In the past year about three-fourths of the line has been renewed with new arms and wire on joint poles of the Telephone and Electric Light Companies. From January 1, 1917, to January 1, 1918, there were in all 95 alarms, of which 60 were telephone calls and 35 box alarms.

In submitting our report for the past year we wish to call your attention to the ever increasing need of motor-driven apparatus, as we have had during the past year some bad fires on the out-skirts with total loss. Two in Braggville, one near the Upton line, and the Mowry fire on upper Congress street, besides three long runs for chimney fires. They would not only be more efficient but more economical in every way, especially the one on permanent duty which could be main- tained at least $ 400 cheaper than horse driven per year.

As we close this report the sad news comes to us that one of our members while on leave of absence, has died while serving his country in France. By the death of Philip J. Callery this department loses a member who was always will-

ing and ready, a credit to the town and department alike whose loss is deeply felt by us all.

REPORT OF INSPECTOR OF ANIMALS.


Milford, Mass., Feb. 8, 1918. TO THE HONORABLE BOARD OF SELECTMEN, MILFORD, MASS :


GENTLEMEN : I have the honor to submit the following report from April 1st, to January, 1918. During that time I have condemned eight animals affected with tuberculosis.


There have been numerous cases of hog cholera. In one lot of 200 hogs, 85 were affected with cholera. The healthy hogs were inoculated and the disease eradicated.


Rabies has been prevalent in adjoining states but thus far we have not discovered a case.


At present I am making my annual inspection.

REPORT OF THE OVERSEERS OF THE POOR


The Board of Overseers' of the Poor herewith submit their annual report for the year ending December 31, 1917. Never before were conditions so unsettled, prices so high and fuel and certain foods so scarce as during the past year. To find help for our farm and Home work was one of our problems. Despite the fact that coal and sugar were not plentiful our Home has not suffered for either, thanks to some of our good merchants.


After the Blackstone Town Home was destroyed by fire early in the year, arrangements were made with us to board and care for their poor until such time as they could rebuild. After careful consideration they found it to their advantage to continue boarding their inmates here, and we have branched out in this line to the extent of caring for the poor of Blackstone, Millville, Mendon and some from Hopkinton. Many of the small towns are dis- continuing the big expense of running a Town Home, find- ing it much cheaper to board their poor out. As we have facilities for caring for from 50 to 60 inmates, we may in- crease our boarders next year, as we have already been approached on this matter by overseers from nearby towns.


We found it profitable to discontinue our retail milk route and on January 1 started selling our product at wholesale, thus giving our Superintendent more time for other duties. A change in management at our Town Home was made January 1 1918, Mr. and Mrs. Samuel Ingraham resigning, and Frank E. Hill and wife of Prince- ton were engaged as Superintendent and Matron at the same salary. Mr. and Mrs. Hill come to us highly recom- mended and we feel confident that a good choice has been made.


In the Mothers' Aid department we have now 26

local cases, receiving weekly from $3.00 to $10.00 accord- ing to the size of the family and number of dependent children ; and one in Cambridge and in Beverly. It will be difficult to estimate how much will be needed in. Mothers' Aid the coming year, as we must increase the weekly allowance in nearly every case. The members of the Board invite the co-operation of all citizens who are willing to contribute money, clothing, food or any mer- chandise which, when properly placed, would save many families from. becoming public charges. The Overseers will gladly call for any articles donated in this way, and will deliver them where they will do the most good. This kindness would help our outside aid to a great extent. We recommend the sum of $13,000 for the general appropria- tion of the Poor department for the present year and $5,500 for Mothers' Aid. We respectfully submit the following reports :---


REPORT OF THE TOWN PHYSICIAN.


To the Overseers of the Poor :-


Gentlemen :- During the year 1917, I have seen for your department 413 patients ; 49 at my office, 113 at their homes, and 251 at the Town Farm. Naturally, the people at the Farm, being aged or infirm, require medical assist- ance more frequently than those less dependent benefi- ciaries of the department who are able to retain and partly maintain their own homes. I made 90 visits to the Farm, seeing an average of two or three persons each time, and found them invariably to be well cared for by the Superin- tendent and Matron. A few of the more serious cases were removed to the Milford Hospital for treatment.
