Foreword


Last year I undertook the modernizing of a town report that had not been changed in appearance to any great extent in many years. This effort was rewarded by having our 1947 report place third in State wide com- petition. This year much of the old style has been re- tained. It is my belief that in this report many of the town departments have written more informative reports which tend to inform the citizens of the functions of their departments. It is hoped that the pleasant recep- tion afforded to the 1947 report will also fall to this "The 1948 Annual Report of the Town of Milford."


Appreciation is sincerely acknowledged for the co- operation, advice, and assistance from all town depart- ments. We especially appreciate the help given by Miss Dorcas Whipple for supervising the art contributions of her students. We are also grateful to the Clarke Printing Company, the printers of this book, to Raymond Cross, Kearsley's Studio, the Milford Daily News, and Nicholas Tosches for the pictures that are reproduced here. Report of your Board of Selectmen


Once again your Board of Selectmen, as presently constituted, feels privileged to submit to you, the people of Milford, its report relative to some of its accomplishments during the year 1948. It is obvious that all that might be said cannot be said due to lack of space. However, it is our intention to make as clear and concise a report as is possible under the circumstances.


Street Lighting


Last year, your Board reported that the lighting of the Town's streets and sidewalks was vastly improved by installing new fixtures in various places throughout the town. It is with pride that the Board report again that more improvements were made during the past year. It is our hope that future Boards will make every effort to make further improvements to the end that Milford will be one of the best lighted communities in the state. A well- lighted community, we believe, pays dividends.


Housing


In the matter of housing, your Board did not waste any time in appointing a Housing Authority after having received authority to do so at a special Town Meeting called for that purpose by the Board. As a result, rapid strides have been made toward relieving the housing shortage which still exists in some measure in our town. The authority appointed by the Board is to be highly com- mended for its splendid work in getting the necessary machinery in action so that houses will be constructed this year.


Parking Meters


Because of the stand taken by this Board on the Parking Meter situation, the Town of Milford saved approximately $2400. Your Board held out firmly, in the face of threatened law suits, in the belief that our town was not getting a fair break from the Parking Meter Company. That stand resulted in the above-men-

tioned saving in that instead of receiving only 200 meters for $15,000, our town received 232 for the same amount. The Board believes that all will agree that. the course it took proved to be the right one.


Traffic


One of the most difficult problems facing all communities to- day is the traffic problem. Much money is being spent by all pro- gressive communities in their efforts to solve the problem. This Board has taken the initiative by taking steps to eliminate park- ing on both sides of the street where it was decided, after careful study, that a serious traffic and fire hazard existed. Also, many warning signs have been installed at strategic spots throughout the town. The Board wishes to thank Chief of Police Moloney, Chief of the Fire Department Adams, and Inspector of Motor Vehicles O'Brien for their fine co-operation in this matter.


1947 Town Report


It is with a source of much satisfaction that your Board re- ports that the make-up of the 1947 Town Report was considered by Authorities to be one of the best in the entire state.


General


During our administration it has been the policy of the Board to report for acceptance as public ways many streets which have heretofore been private ways, as it believes that citizens and tax- payers who reside on those streets are entitled to enjoy the pri- vileges and advantages of a public way just as much as any other citizen or taxpayer. This policy has resulted in the creation of a better community spirit amongst many citizens.


The reconstruction of Depot Street has been completed and it is expected that this year, Central Street from Depot to Beach Street and Beach Street from the corner of Beach and Central to the railroad crossing near the old Cutler Grain Mill will be completed.


In conclusion, your Board wishes to thank the many citizens who so generously aided in carrying out our policies. Your Board leaves the office of Selectmen with a conscious awareness that much good has been accomplished during the past two years which has benefited the town. It is hoped that future Boards will strive to form and carry out policies which will be of great benefit to all.

Report of your Town Counsel


During the year 1948, four claims for personal injuries in Superior Court were disposed of and five other minor claims were adjusted without litigation. There are pending, in Worcester Su- perior Court, five claims against the Town for personal injuries received, and also one claim by the Town against an individual for damage to Town property. This latter claim is the result of a motor vehicle accident and is being defended by the insurance car- rier of the owner of the vehicle. Although an additional amount was requested so that legitimate claims might be promptly and possibly economically adjusted, the request did not receive favor- able action.


One mortgage and bond from an old age recipient was pre- pared and recorded in the Registry of Deeds at the request of the Department of Public Welfare as required by the provisions of the General Laws. One discharge was prepared and delivered to the estate of the recipient, reimbursement having been made. The sum of $554.05 was recovered from a life insurance company as reimbursement for aid rendered to a recipient during his lifetime. Hearings were attended in District Court and Suffolk Superior Court on other matters of the Department of Public Welfare.


During the past year five appeals by taxpayers were pending before the Appellate Tax Board in Boston. Of these five, three were withdrawn by the appealing taxpayers. The remaining two appeals are pending and hearings on these matters are expected shortly. The Board of Assessors have retained the services of an expert ap- praiser in conformity with a vote of Town Meeting on these latter two appeals.


There was a hearing before the Milford Retirement Board with reference to a disputed claim for retirement. After a hearing of all the facts, the employee was retired at one-half pay subject to the approval of the Division of Insurance.

Bids were prepared and advertised for the purchase of Park- ing Meters. After receiving and studying the bids, the Board of Selectmen awarded the contract for the purchase of Parking Meters. With all circumstances considered, it might be added that the purchase was made with a great saving to the Town. After application to install and operate Parking Meters, as required by law, had been made, conferences were held with officials of the Department of Public Works. Proposed by-laws for the use and regulation of the Parking Meters were also prepared and submit- ted. The application and by-laws were approved on June 15, 1948, and thus, for the first time since July 16, 1946 was clarified and ended the confusion which existed with regard to the Parking Meters.


At the request of the Board of Selectmen and School Commit- tee, amendments to the traffic rules affecting all school areas in the Town of Milford were prepared and submitted to the Depart- ment of Public Works. Although official approval has not been re- ceived at the time of the writing of this report, a letter has been received from the Department of Public Works that the approval was being prepared and would be forwarded in a short time. The Superintendent of Schools' cooperation in making this progressive step possible is hereby acknowledged.


Numerous opinions, written and oral, have been given to the various Departments from time to time and many conferences with various state and county officials have been held.

Report of your Town Accountant


To the Honorable Board of Selectmen and Voters of Milford:


Herewith I submit my annual report of the financial transac- tions of the Town of Milford for the year ending December 31, 1948.


Included is a detailed Report of the Receipts from all sources of Income, a detailed Report of the Expenditures of each Depart- ment and Account, a Recapitulation and Estimate table showing the Appropriation, Receipts and Transfers, Expenditures, and Balance December 31, 1948 and the estimated cost to run various departments as submitted by them for the coming year.


Included also is the usual Balance Sheet, a table showing the Salaries paid Town Officers and also a Detailed Summary of the Net Funded or Fixed Debt of the Town.


Since there has been numerous inquiries regarding Blanket In- surance coverage, I have added an Insurance schedule to my report showing the complete coverage under our Blanket Insurance.
