First Annual Report of the Inspector of Buildings
At the annual meeting in March, 1913, the town voted to accept the first fourteen sections of chapter 104 of the revised Laws, and appointed a committee to draft a set of building by-laws, at a special meet- ing held May 22 the committee reported a set of building by-laws, which the town voted to accept and adopt and which were later approved by the Attorney-General. The Selectmen appointed the writer Inspector of Buildings, and my report covers the time from June 1, to December 31, 1913.
The following permits with the estimated cost for same have been issued:

The 171 permits are classified as follows: 18 one story houses for 18 families, 19 one and one-half story houses for 19 families, 20 two-story houses for 20 families, 19 two-story houses for 43 families, 13 three-story houses for 39 families, 9 additions to old houses for 9 families.
This is an addition of 89 new houses with ac- commodations for 148 families for the seven months,

In addition previous to the adoption by the town of the building by-laws and for which no permits were issued some twenty-five contracts were let in- cluding the Makepeace Factory on Dunham street, the Loan Fund Building on Park street, some fif- teen dwelling houses and other work to the amount of $137.00.
This added to the $424.710 for which permits were issued would bring the total value of the new work for the year to $561.710 and also an addition of over one hundred dwelling houses with accomo- dations for one hundred and sixty-five families a very substantial increase to the Valuation of the Town.

AUDITORS' REPORT.
We, the undersigned. duly elected Auditors of the Town of Attleborough, respectfully report that we have examined the books and reports of the Town Treasurer, Tax Collectors. Commissioners of the Sinking Fund, Trustees of the Capron Park, Wa- ter Commissioners, Water Registrar, School Com- mittee, Overseers of the Poor, Sewer Department, Board of Health. Selectmen, Park Commissioners, Trustees of the Public Library, and Sealer of Weights and Measurers, and have found them cor- rect.
The books and reports of the several depart- ments agree with the books of the Town Treasurer.
The Town Treasurer's books and report agree with the Selectmen's orders, and also with the amounts of funds received from the Collectors of Taxes, Water Registrar, and from Sundry other sources.
We have also examined the securities in the hands of the Trustees of the Ellen A. Winsor Fund, and Tri-Centennial Fund, and have found them as represented.
We find the books of the several departments well kept. and their reports clear and comprehen- sive.

In the name of the Commonwealth of Massa- chusetts you are hereby required to notify and warn legal voters of the Town of Attleborough to meet on MONDAY, MARCH 2nd, 1914, at 6 o'clock in the forenoon, in the following places: Precinct S- South Attleboro Hose House; Precinct E-New Vot- ing Booth on Union street; Precinct W-Old Dis- trict Court House, County street; then and there to choose by ballot: A Town Clerk for one year, a Town Treasurer for one year, three Selectmen for one year, one Assessor of Taxes for three years, one Collector of Taxes for one year, one Overseer of the Poor for three years, one Water Commissioner for three years, one Sewer Commissioner for three years, three Auditors for one year, one Sinking Fund Com- missioner for three years, three members of the School Committee for three years each, one member of the Board of Health for three years, three Trus- tees of the Public Library for three years each, one Chief Engineer of the Fire Department for one year, two Assistant Engineers of the Fire Department for one year each, one Tree Warden for one year, one Park Commissioner for three years, nine constables for one year, all on one ballot; and also on the same

Shall chapter 487 of the acts of nineteen hun- dred and thirteen, being an act relative to the pro- motion of call men in the fire departments of cities and towns, be accepted ?
Shall this town accept the provisions of section forty-two of chapter five hundred and fourteen of the acts of the year nineteen hundred and nine, as af- fected by chapter four hundred and ninety four of the acts of the year nineteen hundred and eleven, which provides that eight hours shall constitute a day's work for city or town employees ?
Shall chapter 807 of the acts of nineteen hun- dred and thirteen, being an act to provide for com- pensating laborers, workmen and mechanics for in- juries sustained in public employment, and to ex- empt from legal liability counties and municipal corporations which pay such compensation, be ac- cepted by the inhabitants of this town? and to meet in Amory Hall on Monday Evening, March 9th, 1914 at 7.30 o'clock, then and there to act on the following articles, to wit:
Article 1. To choose a Moderator to preside at said Meeting.
Art. 2. To choose all necessary Town Officers not elected by ballot.

Art. 7. To see what appropriation the Town will make for the support of Paupers.
Art. 8. To see if the Town will vote to author- ize the Overseers of the Poor to contract with Physi- cians to attend the poor for the ensuing year, and make an appropriation therefor.
Art. 9. To see what sum the town will appro- priate for the relief of Indigent Soldiers and Sailors and their families, or do anything in relation there- to.
Art. 10. To see what sum the town will appro- priate to be expended by W. A. Streeter Post G. A. R. in the work of decorating graves of soldiers and sailors of the Republic.
Art. 11. To see what action the town will take towards providing suitable quarters for W. A. Streeter Post G. A. R. and what appropriation will be made for the same.
Art. 12. To see if the Town will vote to appro- priate the sum of $50.00 for the use of Maj. H. A. Clark Camp, Spanish War Veterans, to be devoted

to the decoration of graves of sailors and soldiers who served in the United States Army and Navy during the war with Spain, or do anything in rela- tion thereto.
Art. 13. To see if the Town will vote to offer a reward for the arrest and conviction of any person or persons setting wood fires intentionally or care- lessly.
Art. 14. To see what sum the Town will ap- propriate for the Current and Incidental expenses of the Town for the Current Year.
Art. 15. To see what appropriation the Town will make for the Current and Incidental expenses of the Board of Health.
Art. 16. To see what sum the Town will appro- priate for insuring Public Buildings.
Art. 17. To determine the number of Patrol- men the Town will employ for the ensuing year, their salary, and make an appropriation in addition to the Court Fines and the receipts, for the main- tenance of the Police Department during the ensu- ing year as recommended by the Selectmen.
Art. 18. To see if the Town will make an ap- propriation and purchase a Motor Car for the use of the Police Department.
Art. 19. To see what appropriation the Town will make for the support of the Public Library.
Art. 20. To see what appropriation the Town will make for the Current and Incidental expenses of

Art. 22. To see if the Town will vote to esta- blish any additional Fire Alarm Boxes, or extend the Fire Alarm System and make an appropriation therefor, or do anything in relation thereto.
Art. 23. To see if the Town will vote to pur- chase 1,000 feet of hose for the Fire Department and make an appropriation therefor.
Art. 24. To see if the Town will vote to pur- chase a Motor Driven Tractor to be placed on Lad- der No. 3 and make an appropriation therefor.
Art. 25. To see if the Town will vote to pur- chase a Motor Car for the use of the Board of Engin- eers and make an appropriation therefor.
Art. 26. To see if the Town will vote to pur- chase two new ladders to be placed on Ladder No. 1 and make an appropriation therefor.
Art. 27 To see what action the Town will take in regard to continuing Hose No. 3 at the Farmers.
Art. 28. To see if the Town will vote to ap- point one or more additional permanent men for the Fire Department.
Art. 29. To see if the Town will vote to amend Section 3 of article 3 of the Town by-laws by adding

"or on any public highway within fifteen feet of any public Fire Hydrant" so as to read as follows:
Sec. 3 .- No person other than the owner thereof or his agent, shall trim, lop or prune, or in any man- ner injure any shade, fruit or ornamental trees planted in any of the streets or public squares of this town, without the consent of the selectmen, or hitch or fasten any horse or other animal thereto or to the boxing thereof. And in no case shall any per- son allow or cause to be allowed any horse or other animal, or any carriage, cart or other vehicle to stand upon any of the public side-walks or cross- walks in the town, or on any public highway within fifteen feet of any public Fire Hydrant.
Art. 30. To see what appropriation the Town will make, together with the receipts and the Dog Fund for Educational purposes, the same to include, Educational Accounts, Incidentals and Repairs, Text Books and Supplies, Transporation, Benevo- lence, Evening Schools, Summer School, and School Physician.
Art. 31. To see if the Town will vote to author- ize the School Committee to conduct state-aided vo- cational courses in the evening schools and make an appropriation therefor.
Art. 32. To see if the Town will vote to appro- priate the sum of ($14,370.00) Fourteen Thousand Three Hundred and Seventy Dollars for the Fire Department, to be paid by them to the Water De- partment for the use of Four Hundred and Seventy Nine Hydrants for fire service at the rate of $30.00 each per year, as recommended by the Finance Com- mittee.

Art. 33. To see if the Town will vote to appro- priate the sum of ($1,000.00) One Thousand Dollars to pay the Water Department for water furnished to public fountains and for street sprinkling.
Art. 34. To see what sum the Town will appro- priate for the use of the Water Department for the Current Municipal year.
Art. 35. To see what pipe the Town will au- thorize the Water Commissioners to lay during the ensuing year and under what terms and conditions.
Art. 36. To see if the Town will appropriate the sum of ($2,800.00) Twenty-Eight Hundred Dol- lars to erect a cottage at the Pumping station.
Art. 37. To see if the Town will appropriate the sum fo ($3,000.00) Three Thousand Dollars for the purchase of an automobile truck for the use of the Water Department.
Art. 38. To see if the Town will vote to appro- priate the sum of ($5,000.00) Five Thousand Dollars for the maintenance of the Sewer Department for the year.
Art. 39. To see if the Town will instruct the Sewer Commissioners to publish in book form the sewer assessments assessed by them, said book to be arranged as here suggested and published in a suf- ficient number of volumes to supply the demand of the voters, said book to be paid for from the general
