Article 4. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1927; to issue a note or notes therefor payable within one year, any debt or debts incurred under the foregoing to be paid from the revenue of the said financial year.


Article 5. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in an- ticipation of re-imbursement from the State and County on account of oiling and repairing State-controlled roads.


Voted that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in anticipation of re-imburse- ment from the State and County on account of oiling and repairing State-controlled roads.


Article 6. To see if the town will accept the follow- ing bequest: $400.00 to be held as a fund and to be known as the "Wallace S. Draper Fund," the income from same to be expended annually, one-half in the care of the Wallace S. Draper lot and one-half in the care of the James S. Draper lot, both lots in the North Cemetery.


Voted to accept the foregoing bequest.


Article 7. To see if the town will accept the fol- lowing gift: $100.00 to establish the "Sarah Loker Moulton Fund," income from which to be used for the perpetual care of Lot 23, Section D, in the Lakeview Cemetery.

Article 8. To see if the town will vote to appro- priate and assess a sum of money for the purpose of

building a sidewalk with curbing raised above the street level on the East and South side of the building known as Memorial Building, in Cochituate, or do or act.


Voted that the Town appropriate and assess a sum of money not exceeding $500.00 for the purpose of con- tructing a sidewalk with a curbing raised above the street level on the East side of Memorial Hall; to construct a curbing raised above the street level on the South side of Memorial Hall; this to be done with the approval of the County Commissioners, and that the Selectmen be and hereby are empowered to authorize construction of same.


Article 9. To see if the town will appropriate and assess a sum of money for the purpose of painting and repairing the Town Hall.


Voted to lay matter on the table.


Article 10. To see if the town will appropriate and assess the sum of $200.00 to establish two culverts on Concord Road, one in front of E. W. Small property and one in front of F. G. Mackenna property, drainage to be made onto property of Howard Parmenter on opposite side of Concord Road.


Voted to establish these two culverts as article states except that the necessary amount to complete the work be taken from the Highway appropriation.


Article 11. To see if the Town will vote to appro- priate and assess a certain sum of money for the pur- pose of erecting street signs and town line markers in the Town of Wayland, or do or act.


Voted that the Town hereby appropriate and assess the sum of one thousand dollars ($1,000) from the tax levy for the purpose of erecting and repairing street signs and town line markers in the Town of Wayland. Said sum to be expended under the direction of the Planning Board.


Article 12. To see if the town will vote to improve the existing dangerous corner at the junction of School Street and Cochituate Road, acquire the necessary land, make said corner safe for travel, and appropriate and assess the necessary funds therefor, or do or act.


Voted that the Selectmen be and hereby are author- ized and directed to improve the existing dangerous cor-

ner at junction of School Street and Cochituate Road, to acquire the necessary land by purchase or otherwise and to make said corner safe for travel; and that a sum not exceeding $750 be appropriated and assessed therefor.


Vote unanimous.


Voted that the Town hereby tenders its thanks to Mrs. Edith F. Holt for her public spirited offer of a gift of land to the Town for the purpose of making safe and more convenient the corner of School Street and Cochit- uate Road; and that the Clerk be instructed to transmit a copy of this vote to Mrs. Holt.


Article 13. To see if the town will vote to improve the dangerous corners at the junction of Concord Road, Training Field Road, and Claypit Hill Road, acquire the necessary land, make said corners safe for travel, and appropriate and assess the necessary funds therefor, or do or act.


Voted that the Selectmen be and hereby are author- ized and directed to improve the existing dangerous cor- ner at the junction of Concord Road, Training Field Road and Claypit Hill Road, to acquire the necessary land by ยท purchase or otherwise and to make said corner safe for travel; and that $400 be appropriated and assessed therefor.


Vote unanimous.


Voted that the Town hereby tenders its thanks to Mr. and Mrs. Robert Davis for their public spirited offer of a gift of land to the Town for the purpose of making safe and more convenient the corner of Concord and Training Field Roads ; and that the Clerk be instructed to transmit a copy of this vote to Mr. and Mrs. Davis.


Voted that the Town hereby expresses its thanks to Mr. Gilbert Small for his services in connection with Articles 11, 12 and 13.

Article 14. To see if the town will vote to accept as a Public Highway, the Private Way, known as Bedford Street, and to place electric lights thereon, or do or act.


Voted to pass over the Article.


Article 15. To see if the town will appropriate and assess the sum of $12,000, to be used with like amounts from State and County in rebuilding the rest of Pond

Street, Cochituate, or do or act.


Voted No.


Article 16. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $24,000.00 in anticipation of re-imbursement from the State and County, on account of the rebuilding of Pond Street, Cochituate.


Voted to pass over the Article.


Article 17. To see if the town will vote to fix a salary for the Office of Surveyor of Highways and ap- propriate and assess the same or do or act.


Voted to lay the matter on the table.


Article 18. To see if the town will make the salary of the Superintendent of Fire Alarm, $100.00, or do or act.


Voted unanimously to pass over the Article.


Article 19. To see if the town will vote to appro- priate and assess the sum of $280.00 for the purpose of making Draper Road passable, or do or act.

Voted through an Amendment to make Draper Road passable and to take the necessary money from the Gen- eral Highway Appropriation.


Article 20. To consider and act upon the question of approving a contract by the Trustees under the will of the late Marshall Russell for the maintenance of the life tenant or such other action in connection therewith as may be approved, or do or act.


Voted that the Town of Wayland hereby assents to the contract between the trustees, under the will of Marshall Russell and Adolf and Anna M. Koffinke, dated March 2, 1927, relating to the care of Henry Marshall Russell, son of said Marshall Russell copies of which con- tract were submitted to the Meeting prior to the passing of this vote; and that the Board of Selectmen are author- ized to execute such an assent on behalf of the Town.


Vote unanimous.


Article 21. To see what sum, if any, the town will vote to transfer from available funds to meet any of the appropriations made under the foregoing articles.


Voted that there be transferred from Excess and

Deficiency Account the sum of $5,000.00 to meet the ap- propriations made under the Articles of this Warrant, and that the Assessors be, and hereby are, directed to use said sum in making the assessments for the current year. Returned to Article 2.


Voted that a Committee of three be appointed by the Moderator to investigate all matters relating to Water Supply and rules governing same, in the Town of Wayland. Said Committee to have public hearings in Cochituate and Wayland and report at future Town Meet- ing.


Voted to dissolve the meeting at 11 P. M.

SELECTMEN'S REPORT


All regular appointments have been made as requir- ed by law. They appear in the list of Town Officers and Committees. As no one was legally elected Park Com- missioner at the annual Town Meeting, the Board of Se- lectmen met with the two members of the Park Com- mission on May 2 and jointly elected John E. A catch basin has been installed on the land of E. S. Small and a culvert placed under Concord Road and an- other under Bow Road.


The work of improving the dangerous condition at Davis Corner and at Fiske Corner has proceeded as fol- lows: A petition for the necessary taking was sent to the County Engineer in April and the takings were made by the Commissioners in May. In June the Corners were surveyed by the firm of Barnes & Beale of Waltham and by Mr. Gilbert Small of the Planning Board. Plans and specifications with a schedule of unit prices were drawn up by the Planning Board and given to the Selectmen in September. Bids were called for from all Wayland resi- dents known to be engaged in such work and from one contractor in Natick, one in Cambridge, and one in Wal- tham. The bid of John H. McCusker of Waltham, the lowest bidder, was accepted, the unit prices being as fol- lows:


Earth excavation, $2.00 per cu. yd.


Ledge exavation, $6.00 per cu. yd.


Burrow excavation, $2.50 per cu. yd.


Broken stone in place and rolled, $5.00 per cu. yd.


Fencing, $1.00 per lin. ft.


Catch basin 6 ft. deep by 5 ft. dia., $80.00


The rough excavation work has been completed at both corners and the catch basin installed at Davis Cor- ner. The contractor was given permission to postpone

the grading and roadway surfacing until Spring.


A concrete sidewalk and curbing on Main St. and a curbing on W. Plain St. at Memorial Square, Cochituate, was constructed by J. H. McCusker of Waltham, lowest of four bidders. The contract prices were $3.15 per sq. yd. for sidewalk and $1.50 per sq. yd. for the curbing.


As many accidents have occurred in recent years on the Old Sudbury Road in the vicinity of the bridge over the Sudbury River, the Selectmen acting in conjunction with the Planning Board and the Selectmen of Sudbury filed a petition in November with the County Commis- sioners asking them to "alter Old Sudbury Road and di- rect specific repairs." A hearing was held on January 10 and the matter is now being considered by the Com- missioners.


The attention of the Board was called last August, by a serious accident, to the dangerous condition existing at the railroad crossing at Sudbury and Concord Roads, Wayland Center. The Board got in touch with the Pub- lic Utilities Commission and an arrangement was made by which hereafter the crossing gates will be tended un- til 9.30 p. m. instead of 7 p. m., and all trains passing be- tween 9.30 p. m. and midnight will stop and be preceded by a member of the crew who will protect trains over the crossing.


At the time of our last report the water system had not been accepted but was being tested. The firm of Metcalf & Eddy, consulting engineers, employed to go over the system thoroughly and report upon it. turned in a very favorable report in June and suggested that the Town accept it subject to the following provisions: 1. The Bessemer engines to be made efficient in accordance with the Contract. 2. A concrete curbing to be erected at the bridge in Pelham Island Road. 3. A larger over- flow to be provided at the standpipe. On June 6, accord- ingly the system was provisionally accepted and house connections made. the system being operated by the Har- vard Trust Co. On August 23, the provisions having been complied with, the system was finally accepted and turned over to the Water Board to operate.


Several complaints have come to this Board about dumps in the Town. The matter has been taken up with

the State and local Boards of Health and it is hoped that conditions will soon be remedied.
