The meeting was called to order by Moderator Curran at 8 P. M. and the Monitors checked the list. Mr. J. Frank Cahill was appointed monitor for Precinct 1 in the absence of Mr. Daniel O'Brien and Mr. William Rae was appointed monitor in Precinct 4 in the absence of Mr. William W. O'Brien.


There were 106 present not a sufficient number to constitute a quorum so it was moved to recess for 10 minutes. A second

count showed 124 persons present a sufficient number for a quorum and the Clerk read the warrant and the officer's return.


At this time the following Resolutions were present and read by George V. Larkin:


Resolutions


WHEREAS, It was with deep regret and sorrow that the death of George J. Lally was received by the townspeople on April 24th, 1947 and


WHEREAS, as a Town Meeting Member from Precinct 5 he was a regular attendant at the meetings and keenly interested in the welfare of the Town of Milford which he served honestly and well for 15 years.


Therefore, Be it resolved that as a mark of respect, business of this meeting be suspended and members stand with bowed heads as a silent tribute to his memory.


Be It Further resolved that the family of the deceased be presented a copy of these resolutions and a record of same be published in the Town records.


COMMITTEE George V. Larkin, Daniel P. Glennon, Frank M. Shea, Richard J. Abretti, John C. Lynch, Jr., George W. Billings.


Article 1. VOTED: That the Town in cognizance of the acute shortage of housing establish and organize a Housing Authority in accordance with General Laws (Ter. Ed.) Chapter 121, and amendments thereto.


Article 2. A motion was made that the Town vote to appro- priate from the Excess and Deficiency Account the sum of Eight thousand five hundred fifty ($8,550.00) dollars for the installa- tion of a chlorinating system for chlorination of sewerage plant effluent.


An amendment was made and seconded that a committee of five (5) be appointed by the Moderator from this body to make a study of a chlorinating system for chlorination of plant effluent and report at the next town meeting, and it was so voted.


Article 3. VOTED: That the sum of $27,900.00 be appro- priated for the purpose of extending the sewers on West Fountain

and upper Congress Streets, and that to meet the said appropria- tion the sum of. $3,900.00 be transferred from the Excess and De- ficiency Account, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $24,000.00 and to issue bonds or notes of the town therefor, pay- able in accordance with the provisions of Chapter 44 of the Gen- eral Laws, so that the whole loan shall be paid in not more than 12 years from the date of issue of the first bond or note, or at such earlier time as the Treasurer and the Selectmen may de- termine.


Voice vote was unanimous.


Article 4. VOTED: That the Town vote to transfer the sum of Eight hundred sixty-six dollars and twenty-two ($866.22) cents from the account established for the acquisition, installation, maintenance and operation of parking meters, to the General Expense Account of the Police Department to be used in con- nection with the maintenance, operation of Parking Meters and the regulation of Parking and other traffic activities incident thereto.


Article 5. VOTED: That the Town vote to transfer the sum of One thousand ($1,000.00) dollars from the Town Parking Meter Account to the Board of Selectmen to be used in connection with the maintenance, operation of Parking Meters and the regulation of parking and other traffic activities incident thereto.


Article 6. VOTED: That the Town authorize the Sewer Commissioners to appoint a member of the Sewer Commission to the position of part-time superintendent of sewers and that the compensation of said appointee be $1200.00 for the balance of the year 1948.


Article 7. VOTED: To pass over the article.


Article 8. A motion was made that the Town vote to trans- fer the sum of Twenty-two hundred ($2200.00) dollars from the Excess and Deficiency Account to the Sewer Maintenance Account for the repairs to the Imhoff tanks and repairs to the sewerage disposal plant.


An amendment was made and seconded that the same com- mittee appointed by the Moderator under Article II be referred to study the necessary repairs to the Imhoff Tanks end repairs to the Sewerage Disposal Plant, and it was so voted.


Article 9. A motion to pass over the article was lost. A motion was made that the sum of Two thousand ($2000.00) dollars

Article 11. VOTED: That the Town vote to transfer the sum of Two hundred ($200.00) dollars from the Excess and Deficiency Account for repairs and maintenance of a spillway at the Charles River to the Cedar Swamp Pond Development Committee.


Article 12. VOTED: To pass over the article.


Article 13. VOTED: That the Town vote to authorize the Selectmen to sell a certain parcel of land located in the northerly part of said Milford on the westerly side of Tylor Street, being the same premises conveyed to the Inhabitants of the Town of Milford by deed of John Goldsmith, dated July 1, 1857, and re- corded with Worcester District Deeds, Book 603, Page 496, and described in said deed as follows, to wit:


" - beginning at a stake and stones at the northeast corner of the piece and on the westerly side of a town road thence S 89 W fifty-one and one-half feet to a hole drilled in a rock thence S 614 E thirty feet to a stake and stones thence N 89 E forty- three and one-third feet to a stake and stones at said road thence northerly on said road thirty one and one half feet to the place of beginning -- '


Said premises are conveyed subject to the requirements of building and maintaining a fence as set forth in said deed if such requirement now exists.


Article 14. It was moved and seconded that the town appro- priate from the Excess & Deficiency Account the sum of $1500.00 for a sidewalk on the north side of Lincoln Street from Pearl Street to Winter Street. The Moderator declared the motion lost.

The Primary was held at the State Armory with Chairman of Selectmen, Michael P. Visconti opening the polls at 10 A. M. The Town Clerk read the warrant the officer's return thereon.


All election officers were sworn in by the Town Clerk.


The Ballot Box was opened at 4 P.M. at which time it regis- tered 664; it was opened at 5:45 P. M. at which time it registered 887; it was then opened at 7 P. M. at which time it registered 1305; at 8 P. M. the total registration was 1752 and the box was then opened and the remaining ballots removed.


The result of the count was made in open meeting and recorded as follows:


Total ballots cast 1752.


Total Democratic Ballots cast 435.


Total Republican Ballots cast 1317.


The result of the Republican Ballot was announced at 10 P. M. and the Democratic Ballot was announced at 10:10 P. M.

The meeting was called to order by Moderator John F. Curran at 7:30 P. M. and the Monitors checked the lists of persons present.


In the absence of Daniel J. O'Brien in Precinct 1 Edward M. King was appointed a Monitor; in Precinct 2 Richard J. Abretti was appointed Monitor in the absence of Joseph L. DeLuca; in Precinct 4 James E. Birmingham was appointed Monitor in the absence of William W. O'Brien. The new Monitors were sworn in by the Moderator.


The Monitors checked the lists and 114 being present not a sufficient number to constitute a quorum the meeting was ad- journed for 10 minutes. The Monitors checked the lists again and 121 being present the meeting was opened.


Article 1. VOTED: That the Town vote to transfer from the Excess and Deficiency Account the sum of Four Thousand Eight Hundred Dollars ($4800.00) to the General Aid accounts, under the jurisdiction of the Board of Public Welfare.


Article 2. VOTED: That the Town vote to transfer from the Excess and Deficiency account the sum of Three Thousand Seven Hundred Dollars ($3700.00) to the Aid to Dependent Chil- dren Account under the jurisdiction of the Board of Public Welfare.


Article 3. VOTED: That the Town vote to transfer from the Excess and Deficiency account the sum of Five Hundred Dollars ($500.00) to the Infirmary account under the jurisdiction of the Board of Public Welfare.


Article 4. VOTED: That the Town vote to transfer from the Excess and Deficiency account the sum of Twelve Thousand and Five Hundred Dollars ($12,500.00) to the Old Age Assistance Account under the jurisdiction of the Board of Public Welfare.

Starting at a stone bound located directly across Hamilton Ave. from a stone bound which marks the Southwest corner of Hamilton Ave. and Florence Street and turning an interior angle of 88 degrees and 3 minutes then running easterly for 166 lin. ft. to a stone bound thence Northerly 40 lin. ft. to a corner, thence Westerly 166 lin. ft. to Hamilton Ave., and thence Southerly along Hamilton Ave., 40 lin. ft. to the place of beginning. This street to be a direct extension of the Eastern end of Florence Street and is shown on a plan so marked made by Eastman & Corbett, Inc., Civil Engineers, and dated September 30th, 1948.

It was moved and seconded that Article 12 be taken up and no action to pass over be taken until action is taken on the article.
