Annual Report of the Board of Selectmen
To the Citizens of Attleboro:
At the close of another year we again congratu- late you upon the prosperity of the town.
The Board . organized on March 5th, and elected George A. Sweeney chairman, and in under- taking our duties we fully realized the responsibil- ity that rested upon the Selectmen of one of the largest towns in the Commonwealth of Massachu- setts. Our aim has been to serve all the people faithfully and conscientiously in our every act, and although we have been obliged to decide against some, we believe that we have done that which was best for the greatest number, and as we look back over the year and note the work accomplished in the different departments, we cannot help but hav- ing a feeling of pride.
We regret very much that during the latter part of the year our chairman has been away on account of illness. We have missed him in our councils and we trust that he may soon be restored to health and the active interests of the town.
Current and Incidental Account
We regret very much that there is an overdraft in this department, as we fully believed early in the year that the appropriation was ample not only to

provide for the regular demands on this account, but could care for the erection of the voting booth on Union Street, and other expenses voted at the special town meeting in the summer, but found as the year drew to a close that the bills were larger than anticipated and the account shows a balance of $614.90 on the wrong side. We believe that the expense of this department must increase every year as the town grows, and we recommend that an appropriation of $18,000, with receipts, be made for this account.
Street Lighting
Our street lighting during the past year, as formerly, has been done by the Attleboro Steam & Electric Company, which service has been very sat- isfactory, this is proven by the very few complaints lodged with the Selectmen during the year. The system has been somewhat changed by substituting incandescent for arc lights in some sections of the town, and greatly improved by the addition of the morning lights, and while we show a small balance in this account this year, we believe that the ap- propriation should be increased a small amount to care for a few new lights which are justly de- manded, and we recommend an appropriation of $16,600 for street lighting:
Highways and Bridges
We believe the time has arrived when the town should appropriate adequate money to place the streets in the condition demanded by the citizens of the town. The Sewer Commissioners inform us that over 600 sewer connections have been made dur- ing the last year, and while there are a great many more to be made, we believe that the town this year should begin to put the streets in a permanent con-

dition and demand that the drain layers if they dig up the streets, that they put them back in a more satisfactory condition than heretofore.
The report of the Superintendent of Streets shows that during the last ten years 55 new streets have been accepted by the town and the cost of labor increased 43%, and with the increased travel by automobiles and other heavy vehicles, that the wear and upkeep of this department has at least increased 50%, and in order to keep the streets in proper condition large appropriations will have to be made during the next few years, and we recom- mend that the sum of $20,000.00, with receipts, be appropriated this year for the general account of highways and bridges.
We recommend the following special appropria- tions for the Highway Department:
$1,000 for Park Street, starting at the macadam near the sanatarium gravel bank, and continuing toward Briggs Corner, a part of this amount to be expended for sidewalks in that locality.
$500-Thacher Street, from County to Snell Street.
$500-South Avenue, from Tiffany Street to Newport Avenue.
$1,000-Pleasant Street, from Starkey Avenue to the State highway.
Street Sprinkling and Oiling
From past experience we have come to the con- clusion that some kind of a binder should be used to preserve the wearing surface of the streets, there- fore we recommend that the town appropriate the sum of $1,000 for that purpose, and the sum of $6,500, the same as last year, for the regular ap- propriation of street oiling and sprinkling.
Sidewalks
We believe and recommend that the same sum

should be expended this year, as during the last few years, namely, $3,000 for curbing and $3,000 for concreting, the same to be expended under the Betterment Act.
We recommend that the same sum be appro- priated this year as last year, for the cleaning of the Ten Mile River and Thacher Brook Drain, namely,
Permanent Improvements.
We once more renew the request that the town take up the matter of paving the loop with some kind of material that will meet the requirements of the heavy travel to which these streets are sub- jected, and as the town has appointed a committee on this matter to report at the annual meeting, we will leave the recommendations for these streets to that committee to say what streets should be re- paired this year and what kind of material should be used. And under this head we believe the town should take up the matter of new bridges on Me- chanics Street, where one new bridge should be built and one repaired, and as this would require quite an outlay, we recommend a special appropriation of $4,000 for that purpose.
Police Department
In this department one year ago we recom- mended an appropriation of $7,500, with the re- ceipts of the department, and we believed that sum would be sufficient, but we found that we were in error, and we have an overdraw of over $1,100, and while there has been no increase in the number of arrests, the expense has increased materially, and the court fees have decreased to a considerable amount.
The expense increase is accounted for partially by the fact that 53 pay rolls came into this year's account, and that rent bills for five quarters have come into the account this year, instead of four, and

a decrease of over $200 in the court fees as receipts, with a large increase in auto hire.
We recommend that the sum of $8,500, with receipts, be appropriated this year for the Police Department.

For this account we recommend that the same sum as last year be appropriated, $3,000.
