RECORD OF TOWN MEETINGS
ANNUAL TOWN MEETING
Monday, January 18, 1937, and adjourned to March 22, 1937.
On a warrant duly issued by the Selectmen under date of January 5, 1937 and signed by Harry B. Butters, Peter J. Feeney, Charles F. Holman, Sture Nelson and John M. Mutch, Selectmen of Norwood, the proper service of which Warrant was duly attested by John L. Collins, Constable of Norwood.
All the requirements of the statutes and by-laws relating to elections and town meetings having been complied with, the meeting was called to order, the articles contained in the Warrant and the action thereunder being as follows:
Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, one Selectman for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one Member of the Board of Health for three years; one Member of the School Committee for two years to fill vacancy; two Members of the School Committee for three years; two Trustees of Morrill Memorial Library for three years; one Member of the Town Planning Board for three years; six Constables for one year.

Article 2. To hear and act on the reports of town officers and com- mittees.
Article 19. To see if the Town will vote to accept Sections 132 to 136, Chapter 140 of the General Laws (Ter. Ed.) being an act providing that the emission, except by locomotive engines or by brick or pottery kilns, into the air of dark smoke or dense gray smoke for more than five minutes continuously, or the emission, except as aforesaid, of such smoke during ninety minutes of any continuous period of twelve hours, within a quarter of a mile of a dwelling, is hereby declared a nuisance unless such emission is under a permit which may be granted annually by the Selectmen.
Voted: That Articles 2 and 19 be laid on the table.
Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.
Voted: To so authorize the Treasurer.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: To so authorize the Treasurer.
Voted: That Articles 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18 and 20 bc referred to the Finance Commission for consideration and report with recommendations at the Adjourned session of this meeting, except that as to Article 6, Sub-Division I, Reserve Fund and Article 18, such reference be with respect to such further appropriations additional to the appropriation already made, as may be made at the Adjourned session of this meeting.
Article 18. To see what sum of money the Town will vote to raise or borrow and appropriate for providing cooperation with the Federal Govern- ment in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants.
Voted: By taxation the sum of $2,500.00, said sum is made available

SPECIAL TOWN MEETING
March 22, 1937
On a warrant duly issued by the Selectmen and dated March 9, 1937 and signed by Charles F. Holman, Sture Nelson, John M. Mutch, Harry B. Butters and Herbert V. Brady, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
· Article 1. To see if the Town will vote to authorize the Selectmen to purchase or take by eminent domain under Chapter 79, General Laws, for the protection of the town water system a certain tract of land containing about forty-three and one half acres and consisting of four contiguous parcels with areas and assumed owners as follows, namely:
Parcel No. 1. Annie L. Withington and Charles Eaton 6 acres, 25,040 square feet
Parcel No. 2. Ellen P. Adams Weatherbee Harriet Eaton Weatherbee John Adams Weatherbee 31 acres, 1400 square feet
Parcel No. 3. Annie L. Withington and Charles Eaton 3 acres, 9800 square feet
Parcel No. 4. William L. Pendergast 2 acres, 2880 square feet
said tract being located generally easterly of State Highway Route No. 1 adjoining land of the Town of Norwood and is generally bounded as fol- lows: by land of the Town of Norwood and lands now or formerly of Edward O'Toole, W. Cameron Forbes, Erhard Sopp, Catherine Codman, Emily F.

Skofield and by Purgatory Brook and to borrow and appropriate a sum of money for said purposes or take any other action in the matter.
Voted: To so authorize the Selectmen, and the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized and directed to borrow on bonds or notes of the town the sum of $4,800.00 in accordance with and subject to the provisions of Chapter 44 of the General Laws and amend- ments thereto, which sum so borrowed is hereby appropriated for said purpose.
Article 2. To see if the Town will vote to authorize the Selectmen to purchase or take by eminent domain under Chapter 79, General Laws for the protection of the town water system, a certain tract of land lying easterly of State Highway Route No. 1 and contiguous thereto, consisting of two parcels with areas and assumed owners as follows:
Parcel No. 1. Jennie C. Drummey et al 12,350 square feet
Parcel No. 2. Martin Dillon and Josephine M. Dillon 2 acres, 32,642 square feet
and generally described as follows: bounded generally westerly by State Highway Route No. 1, generally southeasterly by land of the Town of Norwood, generally northeasterly by land now or formerly of Erhard Sopp and to borrow and appropriate a sum of money for said purpose or take any other action in the matter.
Voted: To so authorize the Selectmen, and the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized and directed to borrow on bonds or notes of the town the sum of $1,500.00 in accordance with and subject to the provisions of Chapter 44 of the General Laws and amend- ments thereto, which sum so borrowed is hereby appropriated for said purpose.
Article 3. To see what sum of money the Town will vote to raise and appropriate for the current fiscal year to meet the expense of operation of Lunch Counter at the Senior High School or take any other action in the matter.
Voted: By taxation the sum of $8,800.00.
Article 4. To see if the Town will vote to appropriate by transfer any available unexpended balances in the appropriation authorized under Article 2 of the Special Town Meeting of October 16, 1935 and make the same available to meet the cost of the construction of a plant for the treat- ment of water supply of the Town as authorized under Article 1 of the warrant of said meeting and further vote to raise and appropriate such

additional money as may be necessary to meet the further cost of com- pleting the construction of said plant for the treatment of water supply of the Town or take any other action in the matter.
Voted: So to do, and further voted that the additional sum of $500.00 be raised and appropriated in addition to sums heretofore appropriated to meet the further cost of completing the construction of said plant for the treatment of the water supply of the town.
Article 5. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer to sell at public auction or at private sale and convey by an appropriate deed or deeds to be executed in behalf of the town certain percels or tracts of land owned by the Town and acquired through tax title at a price or prices not less than the cost to the Town of acquiring such parcel of real estate together with such sum or sums as will be the equivalent of the taxes that would there- after be assessed upon the same if the Town had not acquired title thereto.
Voted: To so authorize the Town Treasurer with respect to the following parcels, namely:
A. A parcel of land located on Heaton Avenue containing approximately 5,000 square feet and identified and described as Parcel No. 12, Sheet No. 4, Map No. 9, Assessors' Survey Plans.
B. A parcel of land located on a proposed way some times known as State Street and containing approximately 5,185 square feet and identified and described as Parcel No. 89, Sheet No 6, Map No. 18, Assessors' Survey Plans.
C. A parcel of land located on St. Paul Avenue and containing ap- proximately 11,204 square feet and identified and described as Lots No. 9 and 10, Sheet No. 9, Map No. 9, Assessors' Survey Plans.
D. A parcel of land located on Nahatan Street containing approximately 6,626 square feet and identified and described as Lot No. 19, Sheet No. 11, Map No. 7, Assessors' Survey Plans.
E. A parcel of land located on a proposed way some times known as Chestnut Street containing approximately 5,300 square feet and identified as Lots No. 13 and 14, Section K, Plan of Dayton Realty Company, Nor- wood Heights and appearing as Lot No. 54, Sheet No. S, Map No. 18, Assessors' Survey Plans.
F. The entire parcel or any portion thereof with respect to a parcel of land situated off Washington Street, said entire parcel containing ap- proximately 34,671 square feet and identified as Parcel No. 1, Sheet No. 5A, Map No. 5, Assessors' Survey Plans.
Article 6. To see if the Town will vote to appropriate a sum of money for paying the proper charges for effecting insurance providing indemnity for or protection to any officer or employee of the Town against loss by reason of his liability to pay damages to others for bodily injuries, includ- ing death at any time resulting therefrom, caused by the operation, within

the scope of his official duties or employment, of motor vehicles owned by the Town subject to limitation provided by law.
Voted: By taxation the sum of $1,380.00, said amount to be allocated as follows: Police Department, officers and employees $552.00; Fire De- partment, officers and employees $S28.00.
Article 7. To see if the Town will vote to amend the by-laws by insert- ing therein under Article XII the following new sections.
Section 25. No dog shall be permitted to run at large in the town at any time unless it shall have been vaccinated against rabies within the pre- ceding twelve months and evidence thereof shall have been filed in the office of the Police Department. Every dog so permitted to run at large shall wear an identification tag or badge to be furnished by the Police Department.
Section 26. Any owner or keeper of a dog who violates the provisions of section 25 shall be subject to a fine of not more than ten dollars ($10) for each offense.
Voted: On motion that the by-laws be amended, motion lost.
Article 8. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen to borrow money for general municipal purposes under the authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as amended by Chapter 281 of the Acts of 1936.
Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer be and hereby is authorized to borrow with the approval of the Selectmen, the sum of $35,000.00, or such portion thereof as shall not exceed in the aggregate the total amount represented by tax titles taken or purchased and held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended by Chapter 313 of the Acts of 1934, as amended by Chapter 281 of the Acts of 1936 which sum is hereby appropriated for general maintenance expense and is to be used by the Board of Assessors in fixing the tax rate.
Article 9. To see what sum of money the Town will vote to raise and appropriate for the purchase of departmental equipment in the following departments: Police Department; Fire Department; Public Works De- partment; Municipal Light Department, or take any other action in the matter.
On motion of Francis C. Foley, that the sum of $4,239.00 be raised by taxation and appropriated for the purchase of departmental equipment in the following departments:

and that the sale of existing equipment is authorized and the proceeds of the same be made available for the purchase of said new equipment.
An amendment was offered by John J. Feeney, duly seconded.
Voted: That the sum of $4,669.00 be raised by taxation and appro- priated for the purchase of departmental equipment in the following departments:
Police Department $1,360.00
Fire Department. 759.00
Public Works Department 2,050.00
Municipal Light Department. 500.00
On voice vote, motion as amended declared carried by a divided vote.
Article 10. To see if the Town will authorize the Selectmen to investi- gate and report with recommendations at a future town meeting as to the desirability of constructing and maintaining a plant for the manufacture and distribution of electricity, and raise and appropriate a sum of money for said purpose.
Voted: To so authorize the Selectmen and that the sum of $1,000.00 be raised by taxation and appropriated to meet the expense of such investi- gation.
Voted: That this meeting be dissolved.

ADJOURNED ANNUAL TOWN MEETING
Adjourned Annual Town Meeting of January 18, 1937 to March 22, 1937. Meeting duly called in accordance with the vote of January 18, 1937.
On a notice duly attested by Town Clerk and Accountant, the following articles of the Warrant of the Annual Town Meeting, which were referred to the Finance Commission, were acted upon:
Article 2. To hear and act on the reports of town officers and com- mittees.
Voted: That the sixty-fifty annual report of the Town officials be re- ceived and accepted as printed.
Voted: To accept the printed report of the Finance Commission as submitted.
Article 5. To see what disposition the Town will make of money re- ceived for dog licenses.

Article 6. To see what sums of money the Town will vote to raise or borrow and appropriate for the current fiscal year, for the following pur- poses, or take any other action in the matter.
A. General Government.
