MILFORD CONSULTATION CLINIC
Held the second Wednesday of every month at the Board of Health rooms, 129 Main Street. Doctors Armand Laroche, and Gabriel Nadeau from the Rutland State Sanatorium are the ex- amining physicians. They are assisted by Miss Eleanor Hanson, R. N. from the Worcester Health Office and Mrs. Helen Breault R. N. Milford Public School Nurse, and the local Board of Health Nurse. Mrs. Margaret Lund, and Mrs. Amanda Celley, President, and Treasurer of the Milford District Nursing Association have helped us with this clinic, and we thank them kindly.

BOOTS AND SHOES
In April 1795 Arial Bragg moved into the, then, Aaron Phipps house, now the third house, on the left, from Rockland Street in Holliston which street is within a few feet of the Milford town line.
In this Phipps house the first wholesale manufacture of boots and shoes in Milford was carried on.
From this small beginning the business grew and new firms began to manufacture until approximately seventy per cent of the workmen in Milford were engaged in boot and shoe manufacture.
From this small beginning there have been well toward 200 firms engaged in the business in Milford.

Report of your Inspector of Animals
January 3, 1949.
Honorable Board of Selectmen:
Since my appointment in March 1948, I have made a com- plete survey of the town of Milford, inspecting the various animals and premises where sheltered. I found that, according to the owners, due to the high price of hay and grain and lack of

assistance, many animals had been destroyed or sold this past year. I inspected 33 horses, 183 cows, 273 swine, 26 goats, 1 mule and 1 jackass and found no contagious or infectious disease among them.
There were the usual dog bite cases but no rabies. I want to call attention to dog owners, breeders, that a dog which has bitten a person must be quarantined for a period of fourteen days. If the dog should be killed by any person, either owner, police, dog officer, or inspector of animals, prior to the expiration of the fourteen day period, the law requires that the head of the animal must be removed and sent to the laboratory for examination and cannot be killed and buried without removal of the head.
Dog owners, breeders, who ship a dog either into, or out of the state must have the dog inoculated for rabies and must have a certificate of health accompanying the animal irrespective of length of stay in, or out of, the state.

To the Citizens of Milford:
Our report on the operation and maintenance of the sewerage system and on construction activities during the year 1948 is respectfully submitted.
To complete the department statistics, the total number of connected estates is 2106, - 27 particular sewers having been laid during the year. Our system now has 28.8 miles of sewers, 4874 linear feet having been completed in 1948 in the following loca- tions:

Approximately 75% of the system has been flushed during the past year, a great deal more than in previous years. In addition many man holes were raised and repaired throughout the town.
It is our intention to flush the entire system during the com- ing year, if enough money is appropriated.
The commissioners have requested appropriations of money necessary to carry out the recommendations of the Special Sewer Committee appointed at the last Town Meeting and are very much in favor of all the recommendations.

Another step taken by the commissioners was the taking of a survey of sewer extensions that are badly needed throughout the town and forwarded to the Finance Committee.
All the sewer construction undertaken during the year has been completed with the exception of certain resurfacing of trenches which, on account of weather conditions, must be delayed until next year.
A contract awarded in May, 1947 to the Aetna Engineering Company has not been completed on account of difficulties ex- perienced in getting the particular, vertical type of motor required. A temporary motor, installed by the Contractor has afforded satis- factory operation of the pumping unit to date at no added expense to the Town.
Maintenance and operation of the sewage treatment plant has been satisfactory during the year and has met the require- ments of the State authorities except in the provision of chlorina- tion of the effluent.

Report of your Highway Surveyor
Herewith I submit my report as Highway Surveyor for the year ending December 31, 1948.
SALARY AND WAGES ACCOUNT
The Salary of the Highway Surveyor, the retirement pay- ment for Mr. J. Frank Cahill, former Highway Surveyor, and the wages of the regular and transient employees of this depart- ment, with the exception for the purpose of snow removal are taken from this account.
This department has eleven (11) regular employees, and transient help is hired during the summer months as needed.
The salary and wages of this department are as follows:
Highway Surveyor $3,550.00 per yr.
J. Frank Cahill, retired $1,675.00 per yr.
Regular Employees $1.091/2 per hr.
Roller and Grader operator $1.111/2 per hr.
Transient Employees $0.88 per hr.
GENERAL EXPENSE
The General Expense Account of this department is for the maintenance of the Highway Department Building, heat, electri- city, telephone, water, etc. The repairing of tools and equipment. The purchase of new tools, gasoline, oil, and to take care of any unforseen emergency that may arise.
RESURFACING OF STREETS
The Town of Milford has 58 miles of roadway, 10 miles of which still have a gravel surface. In former years it was possible for this department to apply a tar surface to some of these graveled roads, but in 1948 the cost of material had increased to

such an extent that we were forced to resurface only those streets whose surface was in the poorest of condition.
The streets that received a surface treatment in 1948 are as follows: Alden, Beaver, Central, Como Ct., Congress, Cook, Courtland, East, Emmons, Gibbon Ave., Grant, Green, Highland, Leonard, Lincoln, Metcalf Ave., Mt. Pleasant, Oliver, Parkhurst, Pleasant, Prairie, Ravena, Reade, So. Central, Solomne, Vine, and Westbrook Streets.
SIDEWALKS
Sidewalks have been constructed on East Main St., East St., and Lincoln St., the money for which was raised by the successful passage of Articles appearing on the warrant at the regular and special town meetings.

Many repairs were made to the concrete and bituminous walks and there still remains a great amount of repairing necessary to the old bituminous walks to make them safe for the pedestrian.
NEW EQUIPMENT
In 1948 the Highway Department, with the approval of the Finance Committee, purchased two new, and very useful pieces of equipment.
In January of this year we had delivered to us an Austin Western 99H Power Grader, which had been on order since 1945. This grader is considered to be one of the best, and has certainly proved its worth this past year.
In May we purchased a Guttersnipe Model E Street Sweeper. With this added piece of equipment we were able to clean every paved street in the town, and to patrol these streets when neces- sary, thereby giving us a cleaner and more sanitary community.
SNOW REMOVAL
The abnormal snowfall of the past winter made it necessary for us to hire many pieces of equipment which this department does not have. We were very fortunate to have been able to secure

bulldozers, and extra plows from local concerns, which enabled us to keep our highways open at all times.
In conclusion, I wish to thank the employees of this depart- ment, The Honorable Board of Selectmen, Former Highway Sur- veyor J. Frank Cahill, Fire Chief John F. Adams, all Town De- partments, and the Townspeople for their co-operation and good- will during the past year.

CHARCOAL DEPLETES MILFORD
Somewhere about 1879 two brothers John and Albert Shippee of Holliston established a business of burning. charcoal for the Boston market.
This business was located close to the Braggville Station just over the line in Holliston. There were six brick kilns, located on the site of the old cutting yard of the granite works, for the burn- ing process. Four of these kilns were of eight cord capacity and two were of ten cord capacity.
The process of burning and cooling required two weeks so that these kilns consumed twenty-five cords of wood each week.
To supply this wood, over a period of years most of the forest within a radius of eight miles was cut off.
The effect of this stripping was soon apparent.
Before this time forest fires were largely unknown and the brooks and larger streams were active running streams in the dry season.
Our Cedar Swamp area was once a beautiful pond full of lilies but is now little more than a large mud hole.
Charles River, once a rather large stream, has shrunk to a fraction of its former volume and most of it comes to town in the water mains and flows out through the sewer.
This is a brief statement of what charcoal did to Milford.

MILFORD HONORED ITS FIRST RETURNED WAR HERO with fitting ceremonies. Cpl. David H. Rubenstein was given full military honors and the caisson which was used was the same one that carried our late President, Franklin D. Roosevelt.

Report of your Department of Veteran's Services
To the Honorable Board of Selectmen and Voters of Milford:
During the past year, services rendered to veterans and veterans' dependents have been varied and many. Since most veteran matters pertained to allowable benefits under the G.I. Bill of Rights which come under the supervision of the Veterans' Ad- ministration, this Office acted as a sort of medium between the veteran and that Office, aiding him in filing and properly present- ing all sorts of claims with the Veterans Administration; gather- ing important and necessary information needed to support said claims; preparing their eligibility for education and training under the G.I. Bill of Rights; straightening out the many financial sub- sistence problems which occur; forming On-the-Job Training pro- grams; applying for Government Insurance; obtaining hospitaliza- tion and medical-dental treatment; obtaining all kinds of infor- mation from the Veterans Administration and other Governmental and State Departments; and interpreting veterans' laws. A report of services rendered is submitted monthly to the State Department of Veterans' Services and a summary for the year 1948 is included herein. As Director of this Department, I have received great pleasure in the task of aiding and assisting all veterans and vet- erans' dependents who have requested assistance on their particular problem from this Office.
This Office also extends monetary aid to needy veterans or veterans' dependents who meet the requirements of existing State laws and regulations concerning Veterans' Benefits. All cases are subject to State investigation.
I wish to take this opportunity to thank the Board of Select- men for their co-operation and confidence in me to perform the duties necessary for the proper functioning of this Office and to all agencies and persons who have kindly assisted me this past year.
