We regret to again find that the cost of maintenance continues high but labor has become rather more costly, and teaming costs increased about 16% during the past year, also it was very difficult to find farmers to remove the sludge without cost, by which method the greater part of the same had been taken away in past years at a ma- terial saving to the Town.
Regarding the carriers at the filter beds spoken of in the last report, we have continued during the past year with the old ones by repairing the same, as we felt that we should refrain from any expenditures not absolutely necessary, and our engineer, Mr. F. A. Barbour, was com- pletely deluged with work for the United States Govern- ment, having charge of all engineering work at Camp Devens. However, these carriers are in very poor condi- tion and in ordinary times should be replaced at once.
The question of additional siphons has been repeatedly called to your attention and as set forth in last year's re- port, the matter was very near a crisis when the State Board of Health officially called the attention of the Town through the Honorable Board of Selectmen, to the condi- tion existing through failure of the present siphons during the wet seasons. A committee appointed at a joint meet- ing of the Honorable Board of Selectmen and this Board, prevailed on the State Board of Health to let the matter drop last year, but we feel this should receive your earnest consideration and if you do not appropriate the necessary funds, the joint boards above referred to, should again take up the matter with the State Board of Health.
We have constructed no sewers during the last vear and consequently have a good balance on hand, though there is urgent need of some additions to the system, per- haps the most urgent being one to care for the plant of the Milford Iron Foundry, which seems to be so situated that it would be impossible to care for same on their own land. though the State authorities insist that they install proper and approved sanitary arrangements. The cost of a sewer to care for this plant would be about two thousand dollars

($2,000.00) exclusive of any rock encounted and plus land damages which would exist, but we feel that the same should be done as the business is a valuable one to the Town. The total length of sewers constructed to date is 17.53 miles, the same as last year, and you will note the report of the engineer is omitted.
We recommend the sum of three thousand dollars ($3,000.00) be appropriated for maintenance for the en- suing year.
The total number of house connections is 1,198, 22 having been added during the past year.

REPORT OF THE TRUSTEES OF THE TOWN LIBRARY.
The Trustees of the Town Library respectfully submit the following reports.
This has been an unusual year for libraries along the lines of service. All regular work connected with libraries has been supplemented by work of a different scope. In September, the Woman's Liberty Loan committee, through Mary Synon, executive secretary, asked us to co operate in sending infor- mation concerning the Second Liberty Loan into every home in the United States. The committee furnished cards, on which was an appeal for the Loan, to be placed in every book given out during October. Later the executive manager of the Liberty Loan committee of New England sent three leaf- Jets describing the Loan, asking us to insert the first in books going out during the week of October 1 8; the second, during the week of October 8-15 ; the third, during the week of Octo- ber 15-22. These four leaflets from both Liberty Loan organ- izations were placed in books circulated during October.
With the other libraries of the country we collected books, magazines, and money for the Library War Relief Fund. The following letter was published in the papers, cards asking for books for the soldiers were placed in store windows, and a general campaign started.
LIBRARY TRUSTEES PLEAD FOR BOOK FUND.
To the People of Milford :- The United States govern- ment, through the American Library association, has asked for books for our soldiers who are training to fight our battle of freedom.
The American Library association has planned a cam- paign for this week to raise a million dollars for this work.

This association is working in conjunction with, and has- the endorsement of the Y. M. C. A. and the K. of C., both of which have buildings at the training camps and near the fighting line.
