196).
James J. Curran had six hundred and seventy-two (672).

SPECIAL TOWN MEETING
November 1, 1937
On a warrant duly issued by the Selectmen and dated October 22, 1937 and signed by Charles F. Holman, Sture Nelson, John M. Mutch, Harry B. Butters and Herbert V. Brady, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to accept Chapter 260 of the Acts of 1936 as amended by Chapter 403 of the Acts of 1936 providing that certain provisions of law relative to compensating municipal em- ployees who are injured in the course of their employment and providing for the inclusion of additional public employees within the provisions of the Workmen's Compensation Law.
Voted: To so accept.

Article 2. To see if the Town will vote to accept as a town way and authorize the Selectmen to take by eminent domain proceedings an ease- ment for a new way extending generally easterly from Gay Street, a way laid out by the Selectmen and reported as an extension of Gay Street and to borrow and appropriate a sum of money to meet the expense of the construction of said way so laid out including land damages or take any other action in the matter.
Voted: To so accept and the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the Town in accordance with the provisions of Chapter 44 of the General Laws, the sum of $3,200.00 which amount is hereby appropriated to meet the cost of construction in- cluding land damages of said way.
Article 3. To see if the Town will vote to accept as a new town way as laid out and reported by the Selectmen, Gay Street generally westerly from existing Gay Street and extending to Pleasant Street or take any other action in the matter.
Voted: To so accept, no appropriation for taking, purchase or con- struction being necessary therefor. Said way having been brought to a finished grade by the owners thereof.
Article 4. To see if the Town will vote to accept certain alterations by widening of existing ways and authorize the Selectmen to take by eminent domain proceedings, the easements necessary therefor, as laid out and reported by the Selectmen and to transfer from available funds a sum of money and appropriate the same to meet the expense of land damages with respect to the following alterations by widening or take any other action in the matter.
An alteration by widening of a portion of Adams Street at intersection of Roosevelt Avenue.
An alteration by widening of a portion of Maple Street at the intersection of Cottage Street at the southerly side thereof.
An alteration by widening of a portion of Linden Street on the westerly side thereof at the intersection of Winter Street.
An alteration by widening of a portion of Bullard Street on the westerly side thereof and southerly from Day Street.
An alteration by widening of a portion of Railroad Avenue on the north- erly side thereof and westerly of Washington Street.
Voted: To so accept and that the Selectmen be and hereby are authorized to take by eminent domain proceedings the easements necessary therefor and further voted that the sum of $216.00 be transferred from available funds heretofore appropriated for highway construction and be and hereby s appropriated to meet the expense of land damages as set forth in said ayouts so reported by the Selectmen.

Article 5. To see what sum of money the Town will vote to borrow and appropriate in addition to sums heretofore borrowed and appropriated for the construction of sewers for sanitary and surface drainage purposes.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow on notes of the Town the sum of $25,000.00, and that said sum is hereby appropriated for the construction of sewers for sanitary and surface drainage purposes said sum being in addition to sums hereto- fore borrowed and appropriated for said purpose.
Article 6. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer to sell at public auction or private sale and convey by an appropriate deed or deeds to be executed in behalf of the Town, any parcel or tract of land owned by the Town or any part thereof which has been acquired through tax title pro- ceedings and at a price or prices not less than the cost to the Town of acquiring such parcel of real estate together with such sum or sums as will be the equivalent to the taxes that would thereafter have been assessed upon the same if the Town had not acquired title thereto, or take any other action in the matter.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer be and hereby is authorized to sell at public auction or private sale and convey by appropriate deeds to be executed in behalf of the Town the following parcels or tracts owned by the Town which have been acquired through tax title proceedings at prices not less than the cost to the Town of acquiring such parcels of real estate, together with such sum or sums as will be the equivalent to taxes that would thereafter have been assessed upon the same if the Town had not acquired title thereto, namely:
A parcel of land situated on Washington Street containing approximately 7,251 square feet, and appearing on the Assessors' Survey Plans Map 7, Sheet 9, Lot 2A.
A parcel of land situated on Adams Street containing approximately 1,665 square feet and appearing on the Assessors' Survey Plans Map 4, Sheet 10, Lot 42.
A parcel of land containing approximately 10,979 square feet and ap- pearing on the Assessors' Survey Plans Map 18, Sheet 9, Lot 58, situated on Oliver Street.
A parcel of land situated on Morse Street containing approximately 31,127 square feet and appearing on the Assessors' Survey Plans Map 9, Sheet 10C, Lots 1, 2, 3, 10 and 11.
Article 7. To hear and act on the report of the Town Planning Board with respect to an amendment to the Zoning By-Laws as set forth in the warrant of the Town Meeting of May 24, 1937 and referred by vote of said meeting to the Planning Board for a report at a future town meeting or take any other action relative thereto namely:

Section 17A: In Single Residence Districts, General Residence Dis- tricts, Trunk Highway Residence Districts, Trunk Highway Business Districts and in Manufacturing Districts, buildings and structures may be erected, altered, enlarged, extended or reconstructed and buildings, structures and land may be used for any purpose not prohibited by the laws of the Commonwealth or the by-laws of the Town of Norwood except:
A. A public or private dump, or place of depositing abandoned property or refuse.
B. The removal of sod, loam, sub-soil, sand or gravel for the purpose of sale thereof.
C. In each and all of said districts hereinbefore ennumerated the Board of Appeal may give permission in addition to such powers as are delegated to it under the laws of the Commonwealth and the by-laws of the Town of Norwood for one or more of the following purposes.
a. A public or private dump, or place of depositing abandoned property or refuse.
b. The removal of sod, loam, sub-soil, sand or gravel for the purpose of sale thereof.
Section 17B: Any person desiring to obtain the permission of the Board of Appeal for any purpose for which permission is required under Section 17A, 17B, 17C, shall make application in writing to the Board. The Board of Appeal within a reasonable time, shall hold a public hearing on the ap- plication: shall require the applicant to file such plans and information as it may deem necessary, and to give notice of the hearing by registered mail to all the owners of property opposite to and abutting on any property in relation to which permission is sought as shown by the most recent valua- tion list of the Board of Assessors, and to such other persons as may ap- pear to the Board to be injuriously affected, and to post a notice on such property. The Board of Appeal may make such rules and regulations as it may deem necessary for the proper disposition of such application.
The Board of Appeal may attach such conditions and limitations of time to a permission granted under this section as may be necessary to protect the neighborhood in which lies the property to which the permission relates. The rights, under any permission granted as herein provided shall be exercised within six months or such permission shall be null and void.
Voted: That the subject matter of Article 7 be referred to the Town Planning Board for consideration and a report at a future town meeting.
Article 8. To hear and act on the report of the Town Planning Board together with its recommendations with reference to an amendment to Section 10 of the existing Zoning By-Laws.
Voted: That Article 8 and Article 9 be taken up and acted upon as one article.

Article 9. To see if the Town will vote to amend Section 10 of the exist- ing Zoning By-Laws by adding at the end thereof the following sub-division namely:
(c) No part of any building designed, intended, arranged, or used for residence purposes shall be constructed, altered, extended, reconstructed, raised or moved so as to be nearer than ten feet to the line of any adjoining lot, or nearer than twenty feet to any building used for residence purposes on the same lot or nearer than ten feet to any part of any other building located on the same lot, except that part of a residence used as a private garage may be not nearer than five feet to the line of any adjoining lot, except that roofs, cornices, and similar projections on residence buildings may extend one foot nearer to the line of an adjoining lot or to another building on the same lot.
Voted: That the report and recommendations of the Town Planning Board with respect to the question of an amendment to Section 10 of the existing Zoning By-Law be accepted as to the report only, that the recom- mendations contained therein be not accepted and the following be re- ceived and considered and acted upon as a substitute motion.
Voted: That Section 10 of the existing Zoning By-Law be amended by striking out sub-division B thereof and inserting in place thereof the fol- lowing:
Paragraph B: No part of any building designed, intended, arranged, or used for residence purposes shall be constructed, altered, extended, reconstructed, raised or moved so as to be nearer than 10 feet to the line of any adjoining lot or nearer than 20 feet to any building used for resi- dence purposes on the same lot, or nearer than 10 feet to any part of any other building located on the same lot except that roofs, cornices, and similar projections on residence buildings may extend one foot nearer to the line of an adjoining lot or to another building on the same lot, and except that part of a residence used as a private garage may be not nearer than five feet to the line of any adjoining lot. No part of any building other than one used for residence purposes shall be constructed, altered, extended, reconstructed, raised or moved so as to be nearer than five feet to the line of any adjoining lot or nearer than 10 feet to another building on the same lot except that two such buildings with a common party wall may be constructed upon contiguous lots where the line of such wall is coincident with the boundary or division line between said lots.
