ANNUAL REPORT OF THE SELECTMEN.


TO THE CITIZENS OF THE TOWN OF MILFORD :


We herewith submit our report for the fiscal year ending December 31, 1917, with an itemized account of the expendi- tures of the departments under our supervision.


HIGHWAYS.


At the annual town meeting in March, 1917, the town elected a highway surveyor, thus relieving the selectmen of the responsibility of caring for highways through a regularly appointed superintendent of streets, subject to their direction.


The statutes gives exclusive control of the ordinary repair of highways, town ways, streets and bridges to the high- way surveyor without being subject to the authority of the ·selectmen.


He is required to render a report which will be found under a separate heading.


The contracts entered into in 1916 between the selectmen and Charles E. Horne for the rebuilding of a part of Purchase street, and Congress street from Fountain street northerly, have been completed, and the work has the approval of the Massachusetts Highway Commission.


The work of the lower end of Congress street northerly, was completed during the past year under the supervision of the Massachusetts Highway Commission.


In order that our streets may be properly cared for dur- ing the present year we recommend a reasonable appropria- tion for this purpose.


WATERING STREETS AND LAYING DUST.


Your board made an agreement with the Milford & Ux- bridge Street Railway Company for the use of their sprinkler

on Main and East Main streets and their service was satisfac- tory.


Oil was used on many streets and distributed under the direction of the highway surveyor.


STATE HIGHWAY.


The Massachusetts Highway Commission are desirous of removing a ledge on the highway near the junction of East Main and Medway streets, and have asked the town to indem- nify the Commonwealth against damages which may be caused by the removal of said ledge and altering of highway.


We have found that the amount of damage will not exceed the sum of $200.00 and we recommend that the town authorize the selectmen to sign an agreement with the Massa- chusetts Highway Commission.


STREET LIGHTING.


During the past year the selectmen arranged with the Milford Electric Light & Power Company to place additional lights on Medway street, from the junction of said street and East Main street, to Beaver street, thence through Beaver to East Main street, thence through East Main street to the junction of East Main and Medway streets.


Owing to the inability of the Milford Electric Light Conpinv and the New England Telephone Company to adjust the matter of arranging for joint pole locations the work has been delayed, but we are hopeful that the lights will be in- stalled in the spring.


MEMORIAL HALL.


The insurance on Memorial Hall building expires this year and we recommend an appropriation to renew the policies.
