WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS


Middlesex, ss.


To any of the Constables of the Town of Wayland, in said County :


Greetings:


In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town elections to meet at their respective poll- ing places on


MONDAY, MARCH 4, 1929


at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, Town Clerk, three Select- men, a Treasurer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, and seven Constables, all for one year.


One Member of the School Committee, one Cemetery Commissioner, one Commissioner of Trust Funds, two Trustees of Public Library, one Member of the Board of Public Welfare, one Assessor, one Member of the Board of Health, one Water Commissioner, one Park Commis- sioner, and two Members of the Planning Board, all for three years.


Also one member of the Board of Public Welfare for two years, to fill vacancy.


All the foregoing to be voted on the official ballot. The polls will be open at 6.15 in the forenoon and will remain open continuously until four o'clock in the after- noon, when they shall be closed.


And you are required to notify and warn the inhabi- tants of said town qualified to vote in town affairs to meet at the Town Hall on

at 7:45 P. M., then and there to act on the following arti-

cles, viz :


Article 1. To hear the reports of Town Officers, agents and committees, and act thereon.


Article 2. To choose all necessary Town officers, agents and committees, not elected by official ballot.


Article 3. To grant money for necessary Town pur- poses.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the cur- rent financial year.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in antici- pation of re-imbursement from the State and County on account of oiling and repairing State-controlled roads.


Article 6. To see if the Town will appropriate and assess the sum of $826.29 to reimburse the State and County for work done by order of the County Commis- sioners on the Old Sudbury Road at the bridges.


Article 7. To see if the Town will accept the fol- lowing gift: $100 to establish the "Charles B. Felch Fund" income from which to be used for the perpertual care of the Charles B. Felch Lot No. 45, section A in the Lake View Cemetery.


Article 8. To see if the Town will accept the fol- lowing bequest: $200 received from the Estate of George F. Marston, to establish the "George F. Marston Fund," income from which to be used for perpetual care of George F. Marston Lot No. 44, section B, Lake View Cemetery.


Article 9. To see if the Town will accept the fol- lowing gift: $200 received from Mrs. Nellie J. Draper to establish the "Paul T. Draper Fund" income from which to be used for perpetual care of Paul T. Draper, Lot No. 29, North Cemetery.


Article 10. To see if the Town will accept the fol- lowing gift: $100 received from Mrs. Dana Elkins to establish the "Ainsley Dunham Fund" income from which to be used for perpetual care of Lot No. 15, section E, Lake View Cemetery.


Article 11. To see if the Town will appoint a Com-

mittee consisting of the School Committee and two other members to be appointed by the Moderator to make a thorough investigation in regard to the housing prob- lem of the School and report at the next town meeting.


Article 12. To see if the Town will vote to raise and appropriate the sum of $300 or some other amount, and elect a director. the money to be expended by and the director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service under the provision of Sections 40-45. Chapter 128. General Laws of Massachusetts.


Article 13. To see if the Town will authorize the Fire Departmen to sell a wagon no longer in use.


Article 14. To see if the Town will appropriate and assess an additional sum of money for the erection of a building for the housing of the Highway Department equipment.


Article 15. To see if the Town will appoint a Com- mittee of three citizens to serve as a Committee on Town Forest. or do or act.


Article 16. To see if the Town will authorize its Committee on Town Forest to accept such land as may be offered to be used for the purpose of a Town Forest, or do or act.


Article 17. To see if the Town will vote to accept the provisions of Chapter 82, Section 37 of the General Laws and amendments thereto, providing for the estab- lishment of building lines, or do or act.


Article 18. To see if the Town will appropriate and assess a sum of money for the purpose of providing a survey of the Town, or any part thereof, as a beginning toward a Town Plan. or do or act.


Article 19. To see if the Town will appropriate and assess a sum of money for the relocation and reconstruc- tion of Concord Road from the Town Hall to Plain Street. according to plans to be recommended by the County Engineers, or do or act.


Article 20. To see if the Town will appropriate and

assess a sum of money for the purpose of constructing a sidewalk on Concord Road from the Library sidewalk to the driveway of Mrs. Florence Hynes, and for the necessary widening of the travelled way at Mr. Goodell's curve, or do or act.


Article 21. To see if the Town will appropriate and assess a sum of money for the purpose of extending the sidewalk on the northerly side of Pond Street East to School Street, beginning at the ending of the present tar sidewalk, or do or act.


Article 22. To see if the Town will appropriate and assess a sum of money not exceeding $2000.00 for the purpose of painting and redecorating the Library, or do or act.


Article 23. To see if the Town will vote to extend an eight inch water main with necessary fire hydrants, gates and fittings connecting at Clay Pit Hill Road and continuing along Concord Road to the Lincoln Town line a distance of two and two-tenths miles, and to appro- priate, grant, borrow or otherwise provide a sum of money not exceeding $23,000 to pay for the same, or take any action relative thereto.


Article 24. To see if the Town will vote to extend a six inch water main with fire hydrants, gates and fit- tings, along the following described roads :- from Con- cord Road along Sherman's Bridge Road to Sherman's Bridge, a distance of seven tenths of a mile and from Concord Road along Lincoln Road to the residence of Sidney Stone, a distance of four tenths of a mile and thence from Lincoln Road along Hazelbrook Road and Glezen Road to the residence of Neal Cox, a distance of four tenths of a mile, and to grant, appropriate, borrow or otherwise provide a sum of money not exceeding $17235, to pay for the same or take any action relative thereto.


Article 25. To see if the Town will vote to extend an eight inch water main with necessary fire hydrants, gates and fittings connecting the force main at or near Cochituate Road and continuing westerly along Old Connecticut Path one and one tenth miles to the water main near Indian Road, and to grant, appropriate, bor- row or otherwise provide a sum of money not exceed-

ing $11.500 to pay for the same, or take any action rela- tive thereto.


Article 26. To see if the Town will indemnify the Commonwealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused by or result from the laying out, alteration, con- struction or reconstruction of the State Highway known as State Road East and State Road West or any section or relocation thereof. and will authorize the Board of Selectmen to sign an indemnity agreement therefor in be- half of the Town, and make an appropriation therefor, or take any other action with respect thereto.


Article 27. To see if the Town will appropriate and assess a sum of money for the purpose of putting two culverts on Moore Road, or do or act.


Article 28. To see if the Town will vote to have a police officer at Wayland Center for the ensuing year and appropriate and assess the sum of $1,000 therefor, or do or act.


Article 29. To see if the Town will appropriate and assess a sum of money to install a new fire alarm system, or do or act.


Article 30. To see if the Town will take the neces- sary steps to change the name of Dudley Pond, or do or act.


Article 31. To see if the Town will appropriate and assess a sum of money for the purchase and installation of an automatic signal at Post Office Square corner, Cochituate, or do or act.


Article 32. To see what sum, if any, the Town will vote to transfer from available funds to meet any of the appropriations made under the foregoing articles.


And you are required to serve this Warrant by post- ing copies thereof, attested by you, at the Town Hall, at each Post Office in Town, and in the Engine House at C'ochituate. seven days, at least, before the time of hold- ing said election.


Hereof, fail not and make due return of this War- rant with your doings thereon to the Town Clerk on or before March 4, 1929.

VOTES ENACTED AT THE ANNUAL TOWN MEET- ING MARCH 7, 1928

Pursuant to the foregoing warrant the inhabitants of the Town of Wayland met this day and did the following business.


Article 1. To hear the reports of Town officers, agents and committees, and act thereon.


Voted to accept the Finance Committee's report with recommendations.


Voted to accept the report of the Committee on Water Supply and adopt its recommendation.


Voted to accept all other reports.


Amendment made on Selectmen's Report (On June 6, accordingly the system was provisionally accepted and house connections made, the system being operated by the Harvard Trust Co. On August 23, the provisions having been complied with, the system was finally accept- ed and turned over to the Water Board to operate.) was omitted.


Article 2. To choose all necessary Town officers agents and committees not elected by official ballot.


John Connelly, Isaac Damon, and Howard W. Par- menter were elected trustees of the Allen Fund.


Voted that the Selectmen act as Fence Viewers.


Voted that the Constables act as Field Drivers.


William Fullick. Frank Haynes, Melville Loker, Wm. S. Lovell and Arthur F. Marston were elected Surveyors of Lumber.

Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the cur- rent financial year.


Voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1928; to issue a. note or notes therefor payable within one year, any debt or debts incurred under the foregoing to be paid from the revenue of the said financial year.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row a sum of money not exceeding $8,000.00 in anticipa- tion of re-imbursement from the State and County on ac- count of oiling and repairing State-controlled roads.


Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in anticipation of re-imbursement from the State and County on account of oiling and re- pairing State-controlled roads.


Article 6. To see if the Town will accept the follow- ing bequest: $100.00 received from the Estate of John F. Carr to establish the "John F. Carr Fund" income from which to be used for the perpetual care of the John F. Carr lot in the Center Cemetery.


Voted to accept the foregoing bequest.


Article 7. To see if the Town will vote to increase the salary of the Town Treasurer and appropriate and assess a sum of money for such increase.


Voted unanimously to increase the salary of the Town Treasurer to $750.


Article 8. To see if the Town will vote to appropri- ate and assess the sum of $500.00 for the purpose of completing the tennis court on the Cochituate playground,

or do or act.


Voted to pass over the Article.


Article 9. To see if the Town will accept the gift of the property known as the Wayland Inn Property and adjacent or nearby parcels on Main Street, Milbrook Road and State Road East, to be used for Park purposes until such time as the Town may desire to use part thereof as a site for a Town Hall, at which time such part thereof as is necessary for site and the approaches and grounds in connection therewith may be appropriated for such use, and will authorize the acceptance thereof by the Board of Selectmen, or do or act.


Voted that the Town authorize the Board of Select- men to accept on behalf of the Town the gift of the prop- erty known as the Wayland Inn Property and adjacent or nearby parcels on Cochituate Road, Milbrook Road and State Road East, to be used for Park purposes until such time as the Town may desire to use part thereof as a site for a Town Hall, at which time such part thereof as is necessary for such site and the approaches and grounds ir connection therewith may be appropriated for such use.


Voted further that the Town hereby expresses its thanks to the donors for their generosity and public spir- it

Article 10. To see if the Town will instruct the Planning Board to have made a study for the improve- ment of the property referred to in the preceding article and appropriate and assess a sum of money therefor.


Voted that the Town appropriate and asess the sum of not exceeding $1000 for the use of the Planning Board for the purpose of a study for the improvement of the land accepted under Article 9.


Vote: Yes 134, No 133.


Article 11. To see if the Town will appoint a com- mittee to study the schoolhousing problem in Wayland Center.


Voted that the Moderator appoint a committee of three to study the schoolhousing problem in Wayland, and make their report at the next annual Town Meeting.


Article 12. To see if the Town will vote to appropri-

ete and assess a sum of money for the purpose of estab- lishing courses in vocational education in the High School, or do or act.


Voted to refer the matter to a committee of three to be appointed by the Moderator.


Article 13. To see if the Town will vote to amend the vote passed under Article 24 of the warrant for the Annual Town Meeting of 1924, so as to read as follows:


"Voted that the Town appropriate and assess the sum of six thousand dollars to acquire by purchase or otherwise a parcel of land with or without buildings, and to erect suitable buildings, or alter existing buildings thereon, said land to be acquired and said buildings to be erected for the use of the Highway Department and for other municipal purposes, and that the Selectmen shall be the committee therefor with full power to purchase the land and to contract for the buildings," and re-appro- priate said sum of six thousand dollars now in the treas- ury, or do or act.


Voted to lay the matter on the table.


Article 14. To see if the Town will make a further appropriation for the purpose named in Article 13, and determine in what manner the money shall be raised.


Voted to pass over the Article.


Article 15. To see if the Town will authorize the Trustees of the Public Library to sell the water equipment no longer in use since the installation of town water.

Article 16. To see what action the Town will take in regard to the bequest from Jonathan M. Parmenter for the establishment of a hospital.


Voted to refer the matter to a committee of five to be appointed by the Moderator.


Article 17. To see if the Town will vote to appro- priate and assess the sum of two thousand dollars to paint and repair Town Hall, or do or act.
