WARRANT FOR ANNUAL TOWN MEETING


Commonwealth of Massachusetts


Middlesex ss.


To any of the Constables of the Town of Wayland, in said County :


Greeting:


In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town elections to meet at their respective poll- ing places on


MONDAY, MARCH 5, 1928,


at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, a Town Clerk, three Selectmen, a Treasurer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, and seven Constables, all for one year.


One Member of the School Committee, one Cemetery Commissioner, one Commissioner of Trust Funds, two Trustees of Public Library, one Overseer of the Poor. one Assessor, one Member of the Board of Health, one Water Commissioner, one Park Commissioner, and Two Members of the Planning Board, all for three years.


Also one Park Commissioner and one Assessor, each for two years, to fill vacancies.


All the foregoing to be voted on the official ballot. The polls will be open at 6.15 in the forenoon and will remain open continuously until four o'clock in the after- noon, when they shall be closed.


And you are required to notify and warn the inhabi- tants of said town qualified to vote in town affairs to meet at the Town Hall on


WEDNESDAY, MARCH 7, 1928


at 7.45 P. M., then and there to act on the following Articles, viz:

Article 1. To hear the reports of Town officers, agents and committees, and act thereon.


Article 2. To choose all necessary Town officers, agents and committees, not elected by official ballot.


Article 3. To grant money for necessary Town pur- poses.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the cur- rent financial year.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in anti- cipation of re-imbursement from the State and County on account of oiling and repairing State-controlled roads.


Article 6. To see if the Town will accept the fol- lowing bequest: $100.00 received from the Estate of John F. Carr to establish the "John F. Carr Fund" in- come from which to be used for the perpetual care of the John F. Carr lot in the Center Cemetery.


Article 7. To see if the Town will vote to increase the salary of the Town Treasurer and appropriate and assess a sum of money for such increase.


Article 8. To see if the Town will vote to appropri- ate and assess the sum of $500.00 for the purpose of com- pleting the tennis court on the Cochituate playground, or do or act.


Article 9. To see if the Town will accept the gift of the property known as the Wayland Inn Property and ad- jacent or nearby parcels on Main Street, Millbrook Road and State Road East, to be used for Park purposes until such time as the Town may desire to use part thereof as a site for a Town Hall, at which time such part thereof as is necessary for such site and the approaches and grounds in connection therewith may be appropriated for such use, and will authorize the acceptance thereof by the Board of Selectmen, or do or act.


Article 10. To see if the Town will instruct the Planning Board to have made a study for the improve- ment of the property referred to in the preceding article and appropriate and assess a sum of money therefor.


Article 11. To see if the Town will appoint a com-

mittee to study the schoolhousing problem in Wayland Center.


Article 12. To see if the Town will vote to appro- priate and assess a sum of money for the purpose of es- tablishing courses in vocational education in the High School, or do or act.


Article 13. To see if the Town will vote to amend the vote passed under Article 24 of the warrant for the Annual Town Meeting of 1924, so as to read as follows :


"Voted that the Town appropriate and assess the sum of six thousand dollars to acquire by purchase or otherwise a parcel of land with or without buildings, and to erect suitable buildings, or alter existing buildings thereon, said land to be acquired and said buildings to be erected for the use of the Highway Department and for other municipal purposes, and that the Selectmen shall be the Committee therefor with full power to purchase the land and to contract for the buildings," and re-appropri- ate said sum of six thousand dollars now in the treasury, or do or act.


Article 14. To see if the Town will make a further appropriation for the purposes named in Article 13, and determine in what manner the money shall be raised.


Article 15. To see if the Town will authorize the Trustees of the Public Library to sell the water equip- ment no longer in use since the installation of town water.


Article 16. To see what action the Town will take in regard to the bequest from Jonathan M. Parmenter for the establishment of a hospital.


Article 17. To see if the Town will vote to appro- priate and assess the sum of two thousand dollars to paint and repair the Town Hall, or do or act.


Article 18. To see if the Town will authorize the Water Board to connect the water system in Cochituate with the Water system in Wayland Center, or do or act.


Article 19. To see if the Town will vote to borrow a sum of money for the extension of the water system for a period not to exceed fifteen years and to authorize the issuance of notes therefor, or do or act.


Article 20. To see if the Town will vote to extend the water system to the Northerly part of the Town or take any action relative thereto, and appropriate and

assess money therefor, or do or act.


Article 21. To see if the Town will vote to rescind or amend that part of the vote under Article 14 passed at the meeting of July 26, 1926 whereby the number of paid hydrants was limited to "sixty hydrants in Precint 1 and sixty hydrants in Precinct 2" or do or act.


Article 22. To see if the Town will fix the compen- sation of the Assessors and appropriate and assess the same.


Article 23. To see if the Town will vote to accept the provisions of Chapter 82, Section 37 of the General Laws and amendments thereto, providing that the Se- lectmen may establish building lines.


Article 24. To see if the Town will appropriate the sum of $12,500 with help from the State and County, for the reconstruction of Pond Street, or do or act.


Article 25. To see if the Town will appropriate a sum of money, by borrowing or otherwise, for the pur- pose of relocating and reconstructing Old Sudbury Road, the causeway and bridges on said road, or do or act.


Article 26. To see if the Town will vote to appropri- ate and assess a sum of money not to exceed one hundred dollars for the purpose of purchasing and erecting high- way traffic signs, or do or act.


Article 27. To see if the Town will vote to raise and appropriate the sum of three hundred dollars, or some other amount and elect a Director, the money to be ex- pended by, and the Director to serve in co-operation with, the Middlesex County Trustees for County Aid to Agri- culture in the work of the Middlesex County Extension Service, under the provisions of Sections 40-45, Chapter 128, General Laws of Massachusetts.


Article 28. To see if the Town will vote to instruct the Selectmen to contract with the Edison Electric Ill. Co. of Boston for daily street lighting service instead of the present moonlight schedule service, and appropriate and assess the extra amount required, or do or act.


Article 29. To see if the Town will vote to have a list of unpaid taxes printed in the annual Town Report with the Tax Collector's Report, or do or act.


Article 30. To see if the Town will appropriate and assess a sum of money for the purpose of providing an

aerial photographic survey of the Town as a Town Plan, or do or act.


Article 31. To see if the Town will vote to appro- priate and assess a sum of money to purchase and install necessary curtains for use on the stage of the Town Hall.


Article 32. To see if the Town will appropriate and assess a sum of money for the purpose of constructing a sidewalk on Concord Road from the Library sidewalk to the driveway of Mrs. Florence Hynes, and for the nec -. essary widening of the travelled way at Mr. Goodell's; curve, or do or act.


Article 33. To see if the Town will appropriate and assess a sum of money for the purpose of building ad- ditional sidewalk on the Northwest corner of Memorial Square, or do or act.


Article 34. To see if the Town will appropriate and assess a sum of money not exceeding $500.00 for the purpose of extending sidewalk on the Northerly side of Pond Street East to School Street, or do or act.


Article 35. To see if the Town will vote to reduce the number of Water Commissioners from five to three. and determine how such a reduction shall be effected, or do or act.


Article 36. To see if the Town will vote to abolish the office of Surveyor of Highways, or do or act.


Article 37. To see if the Town will vote to author- ize the Selectmen to appoint a Superintendent of Streets, or do or act.


Article 38. To see if the Town will vote to appropri- ate and assess a sum of money for the salary of Superin- tendent of Streets, or do or act.


Article 39. To see if the Town will vote to fix the salary or compensation of the Surveyor of Highways and appropriate or assess the same, or do or act.


Article 40. To see if the Town will vote to author- ize the Selectmen to reorganize the Fire Department and appoint two permanent firemen, or do or act.


Article 41. To see if the Town will vote to appro- priate and assess a sum of money for the salary of two permanent firemen telephone and incidentals, or do or act.


Article 42. To see if the Town will vote to author-

orize the Heads of Departments to render an itemized account of receipts and expenditures, the same to be printed in the annual official report, or do or act.


Article 43. To see if the Town will vote to authorize the Selectmen to have the books of the Town audited by the State Director of Accounts, once each year, the re- port to be printed in the annual official report, or do or act.


Article 44. To see if the Town will vote to request the Water Commissioners to install hydrants as follows: on Plain Street, one near home of Mrs. C. J. C. Tatnall, one near home of George Poutasse, one near home of T. D. Smith ; on Old Connecticut Path East, one near home of Mrs. Paul T. Draper; and appropriate and assess the money therefor, or do or act.


Article 45. To see if the Town will appropriate and assess a sum not exceeding $150 for the purchase and installation of a hydrant to be placed at a distance of not more than 500 feet from some part of each of the build- ings now on land of Anna M. Bennett, in Wayland, which lies between land of Boston and Maine R. R. and State Road East and outside of Wayland Center, so called; such purchase and installation to be made by the Water Commissioners of the Town of Wayland, or do or act.


Article 46. To see if the Town will vote to appropri- ate and assess a sum of money to extend the water main on Old Connecticut Path to the Nolan estate, or do or act.


Article 47. To see if the Town will vote to install a street light on Concord Road, north of the residence of Thomas L. Hynes, or do or act.


Article 48. To see if the Town will vote to install a street light in the northerly end of Pinebrook Road, or do or act.


Article 49. To see if the Town will vote to increase the compensation of the Registrars of Voters, from $25 to $50, and appropriate and assess the necessary amount, or do or act.


Article 50. To see if the Town will reimburse Syd- ney G. Hahn for injury to his plumbing and appropriate and assess a sum of money therefor.


Article 51. To see if the Town will vote to appropri- ate the sum of $250 for the collection of garbage, or do

or act.


Article 52. To see if the Town will vote to appropri- ate and assess the sum of $300 for repairs on Pinebrook Road beginning at the State Highway.


Article 53. To see if the Town will vote to accept as a public way the private way known as Stanton Street, or do or act.


Article 54. To see if the Town will vote to accept as a public way the private way known as Bradford Street, or do or act.


Article 55. To see what sum, if any, the Town will vote to transfer from available funds to meet any of the appropriations made under the foregoing articles.


And you are required to serve this Warrant by posting copies thereof, attested by you, at the Town Hall, at each Post Office in Town, and in the Engine House at Cochituate, seven days, at least, before the time of holding said election.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk on or before. March 5, 1928.

VOTES ENACTED AT THE ANNUAL TOWN MEET- ING MARCH 9, 1927

Pursuant to the foregoing warrant the inhabitants of the Town of Wayland met this day and did the follow- ing business.


Article 1. To hear the reports of town officers, agents and committees, and act thereon.


The Assessors' report was accepted with the follow- ing addition :


Voted unanimously that the Board of Assessors are hereby authorized and instructed to print the valuation list in such form as they deem advisable as part of the Annual Town Report in February, 1928, and that the necessary expense thereof be appropriated and assessed as part of the 1928 appropriations.


Voted to accept the Finance Committee's report with recommendations.


Voted to accept all other reports as given.


Article 2. To choose all necessary officers, agents and committees, not elected by official ballot.


John Connelly, Isaac Damon and Howard W. Parmen- ter were elected trustees of the Allen Fund.


Voted that the Selectmen act as Fence Viewers. .


Voted that the Constables act as Field Drivers.


William Fullick, Frank Haynes, Melville Loker, William S. Lovell and Arthur F. Marston were elected Surveyors of Lumber.


Arthur W. Atwood, Joseph Decatur, William S. Lov- ell, Israel A. Lupien and Arthur F. Marston were elected Measurers of Wood and Bark.
