At a legal meeting of the inhabitants of the Town of Milford notified by law to vote in Town Affairs held in Town Hall on the 10th day of March Ad. D. 1948, the said inhabitants proceeded as follows:


The meeting was called to order by John F. Curran, Moderator and the following Monitors were sworn in: At Large-Edward C. Carroll; Precinct 1 .- J. Frank Cahill; Precinct 2 .- Joseph L. De- Luca; Precinct 3 .- William J. Moore; Precinct 4 .- William W. O'Brien; Precinct 5 .- L. Blaine Libbey.


In Precinct 2 Peter Bega, Paul Salvia and Bruno Zacchilli were elected for 3 years; in Precinct 3, M. Henry DeCoste was elected for one year while Francis J. Kirby is a Member at Large for 1948; in Precinct 4, Mary M. Hollis was elected for 1 year.


The Monitors took the check and as there were 144 persons present a sufficient number to constitute a quorum the meeting was opened by the Clerk reading the warrant for the annual meeting, and the officers return thereon. Following this the Clerk read the warrant and officer's return for a Special Town Meeting.


The Special Warrant was acted upon first.


Article 1. VOTED: That the Town vote to raise and appro- priate the sum of Sixty-three hundred sixty-six dollars and thirty cents ($6,366.30) for the purpose of paying unpaid bills of 1947 for Snow Removal for the Highway Department.


Article 2. VOTED: That the Town vote to appropriate the dog tax Seventeen hundred sixty dollars and seventy-two cents ($1,760.72) to Library-Salaries & Wages Account.


The Warrant was dissolved for the Special meeting at 8:15 P. M.


The Clerk read Article 1 of the Annual Warrant. The follow- ing report was submitted and read by Donald F. Phillips:

REPORT OF PROGRESS WAR MEMORIAL COMMITTEE


As Chairman of the War Memorial Committee, I wish to sub- mit this report of progress for the past year and to make certain recommendations that might be of assistance in the future conduct of the Drive for funds.


To begin with, the Memorial contemplated was in the form of a Community Building to contain facilities such as an audito- rium-gymnasium and possibly a swimming pool if sufficient funds could be realized. Such a Memorial would be fitting and a lasting tribute to the courage and sacrifice of the men and women of Mil- ford who served their country so gloriously during World War II. Such a memorial would be the fulfillment of our Community's greatest need ... a centre for the care of the long neglected wel- fare of the youth of Milford. In its function it would fulfill the end of the sacrifice that it commemorates. It would mould the des- tiny of our Township and of our country ... for destiny is in our youth.


It is our fervent desire then, that this great movement be not lost amidst the complexities of our present day struggle for ex- istence.


For those who are to carry out this program it will be a thank- less task until the goal is reached. It will be a hard road ... it will be a long road. Necessarily it will take years. That is why it will require untiring workers. That is why organization must be the keynote from the very beginning.


To the present time, nothing has been done in the actual rais- ing of funds. The principal activity of committee members has been a study of the possibilities of the program as viewed through the experience of other communities in drives of the same nature.


Generally it appears that the functional type of Memorial is favored over monumental representations though the cost in most cases is a great deal more. It is felt that the additional effort and expense is justified in the attainment of facilities that are badly needed and will lend for utility as well as Commemoration.


In every case it is realized that the drive for public subscrip- tions will cover years and accordingly a campaign is carried out that will continue to operate over a long period of time. The theme is perserverance and hard work on the part of the committee members.


A notable example of what can be done is found in the per- formance of the War Memorial Committee in Uxbridge. From the

very beginning they were very farsighted in their campaign and started their drive in 1942. It is true that as a result of this early start they took advantage of conditions that do not exist in such favor today, but nonetheless, the small contributions on the part of the people of the town were beyond the expectations of the Drive Leaders and their goal was reached and surpassed shortly after the end of the War. Their goal was set at $100,000.00 of which approximately $40,000.00 was forthcoming in substantial gifts from the industrial plants and community minded individu- als. Upon completion of the drive it was found that the towns- people had contributed more than their quota of $60,000.00 and that the fund had gone well over the $100,000.00 mark that had been set.


It would appear from our survey that the makeup of the General Committee is very important and requires careful study on the part of the Board of Selectmen, the appointing authority. It must be realized from the outset that funds cannot be raised in one year, two years, or even three years, and that at best it is a difficult assignment. The average individual is earning much less today than during the war years, and large contributions that might have been forthcoming during the past years for tax reasons will not be so numerous at this time.


Therefore, because of the magnitude of the task, the General Committee should be made up of recognized civic leaders . . . responsible, experienced, civic minded men and women. The vari- ous sub-committees should be all embracing of the various organ- izations, clubs, societies, and groups, especially those that have solicited funds for Red Cross, Community Chest, War Bonds and the like. The assistance of such groups would be invaluable. From this it is very important that a large but well directed organiza- tion be formed in order that the interest is spread to every source from which cooperation might spring.


It is this committee's opinion that the War Memorial Drive be started at the earliest opportunity, but that such anxiety should not preclude the careful study that must be made in the selection of those who are to conduct the campaign.


Upon acceptance of this report, it is recommended that the Board of Selectmen terminate the appointments of the present committee and that they take steps to organize a General Com- mittee and the necessary sub-committees as suggested in this report.

The following Resolutions were read by Robert S. Phillips:


RESOLUTIONS


WHEREAS, by the death of Alfred F. Martin on January 1, 1947, the Town of Milford has lost a loyal servant who gave over thirty-two years of unfailing and honest service as Commissioner of the Sewer Department from 1915 to 1947; and twenty-seven years of service as Superintendent of the Sewer Department from 1915 to 1926 and from 1931 to 1947; and who by virtue of his of- fice has served as a Town Meeting Member since the inception of this system; and


WHEREAS, the community at large has lost the example of a man who faithfully discharged his obligations to his church, his community and his family; and


WHEREAS, HIS passing is mourned by all who knew him for his generous assistance in all charitable and social affairs of the town;


Therefore


Be it Resolved, that we the Town Meeting Members of Milford offer to his family our sincere expression of sympathy and request that the business of the meeting be suspended and that the mem- bers stand in silent tribute to his memory, and


Be it Further Resolved, that his family be presented a copy of these resolutions and that a copy be inserted in the records of the Town Report.

Article 12. VOTED: That the sum of Sixteen thousand nine hundred and fifty-four dollars and twenty-three cents ($16,954.23) be appropriated for the acquisition, installation, maintenance and operation of parking meters, said sum to be provided by transfer from the "Parking Meter Account", and that the Selectmen be and hereby are authorized to acquire, install, maintain and operate said meters.


Article 13. VOTED: That the Town vote to raise and appro- priate the sum of One thousand ($1,000.00) dollars for Chapter 90 Maintenance, said money to be used in conjunction with money that may be allotted by the State or County or both for said pur- pose, same to be expended under the supervision of the Selectmen and Highway Surveyor.


Article 14. The Clerk read the lay-out of Congress Terrace. Congress Terrace


Beginning at a stone bound in the Westerly side line of Over- lea Avenue and at a distance of 176 feet Northerly of the North- erly side line of Westbrook Street, thence South 85 degrees 40 minutes West and making an angle of 90 degrees with said Overlea Avenue and running a distance of 459 feet to a stone bound at a stone wall, thence Northwesterly by said stone wall a distance of 34.5 feet, more or less, to a stone bound at said wall, thence North 85 degrees, 40 minutes East a distance of 469 feet to a stone bound in the Westerly side line of said Overlea Avenue, thence South 4 degrees, 20 minutes East a distance of 33 feet to point of begin- ning. Said street is to be 33 feet wide its entire length.
