Report of the Town Clerk


WARRANT FOR ANNUAL TOWN MEETING


February 7, 1928.


Norfolk, ss. To either of the Constables of the Town of Braintree.


Greeting :


In the name of the Commonwealth of Massachu- setts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein to meet at the polling places in their respective Precincts, to wit:


Polling place in Precinct 1, Town Hall.


Polling place in Precinct 2, Legion Building, Hol- lis Avenue.


Polling place in Precinct 3, Hose House, Allen Street.


On Monday, the fifth day of March, 1928, at five forty-five o'clock in the forenoon, then and there to bring in to the wardens of their respective Precincts their votes on the official ballot for a Moderator, Town Clerk, a Town Treasurer, three Selectmen, one member of the Board of Assessors for a term of three years, three members of the Board of Public Welfare, three Highway Surveyors, three Auditors, a Tax Collector, a Tree Warden, two Members of the School Committee, for a term of three years, one Member of the Board of

Health for a term of three years, one Water Commis- sioner and Commissioner of Sinking Funds for a term of three years, one member of the Municipal Lighting Board for a term of three years, five members of the Planning Board for a term of one year, and fifteen Con- stables and 1 Park Commissioner for a term of 3 years.


The polls will be opened at five forty-five o'clock in the forenoon and will be closed at three o'clock in the afternoon.


You are further directed to notify and warn the said inhabitants qualified to vote as aforesaid to meet at the Town Hall in said Braintree on Monday, the twelfth day of March, 1929, at seven forty-five o'clock in the evening, then and there to act on the following articles, namely :


Article 1. To choose all Town Officers, except those elected by ballot.


Article 2. To see if the Town will vote to author- ize the Treasurer, with the approval of the Selectmen to borrow money in anticipation of the revenue of the current financial year.


Article 3. To see if the Town will hold its Treas- urer harmless on his bond for any loss which may arise from the failure of any National Bank or Trust Com- pany in which the funds of the Town may be on de- posit, said Bank or Trust Company being designated by the Selectmen.


Article 4. To see if the Town will hold its Tax Collector harmless on his bond from any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being desig- nated by the Selectmen.

Article 5. To hear and act upon the report of the several boards of Town Officers, and any com- mittee, and to choose any committee the Town may think proper.


GENERAL GOVERNMENT


Article 6. To see what sums of money the Town will vote to raise and appropriate for salaries of the Town Officers and the expense of the several depart- ments, including the Town Counsel, the bond of the Town Treasurer and the bond of the Tax Collector.


Article 6.A. To see if the Town will vote to raise and appropriate a sum of money for continuation of the Block Plan System for the Assessors' Department.


Article 7. To see what sums of money the Town will vote to raise and appropriate for the expenses of Registration and Elections.


TOWN HALL


Article 8. To see what sums of money the Town will vote to raise and appropriate for the support and maintenance of the Town Hall and for services, sala- ries, and pensions of janitors.


CHARITIES


Article 99. To see what sums of money the Town will vote to raise and appropriate for the support of the poor, maintenance and repairs of the Braintree In- firmary, the salaries of the superintendent and matron thereof, the salary of the Visitor, salaries of the Board of Public Welfare, and the purchase of equipment for the Welfare Department.


Article 10. To see if the Town will vote to raise and appropriate a sum of money to be expended under Chapter 118 of the General Laws.

SOLDIER'S BENEFITS


Article 11. To see what sums of money the Town: will vote to raise and appropriate for the payment of" State Aid, Military Aid, Soldiers' Burials, and Soldiers"" Relief.


POLICE DEPARTMENT


Article 12. To see what sums of money the Town, will vote to raise and appropriate for the salaries, pen- sions and expenses of its Police Department, and for . the necessary expenses required for the enforcement of the Law, including, to wit, expenses, and the pur -. chase of equipment for said department.


Article 12A. To see if the Town will vote to raise and appropriate a sum of money to purchase at once 30 riot guns, 30 cartridge belts and 100 rounds of ammunition for each gun. This equipment to be em -- ergency equipment in charge of the Chief of Police and used under his direction or of the Board of Select -. men.


FIRE DEPARTMENT


Article 13. To see what sums of money the Town: will vote to raise and appropriate for the support and maintenance of the Fire Department, for the purchase of new apparatus or equipment therefor, and for. hydant service.


Article 14. To see what sums of money of Town will vote to raise and appropriate for the maintenance- of the Fire Alarm System, and for the purchase and installation of the new fire alarm boxes.


INSPECTION


Article 15. To see what sums of money the Town

·will votetto raise and appropriate for the Sealing of Weights and Measures.


Article 16. To see what sums of money the Town "will vote to raise and appropriate for the salary of the Inspector of Buildings and expenses of his department.


Article. 17. To see what sums of money the Town will vote to raise and appropriate for the salary of the Inspector of Wires, and for the expenses of his de- .partment.


FORESTRY


Article 18. To see what sums of money the Town will vote to raise and appropriate for the suppression of gypsy and brown tail moths, care and planting of trees, and forest fires.


Article 19. To see if the Town will authorize the Selectmen to appoint a committee to investigate the possibility of the Town having a forest.


Article 20. To see if the Town will vote to raise and appropriate the sum of $200.00 to pay for its : share of the expenses of erecting the Fire Observation Tower on Turkey Hill in Holbrook.


HEALTH AND SANITATION


Article 21. To see what sums of money the Town will vote to raise and appropriate for the salaries and · expenses of the Board of Health, including contagious · diseases, vital statistics, inspection of milk, animals, ·slaughtering, meat and provisions and plumbing, den- tal clinic, and tuberculosis nursing, the collection of garbage and the collection of ashes.


Article 22. To see if the Town will vote to raise ¿and appropriate the sum of $4,963.72, being the por-

tion of the expense incurred and apportioned by the: County Commissioners upon the Town for the care, maintenance and repairs of the Tuberculosis Hospital, in accordance with Chapter 286 of the General Acts of 1916.


Article 23. To see if the Town will accept Chap- ter 535 of the Acts of 1910, authorizing the construc- tion of a system of sewerage.


Article 24. To see if the Town will accept Chap- ter 546 of the Acts of 1910, providing før the addition of the Town to the South Metropolitan Sewerage: System.


Article 25. To see if the Town will raise and appropriate such sums as may be necessary for the construction of sewerage and drainage within the Town and authorize the Treasurer, with the approval. of the Selectmen, to borrow all or any part of said sums in accordance with the provisions of any general. or special act, authorizing the Town to borrow for such. purpose or take any action relative thereto.


HIGHWAYS


Article 26. To see what sums of money the Town will vote to raise and appropriate for the support of the Highway Department, including salaries, repairs of highways, town ways and bridges; also, for repairs: and building sidewalks, stone roads, removal of snow, oiling streets, and purchase of equipment for said department.


Article 27. To see what sums of money the Town will vote to raise and appropriate for street lighting.


Article 28. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild.

Washington Street from Hollis Avenue to West Street, and authorize the Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums in accordance with the provisions of law, authorizing the Town to borrow for such purposes, or take any action relative thereto.


Article 29. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Plain, Grove and Columbian Streets, from Cart Bridge, so called, to the Weymouth Line, and authorize the "Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums in accordance with the provisions of law, authorizing the Town to borrow for such purposes, or take any action relative thereto.


Article 30. To see what sums of money the Town will vote to raise and appropriate for the repairing and rebuilding of Pond Street from Farm River, so called, to King Hill Road.


Article 31. To see what sums of money the Town · will vote to raise and appropriate to repair and rebuild Columbus Avenue.


Article 32. To see what sums of money the Town will vote to raise and appropriate to rebuild Peach Street.


Article 33. To see what sums of money the Town will vote to raise and appropriate to construct a side- walk at the corner of Washington and Pond Streets, or take any action relative thereto.


Article 34. To see what sums of money the Town will vote to raise and appropriate for the construction of a sidewalk on Washington and Cedar Streets, run- ning from the corner of Hawthorn Road on Washing- ton Street to Cedar Street and thence on Cedar Street to Elm Street.

Article 35. To see what sums of money the Town: will vote to raise and appropriate for the construction. of a drain on West Street, from. Mt. Vernon Street to. Ash Street.


Article 36. To see if the Town will vote to raise- and appropriate a sum of money for drainage on: Sterling Street.


Article 37. To see if the Town will vote to raise. and appropriate a sum of money for drainage on Shaw Street.


Article 38. To see if the Town. will vote to raise. and appropriate a sum of money for drainage on Com -- mercial Street.


Article 39. To see if the Town will vote to raise: and appropriate a sum of money for drainage on Storrs Avenue.


Article 40. To see if the Town will vote to aban -- don a strip of land running easterly from Middle Street to Union Street, approximately 1500 feet long, adjoin- ing property of Sydney H. Perrow, and formerly used as a town way.


Article 41. To see if the Town will. vote to accept as a town way, Ellsworth Street, so, called, leading from Mt. Vernon Street, easterly, then turning norther- ly to West Street, as laid out by Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessment: of betterments, or" otherwise.


: Article 42. To see if the Town will vote to accept as a town way, Common Street; so called, from Washington Street to Sunnyside Park, as; laid out by

"the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be ex- pended under the provisions of law authorizing the as- , sessment of betterments, or otherwise.


Article 43. To see if the Town will vote to accept as a town way, Gardner Terrace, so called, leading westerly from Washington Street, as laid out by the . Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under .the provisions of law authorizing the assessment of betterments, or otherwise.


Article 44. To see if the Town will vote to accept . as a town way, Walnut Street Extension, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 45. To see what sums of money the Town will vote to raise and appropriate for the repairing and rebuilding of Park Avenue, from the westerly side of Putnam Avenue, at grade, or take any action relative thereto.


Article 46. To see what sums of money the Town will vote to raise and appropriate for the repairing and rebuilding of Arbutus Avenue, from Standish Avenue to Washington Street, or take any action relative thereto.


Article 47. To see if the Town will vote to accept as a town way, Bellevue Avenue, from Washington Street to Phillips Road, as laid out by the Selectmen, and raise and appropriate a sum of money for the im- provement of said way, to be expended under the pro- visions of law authorizing the assessment of better- ments, or otherwise.

Article 48. To see if the Town will vote to accept as a town way, Brow Avenue, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 49. To see what sums of money the Town will vote to raise and appropriate for the repairing and rebuilding of Standish Avenue, so called, from Arbutus Avenue in a southerly direction, a distance of 500 feet, or take any action relative thereto.


Article 50. To see if the Town will vote to in- struct the Selectmen to take by eminent domain for highway purposes, land on Plain Street, between the N. Y. N. H. & H. R. R. Co., Bridge and Liberty Street, or take any other action relative thereto.


Article 51. To see if the Town will vote to accept. as a town way, Pleasant View Avenue, so called, as laid out by the Selectmen, from Quincy Avenue to the water front and make an appropriation of a sum of money to resurface the said way, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 52. To see if the Town will vote to accept as a town way, Inglewood Street, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be ex- pended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 53. To see if the Town will vote to accept as a town way, the northerly Extension of Oak Street, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvements of said way to be

expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 54. To see if the Town will vote to accept as a town way, Ellsmore Terrace, so called, off West Street, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way to be expended under the provisions of law authorizing the assessment of betterments, or other -- wise.


Article 55. To see if the Town will vote to accept as a town way, Hilltop Road, so called, off West Street, as laid out by the Selectmen, and raise and appropriate a sum of money for the betterment of said way to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 56. To see if the Town will vote to accept. as a town way, Marshall Street, so called, or any part. thereof, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way to be expended under the provisions of law authorizing the assessments of betterments, or other- wise.


Article 57. To see if the Town will vote to accept as a town way, Miller Street, so called, or any part thereof, as laid out by the Selectmen, and raise and appropripate a sum of money for the improvement of said way to be expended under the provisions of law authorizing the assessment of betterments, or other- wise.


Article 58. To see if the Town will vote to accept as a town way, Drinkwater Avenue, so called, 450 feet from Elm Street, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement

of said way, to be expended under the provisions of law authorizing the assessments of betterments, or other- wise.


Article 59. To see if the Town will vote to accept as a town way, Devon Road, so called, leading easterly and southerly from Drinkwater Avenue, 500 feet, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessments of betterments, or otherwise.


Article 60. To see if the Town will vote to accept as a town way, Thompson Road, so called, as laid out by the Board of Survey.


Article 61. To see if the Town will vote to raise and appropriate a sum of money to repair sidewalks on Tremont, Pearl and Taylor Streets, or take any other action relative to same.


Article 62. To see what sum or sums of money the Town will vote to raise and appropriate for the taking of land and settling damages; also, for making the proposed widening on the easterly side of Wash- ington Street from Webster Road, just north of the Hollis School to Wynot Road just north of the High School : All in accordance with plan and layout made and approved by the County Commissioners, or take any action relative thereto.


Article 63. To see if the Town will vote to accept as a town way, Hillview Road, so called, running west- erly from Washington Street, as laid out by the Se- lectmen, and raise and appropriate a sum of money for the improvement of said Hillview Road, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.

To see if the Town will vote to accept as a town way, Brow Avenue Extension, so called, as laid out by the Selectmen, and raise and appropri- ate a sum of money for the improvement of said way to be expended under the provisions of law authoriz- ing the assessment of betterments, or otherwise.

To see if the Town will vote to accept : as a town way, Primrose Street, so called, (off Arbor- way Drive) to Audubon Road, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be ex- pended under the provisions of law authorizing the as- . sessment of betterments, or otherwise.


Article 76. To see if the Town will vote to accept . as a town way, Audubon Road, so called, from Arthur .. Street to Vinedale Road, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 77. To see if the Town will vote to accept as a town way, Trefton Drive, so called, from Quincy Avenue to Vinedale Road, so called, as laid out by the „ Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 78. To see if the Town will vote to accept as a town way, Ferncroft Road, so called, from Glen- rose Avenue, so called, to Arborway Drive, so called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.


Article 79. To see if the Town will vote to accept as a town way, Oakland Road, so called, from Cotton Avenue, so called, to Quincy Avenue, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way, to be expended under the provisions of law authorizing the assessment of betterments, or otherwise.

Article 80. To see if the Town will vote to accept: as a town way, Wilmarth Road, so called, running northerly approximately 137 feet from the present ac -. cepted portion, as laid out by the Board of Survey.


Article 81. To see if the Town will vote to auth- orize the Selectmen to lay out a town way connecting Washington Street at or near Storrs Square with Gran- its Street.


Article 82. To see what sums of money the Town will vote to raise and appropriate for the repairing and rebuilding of Plymouth Avenue, so called, from Washington Street to Arbutus Avenue, or take any ac- tion relative thereto.


Article 83. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Adams Street from Bridge to Bridge.


Article 84. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Elm Street from the Railroad to Charles Street.


Article 85. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Elm Street from Cedar Street to Adams Street.


Article 86. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Hollis Avenue from Ash to Oak Streets.


Article 87. To see what sums of money the Town will vote to raise and appropriate to repair and rebuild Hollingsworth Avenue.


Article 88. To see what sums of money the Town will vote to raise and appropriate to construct a side -: walk on Elm Street from Railroad to Charles Street.
