WARRANT FOR ANNUAL TOWN MEETING


Braintree, February 2, 1925.


Commonwealth of Massachusetts.


Norfolk, ss. To either of the Constables of the Town of Braintree. Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the in- habitants of the Town of Braintree, qualified to vote in elections therein to meet at the polling places in their respective Precincts, to wit:


Polling place in Precinct No. 1, Town Hall.


Polling place in Precinct No. 2, Legion Building, Hollis Avenue.


Polling place in Precinct No. 3, Hose House, Allen Street.


On Monday, the second day of March, 1925, at five forty-five o'clock in the forenoon, then and there to bring into the Wardens of their respective Precincts their votes on the official ballot for a Moderator, Town Clerk, a Town Treasurer, three Selectmen, one mem- ber of the Board of Assessors for a term of three years, three Overseers of the Poor, three Highway Surveyors, three Auditors, a Tax Collector, a Tree Warden, two members of the Board of School Committee for a term of three years, one Water Commissioner and Commis- sioner of Sinking Funds for a term of three years, one member of the Municipal Lighting Board for a term

of three years, one Park Commissioner for a term of three years, two Trustees of Thayer Public Library for a term of two years, five members of the Planning Board for a term of one year, and fifteen Constables.


Also, to vote "Yes" or "No" upon the question, "Shall licenses be granted for the sale of certain non- intoxicating beverages in this town?"


The polls will be opened at five forty-five o'clock in the forenoon and will be closed at three o'clock P. M.


You are further directed to notify and warn the said inhabitants qualified to vote as aforesaid to meet at the Town Hall in said Braintree, on Monday, the 9th day of March, 1925, at seven and one-half o'clock in the evening, then and there to act on the following articles, namely :


Article 1. To choose all Town Officers, except those elected by ballot.


Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Article 3. To see if the Town will hold its Treas- urer harmless on his bond from any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.


Article 4. To see if the Town will hold its Tax Collector harmless on his bond from any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.

Article 5. To hear and act upon the report of the several boards of Town Officers and any committee, and to choose any committee the Town may think proper.


GENERAL GOVERNMENT


Article 6. To see what sums of money the Town will vote to raise and appropriate for the salaries of the Town Officers and the expenses of the several de- partments, including Town Counsel, the bond of the Town Treasurer and the bond of the Tax Collector.


Article 7. To see what sums of money the Town will vote to raise and appropriate for the expenses of Registration and Elections.


TOWN HALL


Article 8. To see what sums of money the Town will vote to raise and appropriate for the support and maintenance of the Town Hall and for the services of a Janitor and Assistant Janitor.


CHARITIES


Article 9. To see what sums of money the Town will vote to raise and appropriate for the support of the poor and the maintenance and repairs of the Braintree Home.


Article 10. To see if the Town will vote to raise and appropriate a sum of money to be expended under Chapter 118 of the General Laws.


SOLDIERS' BENEFITS


Article 11. To see what sums of money the Town will vote to raise and appropriate for the payment of State aid, military aid, soldiers' burials and soldiers' relief.

POLICE DEPARTMENT


Article 12. To see what sums of money the Town will vote to raise and appropriate for the salaries and expenses of its Police Department, and for the neces- sary expenses required for the enforcement of the law, including Court Expenses.


Article 13. To see what sums of money the Town will vote to raise and appropriate for police protec- tion at and about Sunset Lake, or take any other action relative thereto.


FIRE DEPARTMENT


Article 14. To see what sums of money the Town will vote to raise and appropriate for the support and maintenance of the Fire Department, for the purchase of new apparatus or equipment therefor, for Hydrant Service, maintenance of the Fire Alarm, and for the purchase and installation of new fire alarm boxes.


Article 15. To see if the Town will raise and ap- propriate a sum of money to install the following two Fire Alarm Boxes in the East section of the Town: One at the corner of Willow and Front Streets and one at the corner of Hillside Road and Union Streets.


INSPECTION


Article 16. To see what sums of money the Town will- vote to raise and appropriate for the sealing of Weights and Measures.


Article 17. To see what sum of money the Town will vote to raise and appropriate for the salary of Inspector of Buildings and for expenses of his depart- ment.


Article 18. To see if the Town will vote to instruct the Selectmen to apoint a wire inspector.

FORESTRY


Article 19. To see what sums of money the Town will vote to raise and appropriate for the suppression of gypsy and brown tail moths, care and planting of trees, and forest fires.


Article 20. To see if the Town will authorize the Selectmen to appoint a committee to investigate the possibility of the Town having a forest.


HEALTH AND SANITATION


Article 21. To see what sums of money the Town will vote to raise and appropriate for the salaries and expenses of the Board of Health, including contagious diseases, vital statistics, inspection of milk, animals, slaughtering, meat and provisions and plumbing, dental clinic and tuberculosis nursing.


Article 22. To see if the Town will vote to raise and appropriate the sum of $3,535.85, being the por- tion of the expense incurred and apportioned by the County Commissioners upon the Town for the care, maintenance and repairs of the Tuberculosis Hospital, in accordance with Chapter 286 of the General Acts of 1916.


Article 23. To see if the Town will accept Chapter 535 of the Acts of 1910, authorizing the construction of a system of sewerage.


Article 24. To see if the Town will accept Chapter 546 of the Acts of 1910, providing for the addition of the Town to the South Metropolitan Sewerage System.


Article 25. To see if the Town will raise and ap- propriate such sums as may be necessary for the con- struction of sewerage and drainage within the Town and authorize the Treasurer, with the approval of the

Selectmen, to borrow all or any part of said sums in accordance with the provisions of any general or spe- cial act, authorizing the Town to borrow for such pur- poses or take any action relative thereto.


HIGHWAYS


Article 26. To see what sums of money the Town will vote to raise and appropriate for the support of the Highway Department, including salaries, repairs of highways, town ways and bridges; also, for repairs and building sidewalks, stone roads, removal of snow, oiling streets, and purchase of equipment for said de- partment.


Article 27. To see what sums of money the Town will vote to raise and appropriate for street lighting.


Article 28. To see what sums of money the Town will vote to raise and appropriate for the building of a sidewalk or sidewalks on Washington Street, in Braintree Highlands, between the Holbrook line and Plymouth Avenue, or take any other action relative to sidewalks on said Street in that section of the Town.


Article 29. To see if the Town will vote to raise and appropriate a sum of money to rebuild and repair Park Avenue, between Standish Avenue and Washington Street.


Article 30. To see if the Town will vote to raise and appropriate a sum of money to rebuild and repair Arbutus Avenue.


Article 31. To see what sums of money the Town will raise and appropriate for the repairing and re- building of Pond Street, from Washington Street to the Noah Torrey School.

Article 32. To see what sums of money the Town will raise and appropriate for the building of a side- walk or sidewalks on Franklin Street, between West and Washington Streets, or take any other action rela- tive to sidewalks on said street.


Article 33. To see what sums of money the Town will vote to raise and appropriate for the construction of a permanent sidewalk in South Braintree Square, between Hobart Block, so-called and Tremont Street, or take any other action relative thereto.


Article 34. To see if the Town will raise and ap- propriate a sum of money to construct, rebuild and repair Standish Avenue to a point 850 feet beyond the end of the present construction.


Article 35. To see what sum of money the Town will vote to raise and appropriate to reconstruct and rebuild Washington Street, from Summer Street to Central Avenue, or take any other action relative thereto.


Article 36. To see what sum of money the Town will vote to raise and appropriate to reconstruct and rebuild Union Street, from Railroad Crossing to Mona- tiquot River Bridge, or take any other action relative thereto.


Article 37. To see if the Town will vote to raise and appropriate a sum of money to construct Grove Street, from Cutting tomb to Weymouth line.


Article 38. To see if the Town will vote to instruct the Selectmen to lay out, as a town way, Standish Avenue, from Arbutus Avenue to Myrtle Avenue.


Article 39. To see if the Town will vote to instruct the Selectmen to lay out, as a town way, Bellevue Road, so-called.

Article 40. To see if the Town will vote to accept as a town way, Azel Road, so-called, as laid out by the Selectmen.


Article 41. To see if the Town will vote to accept as a town way, Columbus Avenue, so-called, as laid out by the Selectmen.


Article 42. To see if the Town will vote to accept as a town way, Brow Avenue, so-called, as laid out by the Selectmen.


Article 43. To see if the Town will vote to accept the laying out of Brow Avenue Extension, so-called, to Tremont Street, as a town way.


Article 44. To see if the Town will vote to accept Georganna Street, so-called, as a town way, as laid out by the Selectmen.


Article 45. To see if the Town will vote to accept Smith Street, and Smith Terrace, as laid out by the Selectmen, and raise and appropriate a sum of money for the same.


Article 46. To see if the Town will vote to raise and appropriate a sum of money for the removal of the Electric Light Department's pole in the center of Union Street, where it joins Washington Street, or take any other action relative thereto.


Article 47. To see if the Town will vote to widen Washington Street from Common Street to Capen's Bridge and raise and appropriate a sum of money for the same.


Article 48. To see what sums of money the Town will raise and appropriate for the widening of River Street Bridge.

Article 49. To see what sums of money the Town will raise and appropriate for the widening of Elm and Adams Streets.


Article 50. To see if the Town will vote to in- struct the Selectmen to lay out as a town way Ells- worth Street, so-called, leading from Mt. Vernon Street, easterly, then turning northerly to West Street.


Article 51. To see if the Town will vote to author- ize its Selectmen to extend and lay out Wyman Road to River Street, or take any other action relative there- to.


Article 52. To see if the Town will vote to accept, as a town way, Common Street from Washington Street to Sunnyside Park, as laid out by the Select- men, and raise and appropriate a sum of money for the same.


Article 53. To see if the Town will vote to accept, as a town way, Thayer Avenue, from Cochato Road, westerly to Oak Street Extension.


Article 54. To see if the Town will vote to accept, as a town way, Hawthorne Road, so-called, as laid out by the Selectmen, from Elm to Cedar Street.


Article 55. To see if the Town will vote to accept, as a town way, Park Street, so-called, as laid out by the Selectmen, from Cedar Street to Hawthorne Road, so-called.


Article 56. To see if the Town will vote to accept, as a town way, Walnut Street and Walnut Street Ex- tension, so-called, as laid out by the Selectmen.


Article 57. To see if the Town will vote to accept, as a town way, the laying-out, as made by the Select- men, of the northerly extension of Oak Street.

Article 58. To see if the Town will vote to instruct the Selectmen to lay out, as a town way, Ellsmore Terrace, so-called (off West Street), and Hill Top Road, so-called.


Article 59. To see if the Town will vote to instruct the Selectmen to lay out, as a town way, May Avenue, so-called.


Article 60. To see if the Town will vote to instruct its Selectmen to lay out as a town way Marshall Street, so-called from Middle Street to Hamilton Street, so- called.


Article 61. To see if the Town will vote to instruct its Selectmen to lay out as a town way Hamilton Street, so-called, from Union Street to Marshall Street, so-called.


Article 62. To see if the Town will vote to instruct its Selectmen to lay out as a town way Miller Street, so-called, from Union Street to Marshall Street.


Article 63. To see if the Town will vote to instruct its Selectmen to lay out as a town way Dobson Road, so-called, from Commercial Street to May Street, so- called.


Article 64. To see if the Town will vote to instruct its Selectmen to lay out, as a town way, Edgemont Road, so-called, from Quincy Avenue to Shaw Street.


Article 65. To see if the Town will vote to instruct its Selectmen to lay out, as a town way, Bickford Road, so-called, from Quincy Avenue to the Nelson Estate.


Article 66. To see if the Town will vote to accept, as a town way, May Street, so-called, as laid out by the Selectmen.

Article 67. To see if the Town will vote to accept, as a town way, Willow Street, so-called, as laid out by the Selectmen.


Article 68. To see if the Town will vote to accept, as a town way, Nelson Street, so-called, as laid out by the Selectmen.


Article 69. To see if the Town will vote to accept, as a town way, Wellington Street, so-called, as laid out by the Selectmen.


Article 70. To see if the Town will vote to accept, as a town way, Vinedale. Road, so-called, as laid out by the Selectmen.


Article 71. To see if the Town will vote to accept, as a town way, Pleasant View Avenue, so-called, as laid out by the Selectmen.


Article 72. To see what sums of money the Town will vote to raise and appropriate for land damages, resulting from the taking by the County Commission- ers, of land on Unionn Street and Adams Street.


Article 73. To see what sums of money the Town will vote to raise and appropriate for widening and straightening out the dangerous curve on Union Street opposite the Cottage Hospital, as laid out by the County Commissioners.


Article 74. To see if the Town will vote to raise and appropriate the sum of $5,000.00 toward improv- ing West Street, between Five Corners and the new Blue Hill River Road, through the Reservation.


Article 75. To see if the Town will vote to raise and appropriate a sum of money to repair and drain Hillside Road.

LIBRARY


Article 76. To see what sums of money the Town will vote to raise and appropriate for the expenses of the Thayer Public Library, for the distribution of books and for the services of a Janitor.


RECREATION


Article 77. To see what sums of money the Town will raise and appropriate to be expended upon Parks, Playgrounds and Public Lands of the Town, under the direction of the Commissioners.


Article 78. To see if the town will vote to raise and appropriate a sum of money to be expended on the Hollis Playground, under the direction of the Park Commissioners.


ELECTRIC LIGHT DEPARTMENT


Article 79. To see if the Town will appropriate from the income of the Electric Light Department the sum of $9,919.90 for the Depreciation Fund; the sum of $300.00 for the salaries of the Municipal Light Board, and the balance, together with the unexpended balance, $3,923.41, of the year 1924, for operating expenses, renewals, repairs and new construction.


WATER DEPARTMENT


Article 80. To see if the Town will vote to ap- propriate from the income of the Water Department, the sum of $300.00 for salaries of the Water Commis- sioners, and the balance for operating expenses, ex- tensions, renewals, repairs, new construction, and ex- penses of said department.


Article 81. To see if the Town will vote to reap- propriate the sum of $9,100.00, appropriated under

Article 79 of the year 1924, for West Street, and au- thorize the expenditure of an additional sum of $3,211.96 for the substitution of an 8 in. pipe in place of a 6 in. pipe.


Article 82. To see if the Town will vote to raise and appropriate the sum of $11,356.00 to continue an 8 in. main on West Street from at or near the proposed ex- tension mentioned in Article 31 to the Great Pond Pumping Station.


Article 83. To see if the Town will vote to raise and appropriate the sum of $8,463.56 to construct a 6 in. main through Peach Street, from Washington Street and about 450 feet on Liberty Street.


Article 84. To see if the Town will vote to raise and appropriate the sum of $1,513.19 to construct a 6 in. main on Harrison Avenue to replace the 1 in. pipe now supplying seven houses.


Article 85. To see if the Town will vote to raise and appropriate the sum of $814.98 to continue the 12 in. main on Union Street, west, from the dead end to a point opposite Marshall Street.


Article 86. To see if the Town will vote to raise and appropriate a sum of money to construct a 6 in. main on the Town property, from Union Street to the Almshouse.


EDUCATION


Article 87. To see what sums of money the Town will vote to raise and appropriate for the support of the Public Schools.


Article 87A. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing new school buildings and for the original equipment and furnishing of same, and to authorize

the Treasurer to borrow any or all said sum, and to appoint a committee to supervise said construction, or take any action relative thereto.


Article 88. To see if the Town will raise and appropriate such sums as may be necessary for the purpose of constructing, furnishing and equipping a new high school building, and authorize the Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums in accordance with the pro- visions of any general or special Act authorizing the Town to borrow for such purposes, or take any action relative thereto.


Article 89. To see if the Town will raise and ap- propriate such sums as may be necessary for the pur- pose of purchasing or taking land in Precinct 1 and construct, furnish and equip a new grade school build- ing thereon, and authorize the treasurer, with the ap- proval of the selectmen, to borrow all or any part of said sums in accordance with provisions of any general or special act authorizing the town to borrow for such purposes or take any action relative thereto.


Article 90. To see if the Town will vote to pur- chase or take land on Arbutus Avenue in Precinct 1 and construct, furnish and equip a new 4-room grade school building thereon, and authorize the treasurer, with the approval of the selectmen, to borrow all or any part of said sums in accordance with provisions of any general or special act authorizing the town to borrow for such purposes or take any other action relative thereto.


ยท Article 91. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring land for a new school building, or buildings, to authorize the treasurer, with the approval of the selectmen, to borrow therefor, or to take any action relative thereto.

CEMETERY


Article 92. To see if the Town will vote to raise and appropriate a sum of money to be expended on the Plain Street Cemetery and for the services of a superintendent.


INTEREST-MUNICIPAL INDEBTEDNEESS


Article 93. To see if the Town will vote to raise and appropriate such sums of money as may be neces- sary for the payments due on the Municipal Indebt- edness and for the payment of interest on Town debt and on loans in anticipation of revenue.


UNCLASSIFIED-MISCELLANEOUS


Article 94. To see what sums of money the Town will vote to raise and appropriate for miscellaneous expenses.


Article 95. To see if the Town will accept the legacies and provisions in the will of Norton E. Hollis, deceased, late of said Town, made for the benefit of said Town and its Schools, Parks, Playgrounds and Public Library.


Article 96. To see if the Town will vote to raise and appropriate a sum of money to assist Post 87, G. A. R .; Braintree Post 86, American Legion, and . Veterans of Foreign Wars, Lennon-Murray Post, in de- fraying expenses of Memorial Day.


Article 97. To see if the Town will vote to raise and appropriate a sum of money for the insurance under the Employees' Compensation Act.


Article 98. To see what sums of money the Town will raise and appropriate to pay premiums on insur- ance policies of fire and liability.

Article 99. To see if the Town will vote to raise- and appropriate a sum of money for engineering.


Article 100. To see what sums of money the Town will vote to raise and appropriate for land damages resulting from taking of any land for highway pur -. poses.


Article 101. To see what sums of money the Town will raise and appropriate for suitable signs and signals.


Article 102. To see what action the Town will take under Article XLVIII of the amendments to the. constitution covering the proper initative, namely II, Section 3, for "An act to permit certain sports and. games on the Lord's day."


Article 103. To see if the Town will authorize- and instruct the Selectmen to lay out and establish a public landing place on the water-front of the play -- ground in Precinct 3.


Article 104. To see if the Town will direct the - Selectmen to again lease the Legion Building, so called, to Post 86, A. L., and raise and appropriate a sum of- money for repairs to said building.


Article 105. To see what sums of money the Town. will vote to raise and appropriate for widening, re -- pairing and building Shaw Street Bridge.


Article 106. To see if the Town will vote to accept. the provisions of section 77, chapter 32 of the General Laws of Mass., which provides in paragraph (B) that, "laborer" shall include foremen, inspectors, mechanics, . draw-tenders, assistant draw-tenders and store-keep -. ers, but that no such person shall receive a pension of more than four hundred ($400.00) dollars per year ._

Article 107. To see if the Town will vote to instruct its Selectmen to lay out, as a town way, Waldron Road, so-called, running in a westerly direction from Washington Street.


Article 108. To see if the Town will vote to in- struct its Selectmen to lay out, as a town way, Hill View Road, so-called, running in a westerly direction from Washington Street.


Article 109. To see if the Town will vote to raise and appropriate a sum of money in accordance with Chapter 654 of the Acts of 1913, as a Reserve Fund.


You are directed to serve this warrant by posting attested copies thereof in nine public places in said Town of Braintree, three in each Precinct, seven days at least before said second day of March, 1925, and by publishing the same once in the Braintree Observer.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk before the 2nd day of March, 1925.


Given under our hands at Braintree, this 2nd day of February, in the year of our Lord, one thousand nine hundred and twenty-five.
