WARRANT FOR ANNUAL TOWN MEETING
Braintree, February 4, 1924
Commonwealth of Massachusetts
Norfolk, ss. To either of the Constables of the Town of Braintree. Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein, to meet at the polling places in their respective Precincts, to wit :
Polling place in Precinct No. 1, Town Hall.
Polling place in Precinct No. 2 Legion buildings, Hol- lis Avenue.
Polling place in Precinct No. 3, Hose House, Allen Street.
On Monday, the third day of March, 1924, at five forty- five o'clock in the forenoon, then and there to bring in to the Wardens of their respective Precincts their votes on the official ballot for a Moderator, Town Clerk, a Town Treas- urer, three Selectmen, one member of the Board of Asses- sors for a term of three years, one member of the Board of Assessors for a term of one year, three overeseers of the Poor,. three Highway Surveyors, three auditors, a Tax Collector, a Tree Warden, two members of the Board of School Com- mittee for a term of three years, one Water Commissioner and Commissioner of Sinking Funds for a term of three years, one Park Commissioner for a term of three years, two Trustees of Thayer Public Library for a term of two years, three members of the Planning Board for a term of one year and fifteen Constables.
Also, to vote "Yes" or "No" upon the questions, "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town?"
The polls will be opened at five forty-five o'clock in the forenoon and will be closed at three o'clock P. M.

You are further directed to notify and warn the said inhabitants qualified to vote as aforesaid to meet at the Town Hall in said Braintree, on Monday, the 10th day of March, 1924, at seven and one-half o'clock in the evening, then and there to act on the following articles, namely :
Article 1. To choose all Town Officers, except those elected by ballot.
Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money in anticipation of the revenue of the current financial year.
Article 3. To see if the Town will hold its Treasurer harmless on his bond from any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.
Article 4. To see if the Town will hold its Tax Col- lector harmless on his bond from any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.
Article 5. To hear and act upon the report of the several boards of Town Officers and any committee, and to choose any committee the Town may think proper.
GENERAL GOVERNMENT
Article 15. To see what sums of money the Town will vote to raise and appropriate for the salaries of the Town Officers and the expenses of the several departments, including Town Counsel, the bond of the Town Treasurer, and the bond of the Tax Collector.
Article 7. To see what sums of money the Town will vote to raise and appropriate for the expenses of Registra- tion and Elections.

Article 8. To see if the Town will take appropriate action to adopt a new code of by-laws in whole or in part as submitted in the report of the committee appointed by the Town to revise the Town by-laws, and to rescind the existing code of by-laws in whole or in part.
Article 8a. To see if the Town will vote to accept any or all of the provisions of Sections 3 to 12 inclusive, of Chapter 143 of the General Laws, relative to the location, construction, inspection, use, etc., of building and struc- tures.
Article 8b. To see if the Town will vote to accept and adopt as by-laws, the rules and regulations establish- ing Fire Districts and regulating the construction and the inspection of buildings, as sumbitted in the printed report of the committee appointed under Article 59 of the annual meeting of 1922, entitled "An Ordinance Establishing Fire Districts and Regulating the Construction and the Inspec- tion of Buildings, with Rules and Regulations'', or to accept and adopt any part of the said report, or take any action relative thereto.
TOWN HALL
Article 9. To see what sums of money the Town will vote to raise and appropriate for the support and main- tenance of the Town Hall and for the services of a Janitor and Assistant Janitor.
POLICE DEPARTMENT
Article 10. To see what sums of money the Town will vote to raise and appropriate for the salaries and ex- penses of its Police Department and for the necessary ex- penses required for the enforcement of the law, including Court Expenses.
Article 11. To see if the Town will vote to accept the provisions of Section 48, Chapter 31, General Laws, as to its regular or permanent police force.

Article 12. To see if the Town will vote to accept the provisions of Section 49, Chapter 31, General Laws, as to Chief of its Police Department.
Article 13. To see if the Town will vote to accept the provisions of Section 85 of Chapter 32, General Laws, relative to pensions for permanent members of the police and fire departments or take any action relative thereto.
FIRE DEPARTMENT
Article 14. To see what sums of money the Town will vote to raise and appropriate for the support and main- tenance of the Fire Department, for the purchase of new apparatus or equipment therefor, for Hydrant Service, maintenance of the Fire Alarm, and for the purchase and installation of new fire alarm boxes.
INSPECTION
Article 15. To see what sums of money the Town will vote to raise and appropriate for the sealing of Weights and Measures.
FORESTRY
Article 16. To see what sums of money the Town will vote to raise and appropriate for the suppression of gypsy and brown tail moths, care of trees and forest fires.
HEALTH AND SANITATION
Article 17. To see what sums of money the Town will vote to raise and appropriate for the salaries and ex- penses of the Board of Health, including contagious dis- eases, vital statistics, inspection of milk, animals, slaughter- ing, meat and provisions and plumbing, dental clinic and tuberculosis nursing.
Article 18. To see if the Town will vote to raise and appropriate the sum of $4,546.09, being the portion of the expense incurred and apportioned by the County Commis-

sioners upon the Town for the care, maintenance and repairs of the Tuberculosis Hospital in accordance with Chapter 286 of the General Acts of 1916.
Article 19. To see if the Town will accept Chapter 535 of the Acts of 1910 authorizing the construction of a system of sewerage.
Article 20. To see if the Town will accept Chapter 546 of the Acts of 1910 providing for the addition of the Town to the South Metropolitan Sewerage System.
Article 21. To see if the Town will raise and appro- priate such sums as may be necessary for the construction of sewerage and drainage within the Town and authorize the Treasurer, with approval of the Selectmen, to borrow all or any part of said sums in accordance with the pro- visions of any general or special act, authorizing the Town to borrow for such purposes or take any action relative thereto.
HIGHWAYS
Article 22. To see what sums of money the Town will vote to raise and appropriate for the support of the Highway Department, including salaries, repairs of high- ways, town ways and bridges; also for repairs and build- ing sidewalks, stone roads, removal of snow, oiling streets, and purchase of equipment for said department.
Article 23. To see what sums of money the Town will vote to raise and appropriate for street lighting.
Article 24. To see what sums of money the Town will raise and appropriate for the building of a sidewalk or sidewalks on Franklin Street, between West and Wash- ington Streets, or take any other action relative to side- walks on said street.
Article 25. To see if the Town will vote to amend, revise, change, repeal and/or otherwise alter the vote of the

Town passed at the annual meeting of 1922, whereby, with certain provisos, the sum of $4,000.00 was appropriated for the construction of a sidewalk or sidewalks on Franklin Street, between Lakeview Avenue and Washington Street, or take any other action relative thereto.
Article 26. To see what sums of money the Town will raise and appropriate for the repairing and rebuilding of Pond Street, from Washington Street to the Noah Torrey School.
Atricle 27. To see if the Town will vote to raise and appropriate a sum of money to rebuild and repair Peach Street.
Article 28. To see if the Town will vote to raise and appropriate a sum of money for the removal of the Electric Light Department's pole in the center of Union Street, where it joins Washington Street, or take any other action relative thereto.
Article 29. To see if the Town will vote to construct a sidewalk on Washington Street from the Holbrook line to a point opposite the northerly entrance to the Braintree Highlands Station and raise and appropriate a sum of money for the same.
Article 30. To see if the Town will vote to raise and appropriate a sum of money to rebuild and repair Park Avenue.
Article 31. To see if the Town will vote to raise and appropriate a sum of money to rebuild and repair Arbutus Avenue.
Article 32. To see what sums of money the Town will raise and appropriate for drainage in Precinct Two on the following streets: West Street, Monatiquot Avenue, Maple Street and Hollis Avenue.

Article 33. To see what sums of money the Town will raise and appropriate for the widening of Washington Street from Capen's Bridge to Hollis Avenue.
Article 34. To see what sums of money the Town will raise and appropriate for the repairing and rebuilding of Commercial Street from Elm Street to the Fore River Railroad track.
Article 35. To see if the Town will vote to raise and appropriate a sum of money to widen, straighten and re- locate Liberty Street, beginning at the Matilda Robery Estate and extending as far as the Mabel C. Lyons Estate, on said Liberty Street, running south.
Article 36. To see what sums of money the Town will raise and appropriate for the rebuilding and repairing of, Liberty Street, from No. 266 Liberty Street to a point 1,800 feet south.
Article 37. To see what sums of money the Town will raise and appropriate to repair and rebuild Howard Street, running northerly from Hayward Street to Shaw Street.
Article 38. To see if the Town will vote to accept Azel Road, so called, as laid out by the Selectmen.
Article 39. To see if the Town will vote to accept Columbus Avenue, so called, as laid out by the Selectmen.
Article 40. To see if the Town will vote to accept Brow Avenue, so called, as laid out by the Selectmen.
Article 41. To see if the Town will vote to accept Walnut Street, so called, as laid out by the Selectmen.
Article 42. To see if the Town will vote to accept Ellsworth Street, so called, as laid out by the Selectmen.
Article 43. To see if the Town will vote to accept Holmes Street, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the same.

Article 44. To see if the Town will vote to accept Fairfield Street, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the same.
Article 45. To see if the Town will vote to accept Marrietta Avenue, so called, as laid out by the Selectmen.
Article 46. To see if the Town will vote to accept Wellington Street, so called, as laid out by the Selectmen.
Article 46a. To see if the Town will take appropriate action to extend, relocate, rebuild and repair Wellington Street, so called, through to Quincy Avenue, from Shaw Street, and raise and appropriate a sum of money for the same.
Article 47. To see if the Town will vote to instruct the Selectmen to lay out as a town way Smith Street and Smith Terrace, so called, off Hancock Street.
Article 47a. To see if the Town will accept the lay- I.r ing out as a town way of Smith Street and Smith Terrace, off Hancock Street, and appropriate a sum of money for the same.
i. Article 48. To see if the Town will vote to instruct the Selectmen to relocate Common Street in Precinct Two and lay out the same to a width of 40 feet, and extend said lay out from Washington Street to Sunnyside Park, so called.
Article 49. To see if the Town will vote to instruct its Selectmen to lay out Thayer Avenue, so called, from Cochato Road to the northerly extension of Oak Street, and of the northerly extension of Oak Street from Hollis Ave- nue to Thayer Avenue.
Article 50. To see if the Town will vote to instruct its Selectmen to lay out Hawthorne Street from Elm Street to Park Street, so called.

Article 51. To see if the Town will vote to instruct its Selectmen to lay out Park Street from, Cedar to Haw- thorne Street, so called.
Article 52. To see if the Town will vote to instruct the Selectmen to lay out as a town way Vinedale Road, so called, leading northerly from Arborway Drive as far as Pleasantview Avenue, and raise and appropriate a sum of money for the same.
Article 53. To see if the Town will vote to instruct the Selectmen to lay out as a town way Pleasantview Ave- nue, so called, from Quincy Avenue to Venus Road, and raise and appropriate a sum of money for the same.
Article 54. To see if the Town will vote to instruct the Selectmen to lay out as a town way May Street, so called, leading easterly from Shaw Street to North Bow- ditch Street, so called.
Article 55. To see if the Town will vote to instruct the Selectmen to lay out as a town way Willow Street, so called, leading northerly from Front Street.
Article 56. To see if the Town will vote to instruct the Selectmen to lay out as a town way Nelson Street, so called, leading westerly from Shaw Street to Prospect Street.
Article 57. To see if the Town will vote to instruct the Selectmen to lay out as a town way King Hill Road, so called, in Precinct One.
Article 58. To see if the Town will vote to raise and appropriate the sum of $5,000.00 towards improving West Street, between Five Corners and the new Blue Hill River Road, through the Reservation-work to be done in con- junction with the State and County.
Article 59. To see if the Town will vote to instruct the Selectmen to lay out Brow Avenue Extension to Tre- mont Street.

Article 59a. To see if the Town will vote to accept the laying out of Brow Avenue Extension, so called, to Tre- mont Street, as a town way.
Article 60. To see if the Town will vote to instruct the Selectmen to lay out as a town way Walnut Street Ex- tension, so called.
Article 60a. To see if the Town will accept the lay- ing out of Walnut Street Extension, so called, as a town way.
Article 61. To see if the Town will vote to instruct the Selectmen to lay out Georginna Street, so called, lead- ing from Washington Street, easterly, to a point 110 feet from right of way of the Old Colony Railroad Company.
CHARITIES
Article 62. To see what sums of money the Town will vote to raise and appropriate for the support of the poor, and the maintenance and repairs of the Braintree Home.
Article 63. To see if the Town will vote to raise and appropriate a sum of money to be expended under Chapter 763 of the Acts of 1913.
SOLDIERS' BENEFITS
Article 64. To see what sums of money the Town will vote to raise and appropriate for the payment of State Aid, military aid, soldiers' burials and soldiers' relief.
LIBRARY
Article 65. To see what sums of money the Town will vote to raise and appropriate for the expenses of the Thayer Public Library, for the distribution of books and for the services of a Janitor.

RECREATION
Article 66. To see what sums of money the Town will raise and appropriate to be expended upon Parks, Play- grounds and public lands of the Town, under the direction of the Commissioners.
ELECTRIC LIGHT DEPARTMENT
Article 67. To see if the Town will appropriate from the income of the Electric Light Department the sum of $6,808.02 for the Depreciation Fund; the sum of $300.00 for the salaries of the Municipal Light Board, and the bal- ance, together with the unexpended balance, $2,336.35, of the year 1923, for operating expenses, renewals, repairs and new construction.
Article 68. To see if the Town will raise and appro- priate the sum of $50,000.00 in serial notes of $10,000.00 each, expiring in from one to five years, the principal and interest to be paid from the income of said Electric Light Department, for the enlargement of the equipment of the Electric Light Department, and to authorize the Treasurer, with the approval of the Selectmen, to borrow said sum in accordance with the provisions of any general or special Act authorizing the Town to borrow for such a purpose, or to take any action relative thereto.
WATER DEPARTMENT
Article 69. To see if the Town will appropriate from the income of the Water Department the sum of $300.00 for the salaries of the Water Commissioners and the balance for operating expenses, extensions, renewals, repairs, new construction and expenses of said Department.
Article 70. To see if the Town will vote to accept the provisions of Chapter 391, Acts of 1923, relative to the collection of water rates, which makes unpaid rates a lien upon real estate.

Article 71. To see if the Town will vote to appro- priate the sum of $2,075.88 to complete the 6" main on Hollingsworth Avenue, about 900 feet.
Article 72. To see if the Town will vote to appro- priate the sum of $3,260.08 to complete the connection on Brookside Road about 1430 feet, more or less.
Article 73. To see if the Town will vote to reappro- priate the sum of $4,478.10 unexpended under article 56 of the Warrant for 1923, to complete the 6" main on Plain Street, from Grove Street to Nelson's Farm.
Article 74. To see if the Town will vote to raise and appropriate a sum of money to extend the water main on Liberty Street, from the present dead end near the residence of Samuel F. Hawes, to a point near Peach Street, or take any other action relative thereto.
Article 75. To see if the Town will vote to raise and appropriate a sum of money for the installation of the water main on Peach Street, or to take action relative thereto.
Article 76. To see if the Town will vote to raise and appropriate a sum of money for the extension of the water main from the dead end on Commercial Street to the Quincy line.
Article 77. To see if the Town will vote to raise and appropriate a sum of money to extend the 6 inch main on Granite Street, north from West Street to the property of Mrs. Ralph Davis, a distance of about 2,000 feet.
Article 78. To see if the Town will vote to raise and appropriate a sum of money to extend the water main on Brow Avenue to Tremont Street.
Article 79. To see if the Town will vote to raise and appropriate a sum of money for the extension of the water main on West Street, from the point where it now ends to the residence of Albert A. Drollett.

Article 80. To see what sums of money the Town will vote to raise and appropriate for the support of the Public Schools.
Article 81. To see if the Town will vote to purchase or take land in Precinct One and erect and furnish a new Grade School Building, thereon, and raise and approriate money for the same.

To see if the Town will raise and appro- priate such sums as may be necessary for the purpose of contsructing, furnishing and equipping a new high school building, and authorize the Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums in accordance with the provisions of any general or special Act authorizing the Town to borrow for such purposes, or take any action relative thereto.
Article 83. To see if the Town will vote to purchase or take land adjoining that occupied by the Penniman School Building, or take any action relative thereto.
CEMETERY
Article 84. To see if the Town will vote to raise and appropriate a sum of money to be expended on the Plain Street Cemetery and for the services of a superintendent.
INTEREST - MUNICIPAL INDEBTEDNESS
Article 85. To see if the Town will vote to raise and appropriate such sums of money as may be necessary for the payments due on the Municipal Indebtedness and for the payment of interest on Town debt and on loans in anticipation of revenue.

UNCLASSIFIED - MISCELLANEOUS
Article 86. To see what sums of money the Town will vote to raise and appropriate for miscellaneous ex- penses.
Article 87. To see if the Town will vote to raise and appropriate a sum of money to assist Post 87, G. A. R., in defraying expenses on Memorial Day.
Article 88. To see if the Town will vote to raise and appropriate a sum of money to assist Braintree Post No. 86, American Legion, in defraying expenses of Memorial Day.
Article 89. To see if the Town will vote to raise and appropriate a sum of money for the insurance under the Employees' Compensation Act.
Article 90. To see what sums of money the Town will raise and appropriate to pay premiums on insurance policies of fire and liability.
Article 91. To see if the Town will vote to accept the provisions of Sections 1, 2 and 3 of Chapter 139 of the General Laws, relative to burnt, dilapidated or dangerous buildings.
Article 92. To see if the Town will vote to raise and appropriate a sum of money for Engineering.
Article 93. To see what sums of money the Town will vote to raise and appropriate for land damages result- ing from taking of any land for highway purposes.
Article 94. To see if the Town will vote to accept the provisions of Section 73 of Chapter 41, General Laws, relative to the establishment of a Board of Survey.

Article 95. To see if the Town will take appropriate action to authorize the Treasurer, beginning with the next annual Town Meeting, to act as Tax Collector.
Article 96. To see if the Town will vote to raise and appropriate a sum of money to provide suitable headquar- ters for Lennon-Murray Post.
Article 97. To see what sums of money the Town will raise and appropriate for the repair and painting of the Honor Roll, located opposite the Thayer Public Library on the Town Hall green.
Article 98. To see what sums of money the Town will raise and appropriate for suitable traffic signs and signals.
Article 99. To see if the Town will accept the gift of a small triangular parcel of land from the heirs of Har- riet P. Pratt, now assessed to Harriet P. Pratt et al, located on Washington Street, South Braintree Square.
Article 100. To see if the Town will vote to author- ize its Selectmen to make proper and legal sales or assign- ments of tax titles to land purchased by the Town at Tax Sales for non-payment of taxes, not inconsistent with law or with the right of redemption, in accordance with the provisions of Section 52, Chapter 60 of the General Laws.
Article 101. To see if the Town will vote to raise and appropriate a sum of money in accordance with Chap- ter 654 of the Acts of 1913, as a Reserve Fund.
You are directed to serve this warrant by posting at- tested copies thereof in nine public places in said Town of Braintree, three in each Precinct, seven days at least before said third day of March, 1924, and by publishing the same once in the Braintree Observer.

Hereof fail not, and make due return of this warrant with your doings thereon, to the Town Clerk before the third day of March, 1924. Given under our hands at Brain- tree, this fourth day of February, in the year of our Lord, one thousand nine hundred and twenty-four.
