To the Citizens of the Town of Merrimac:


The eighty-seventh annual report of the Town of Merrimac is herewith presented for your consideration in accordance with Chapter 40, Section 49, of the General Laws of Massachusetts.

Town of Merrimac Gentlemen :


Submitted to the citizens of Merrimac, as stated in Article II of the Town By-Laws, is a summary of my expenditures and activities of 1962, in the performance of my duties as Veterans' Service Officer, Veterans' Graves Registration Officer, and Veterans' Burial Agent.


Outstanding accomplishments this year have been providing up-to-date maps for the Locust Grove Cemetery, in cooperation with Merrill Smith.


Plans are also in progress to update the maps of the other cemeteries, in the next two years, at no extra costs to the town.

REPORT OF THE WELFARE DEPARTMENT


To the Citizens of the Town of Merrimac:


The Board of Public Welfare organized with the following officers :

meeting every Monday with the local administrator to review the administration of all five categories of Public Assistance - Old Age Assistance, Medical Assistance for the Aged, Aid to Dependent Children, Disability Assist- ance, and General Relief.


The Public Welfare Department completed the year of 1962 with balances in all appropriations except that of Old Age Assistance and returned a total of $13,245.96 of town funds. This amount plus the reimbursement from the State on all categories totals $44,090.80 to be credited to the Surplus Revenue Account.


There has been an additional amount of revenue that has been collected from legal liabilities required in Old Age Assistance cases - that amount was $4,773.45 and was figured as a resource when computing recipient payments. A total of $908.06 was received from other cities and towns in payment for assistance granted to persons not having Merrimac settlements and $615.25 paid by the Commonwealth of Massachusetts for Welfare assistance payments to unsettled cases.


A recovery was made in 1962 of $7,040.00 on the sale of two pieces of property. A total of $875.00 was al- so collected from deserting parents of families being aided under the Aid to Dependent Children category. There has also been a substantial increase in Federal Reimburse- ments this year that will go into the revolving fund.

We therefore, feel that with all this in mind we will be justified in cutting our budget for the year 1963. The appropriation requested by the Welfare Department for 1963 totals $64,000.00 which is $19,720.00 less than. appropriated for 1962.


We would like to comment that these savings were not made at the expense of the recipients. Each and every one of them got individual attention both as to their personal problems and their physical well being and every effort was made to extend to them every service that was available.


The four assistance categories that are largely supported by Federal and State Funds are administered by the local Welfare Agency, but are under the supervision of the State Department of Public Welfare, Eligibility requirements are established by the Federal and State legislation and these laws and regulations must be com- plied with when processing all applications for assistance. This is necessary in order to obtain all reimbursements due the town. We are, therefore, submitting the following report to give the townspeople a better understanding of their Welfare Department.


We take this opportunity to thank all Town Officials and other citizens who have been of assistance to us, for their kind co-operation during the past year.

REPORT OF THE BOARD OF FIRE ENGINEERS


December 31, 1962 To the Honorable Board of Selectmen and Citizens of the Town of Merrimac, Massachusetts:


The Board of Fire Engineers submit the following report for the year ending December 31, 1962.

Fire loss for the year 1962 $22,305.00


We wish to extend our appreciation to the Citizens of Merrimac for their approval of a new radio system for the Fire Department. The system has been installed and we feel that it is a great asset in the protection of life and property.


The walls and ceiling of the large room, 1st floor of the Central Fire Station were covered with homasote and painted this past year thus helping to reduce the cost of fuel and adding to the appearance of the interior of the building.


We wish to thank the Honorable Board of Selectmen, the Officers and men of the Fire Department, the Chief and officers of the Police Department and the citizens of the Town of Merrimac, Massachusetts, for their co-oper- ation and support this past year.

TOWN OF MERRIMAC


REPORT OF THE PLANNING BOARD


Approximately twenty meetings were held by the Merrimac Planning Board in 1962. Many routine plans were processed and O. K.'d.


The major development problem of the year was presented by the proposed Ruth Chalifour development on West Main Street. This was interrupted by the taking of the land for the Route No. 495 right of way on March 9, 1962.


Of greatest interest and potential benefit to the town was the selection, after listening to five proposals, of the firm of Charles Downe to formulate the Master Plan for the Town of Merrimac. The money for this project was appropriated by the town at the annual town meeting after an explanatory hearing on February 7, 1962.


Late in the year a public hearing was held on two proposals for changes in the zoning laws. The Planning Board recommended to hold in abeyance any change in zoning to allow tenting and camping trailers for the reason that recommendations by our Master Plan consult- ant may lead to a much more profitable use for the land owners and the town. The Board believed the erection of a Professional office building to be of benefit to our tax base and so recommended a change in the by laws to allow this.


The Master Plan is now approved and ready for our consultant to start.


The Board will endeavor to continue a policy design- ed to encourage sound growth in the Town of Merrimac, consistent with its' character as a desirable residential town.

REPORT OF THE BOARD OF APPEALS


To the Honorable Board of Selectmen:


Gentlemen:


We the Board of Appeals herein submit our report of activities performed for the year 1962.


Public hearings were held by the Board of Appeals for the Town of Merrimac at the town office and the fol- lowing appeals were heard and acted upon.


1. Petition of Mrs. Pricilla Flynn and Mrs. Gloria Komulainen to conduct a gift shop in one room of the Flynn home on Birchmeadow Road.


2. Petition of Mrs. Helen M. Murphy asking for a variance to subdivide her property on North Street.


3. Petition of Mr. Robert A. Smith of Highland Road to have a 4 dog kennel.


4. Petition of Mr. John Fyfe, Jr. of Summer Street for permission to have a dog kennel. .


5. Petition of Mr. Zani of Winter Street to have dog kennels.


6. Petition of Mr. Edward F. Casazza to buy and sell used and second hand furniture to be stored in 2 barns on his property at 25 Hadley Road.
