EDUCATIONAL PROBLEMS


In addition to our housing needs, we are conscious of the many controversies involved with the education of our children. The problems involve such questions as how much education for each child - what type of education - ' should every child be exposed to the same amount and type of learning - should more emphasis be placed upon the academic studies - how much emphasis on citizenship, as well as others.


Our aim has been to provide basic studies to all our children according to their ability to learn. Reading, writ- ing and arithmetic, as always, receive the most emphasis on the elementary level. The child is allowed to explore his abilities in the junior high school and continue the basic skills. At the secondary level the child continues to build on the elementary skills. Although the entire secondary educational program is, to some extent general, students can pursue subjects of interest, in depth.

In trying to educate our children, we realize that a more appropriate type of secondary program will have to evolve for some children. The academic learnings, though partially supplemented by vocational type courses, are not sufficient for the 40 - 50 per cent of our students who do not continue their education beyond the twelfth grade. This is probably the area of our country's greatest educa- tional challenge.


ADDITIONAL REPORT ON EDUCATION


This Committee, the Pentucket Regional Committee and the School Committees of Groveland and West New- bury are planning a comprehensive report on the schools · of the three towns. Significant information bearing on many items of interest will be found in this new publication which many of you will want to review when it appears about Town Meeting time. We hope that, in this manner, we can bring the schools closer to you and present more of the information about the schools for your consideration.

TOWN OF MERRIMAC


TO THE CITIZENS OF MERRIMAC


The Finance Committee submits herein its budget 1 commendations for the year 1962.


The Committee would like to point out that after the expenditures for schools and welfare, only about 31% of the total appropriation to be raised is subject to re- view and recommendation by this committee. We believe that this year our recommendations are more constructive than previously. Some department appropriations have been increased to improve services, correct inequities, or beautify the town. We have also raised some questions as to basic planning for the operations of certain departments and we hope to stimulate discussion in Town Meeting so that a policy can be worked out and adopted by the town to con- trol the operation of these departments.


The Committee wishes to thank the Selectmen and the Town Accountant for their assistance in preparing this report and the heads of all departments for their co- operation in submitting budget requests on time and meet- ing with the Committee.
