The Board of Public Welfare hereby present their an- nual report. The expenses of this Department during the past year have been greatly increased over previous years, owing to increase in calls for aid which the Board has received. In giving relief to those in need we have been as economical as possible and at the same time given them the necessities of life, which were absolutely essen- tial to their health and welfare. Our financial statement is included in the Town Accountant's Report.

Nuisances


Complaints of conditions detrimental to the public health are frequent, but not more so than any other town of our size. In fact we consider the health condi- tions of the town better than other years. We have had no reports of diphtheria in 1928.


Dumps of the Town


The town should furnish a dump on both ends of the town, so that people will not be dumping rubbish on the road sides. We found quite a few people that dump rubbish on the old Sudbury Road, the clerk wrote to the people and they cleaned it up.


The Board of Health wishes the public to under- stand that the Board of Health has taken care of all cases of contagious diseases that have been reported to them.


The Board cannot do anything unless they get a re- port of contagious diseases from the head of the house or the physician who attends such cases.


The Board has no control of such diseases in other towns or hospitals. Please read General Laws in report- ing contagious diseases, that they may understand them better.


On one case of scarlet fever the Board did not get a report of the case from the physician until 4 weeks from the onset of the disease, so could not do anything about it.

The Board of Health adopted and accepted a set of Rules drawn up by the Town Attorney and accepted by the State Attorney in regard to the dumping on streets or vacant lots. These Rules were printed in the Way- land Enterprise, a paper printed on March 30, 1928. Rules and Regulations adopted on March 23, 1928.


Town of Wayland Rules and Regulations


No person or persons, unless by leave of the Board of Health, shall dump, throw or deposit or cause to be dumped, thrown or deposited in any Street or Vacant lot or in any pond, creek, stream or river, any dirt, saw- dust, soot ashes, cinders, shavings, lime, shreds, manure, metals, rubbish or filth of any kind, or any vegetable or animal or substance whatever.


Contagious Diseases


We wish to call to the attention of physicians and parents to the General Laws, Chapter 111, Section 3, which read as follows :


If a physician knows that a person whom he visits is infected with small pox, diphtheria, scarlet fever or any other disease declared by the department dangerous to the public health, or if either eye of an infant whom or whose mother a physician or hospital or medical officer registered under section nine of chapter one hundred and twelve visits, become inflamed, swollen or red or showns unnatural discharge within two weeks after birth, he shall immediately give written notice thereof over his own signature to the Board of Health of the town, and if he refuses or neglects to give such notice he shall forfeit not less than fifty nor more than two hun- dred dollars.

REPORT OF THE PLANNING BOARD OF THE TOWN OF WAYLAND FOR THE YEAR 1928


To the Inhabitants of the Town of Wayland:


The Planning Board continued its organization of 1927, Frank I. Cooper, Chairman, Ronald Campbell, Sec- retary.


The matters which have chiefly occupied the Board's attention during 1928 are as follows :


1. New Town Hall lot.


2. State Road Relocation.


3. Land at Intersection of Plain and Pond Streets.


4. Sidewalks, Pond Street and Concord Road.


5. Obstruction to Traffic View, Sandy Burr.


6. Street Signs.


7. Town Plan.


New Town Hall Lot


At the annual meeting (1928) the Town voted one thousand dollars ($1000) for a survey plan of the new Town Hall lot to be expended by the Planning Board. The money was raised and placed at the Board's disposal. The Board believed the amount of land to be taken for the State road should be settled before any money was expended for a landscape survey of the lot. They there- fore deferred action. The Board recommends that the money voted last year be revoted as a special appropria- tion to be used by the Planning Board in study and im- provement of the new Town Hall lot.


State Road Relocation


The Board has kept in touch with this work through the Engineers of the State Highway Department and the County Commissioners. As now laid out a widening of the road is proposed beginning at the B. & M. Railroad crossing and extending east to beyond Terrace Garden. The sharp curves will be flattened and better grades se-

cured. It is the understanding of this Board that about ten feet of the Town Hall lot will be taken for the widen- ing.


Land at Plain and Pond Streets


Purchase of this land was referred to the Planning Board at the 1928 annual meeting. Investigation on the ownership of this land is under way and the Board will submit its report on this matter as soon as the investiga- tion is completed.


Sidewalks


In considering the building of sidewalks along Pond Street, Cochituate, and Concord Road, Wayland, the Board makes the general recommendation that no per- manent sidewalks be built on streets whose location and grade is liable to be changed, and that when sidewalks are built the surface should be of cement or other long wearing material, and that permanent curbs be con- structed between the sidewalks and the street. The Board will have estimates on the cost of sidewalks along Pond Street and Concord Road for the March Town Meet- ing.
