Light Board; the sum of $10,600.00 for Bonds and In- terest; and the balance together with the unexpended balance of $15,774.01 of the year 1927 for operating" expenses, renewals, repairs and new construction.


WATER DEPARTMENT


Article 107. To see if the Town will vote to ap- propriate from the income of the Water Department the sum of $300.00 for salaries of the Water Commis- sioners; the sum of $6,800.00 for Bonds and Interest; and the balance for operating expenses, extensions, re- newals, repairs, new construction, and expenses of said department.


Article 108. To see if the Town will vote to raise and appropriate a sum of money for the extension of the water mains on Grove Street, from Plain Street to Columbian Street, or take any action relative thereto.

EDUCATION


Article 109. To see what sums of money the "Town will vote to raise and appropriate for the sup- port of the Public Schools.


Article 110. To see what . sums of money the Town will vote to raise and appropriate for the pur- chase or taking by eminent domain of land for school purposes as recommended by the Sites Committee.


Article 111. To see if the Town will vote to au- thorize and instruct the Selectmen to sell at auction or private sale the one-room portable school building and the two-room portable school building located in the rear of the Noah Torrey School, or take any action relative thereto.


Article 112. To see if the Town will raise and appropriate such sums of money as may be necessary for the purpose of constructing, furnishing, and equip- ping an addition to the Abraham Lincoln School, and authorize the Treasurer with the approval of the Se- lectmen, to borrow all or any part of said sums in ac- cordance with the provisions of any General or Special Act authorizing the Town to borrow for such purposes, or to take any action relative thereto.


Article 113. To see if the Town will raise and .appropriate such sums of money as may be necessary for the purpose of constructing, furnishing, and equip- ping a grade school building in that part of South Braintree known as Braintree Highlands, and authorize the Treasurer with the approval of the Selectmen, to borrow all or any part of said sums in accordance with the provisions of any General or Special Act authoriz- ing the Town to borrow for such purposes, or to take any action relative thereto.

Article 114. To see if the town will vote to re- scind so much of the vote under Article 102 of the An- nual Town Meeting of 1927 as pertained to the taking- by eminent domain of the land in East Braintree ad- joining the Thomas Watson School.


CEMETERY


Article 115. To see if the Town will vote to raise and appropriate a sum of money for the care and pro- tection of the Plain Street. Cemetery and for the laying" out and grading of lots in said cemetery.


Article 116. To see what sums of money the Town will vote to raise and appropriate for the salary of a superintendent of the Plain Street Cemetery.


Article 117. To see if the Town will vote to ac- cept the bequest of $100.00 provided for in the will of the late Mrs. Hannah R. Hollis for the care of a lot in the Elm Street Cemetery.

PLANNING BOARD


Article 134. To see if the Town will vote to accept the report of the Zoning Committee, appointed in accordance with the vote of the Town under Article 109 of the Annual Town Meeting of 1926, and adopt the Zoning by-laws as recommended in said report, or take any action with reference thereto.


Article 135. To see what sums of money the Town will vote to raise and appropriate for the ex- penses of the Planning Board in the preparation of a comprehensive town plan, and for the general expenses of the Planning Board.


Article 136. To see if the Town will vote to amend Section 2, Article VII of the Town By-Laws for the purpose of changing the length of term of office of members of the Planning Board, so that the members of said Board shall hold office for a term of three years and in such a manner that the terms of not more than two members shall expire in any one year.

Article 137. To see if the Town will vote to raise and appropriate a sum of money for Engineering.


Article 138. To see what sums of money, in ad- dition to that appropriated under any other article, the Town will vote to raise and appropriate for Land Dam- ages resulting from taking of any land for highway purposes.


Article 139. To see what action the Town will take under Article XLVIII of the amendments to the constitution covering the proper initiative, namely II, Section 3, for "An Act to permit certain sports and games on the Lord's Day."

Article 140. To see if the Town will vote to in- struct the Selectmen to discontinue publishing in the. Town Report, the Warrant for the Town Meeting for the following year, and to receive articles for insertion. in the Warrant for any Annual Town Meeting up to, and including 14 days prior to the date fixed for said Annual Town Meeting.


Article 141 .. To see what sums of money the Henderson, a call fireman in the Braintree Fire Depart- Town will vote to raise and appropriate for Samuel A. ment, for loss of services due to an injury received in the performance of his duty.


Article 142. To see if the Town will vote to in- struct its Selectmen to provide suitable Parking and Traffic Regulations for the highways of the Town.


Article 143. To see if the Town will adopt the following as a by-law, viz :- Authority is hereby grant- ed, so far as the Town can legally do so, to the present. and each succeeding Board of Selectmen when duly elected and qualified, to make such rules and regula- tions from time to time as they may deem best for the control and use of any and all animals, and any and all. motor vehicles, and all other kinds of vehicles, in and upon any and all streets and ways within the Town limits, with penalties for violations of such rules and. regulations, or of them.


Article 144. To see if the Town will vote to elect its Selectmen, Board of Public Welfare, and Highway Surveyors, for a term of three years, under the pro- visions of Section 1, Chapter 41 of the General Laws.


Article 145. To see if the Town will vote to choose a committee to take all necessary preliminary steps so that the limited Town Meeting form of gov-

«ernment may be placed before the citizens of the Town «of Braintree for adoption, or take any other action relative thereto.


Article 146. To see if the Town will vote to ac- cept as a town .way, Storrs Avenue, running in a wester- ly direction 400 feet from Cochato Road, as laid out by the Selectmen in 1922.


Article 147. To see if the Town will vote to :amend the Town By-Laws by adding the following .articles, as follows :


The following specifications are required of de- velopers who build streets which they desire to have . approved by the Board of Survey.


Section 1. Removal of all sub-soil for the full length and width of the street and to a depth of at least 6 inches, and more if necessary requires, none of ·which shall be used as filling. All cuts, fills, lines and : grades, shallbe complied with according to the plans . approved by and as directed by the Board of Survey. "The owner shall notify the Superintendent of Highways previous to beginning work.


Section 2. The necessary drainage to take care · of surface water, size of pipes and catch basins are to ibe determined bytthe Superintendent of Highways, also "the neccessary depth for said pipes shall be determined iby him.


Section 3. All tree stumps and stones over six inches in diameter, and weak spots, such as clay, sand pockets or any other materials which have a tendency :to weaken the sub-grade, shall be removed to a depth «of at least 1 foot (12 inches). The sub-grade shall be ifilled in with a first class coarse gravel to a depth of -six inches below the finished grade.

Section 4. The finished grade on said streets shall be built of six inches of good binding gravel, and rolled under water, leaving a good, hard surface, after rolling with steam roller of at least 10,000 lbs.


Section 5. SIDEWALKS: Sidewalks shall con- sist of 12 inches in depth and full width of binding gravel, of which the finished grade shall be three inches above the finished center line of the street, and shall be seven feet wide from gutter line to building line. No stones more than 1/2 inch shall be left in the finished grade after raking and rolling by roller of at least 500 Ibs. in weight.


Article 148. To see if the Town will vote to raise and appropriate a sum of money in accordance with Chapter 40, Section 6, of the General Laws, as a Re- .serve Fund.


You are directed to serve this warrant by posting true and attested copies thereof in three public places in each voting Precinct in said Town of Braintree, ten days at least before said fifth day of March, 1928, and by publishing the same once each week for two succes- sive weeks in The Braintree Observer, the first publica- tion to be at least eight days before said meeting.


Hereof, fail not, and make due return of this war- rant with your doings thereon, to the Town Clerk be- fore said meeting.

Pursuant to the foregoing warrant, at a legal meeting the inhabitants of Precinct 1, of the Town of Braintree, qualified to vote at elections, met in the Town Hall, in said Braintree, on Monday, the fifth day of March, 1928, at five o'clock in the forenoon, and the inhabitants of Precinct 2, of said Town of Braintree, qualified to vote in elections, met in Legion Building, Hollis Avenue, and the inhabitants of the Town of Braintree, qualified to vote in elections, met in Hose House, Allen Street, in said Town of Braintree, at the same hour and date, to bring in their votes for the of- ficers as called for in said warrant.


The meeting in Precinct One was called to order by J. Frank Lane, Warden of said Precinct, who acted as presiding officer. He was assisted by the following election officers: Dudley P. Howland, H. Parker Ho- bart, G. Dallas Willis, Charles P. Morse, Stanley R. Sylvester, Walter B. Robbins, James M. Cutting, Frank M. O'Rourke, Michael P. Novelline, Thomas Slavin, Harry S. Snow, John Gallivan.


The meeting in Precinct Two was called to order by George Arnold, Warden of said Precinct, who acted as presiding officer. He was assisted by the follow- ing election officers: Virgie M. Sears, Alice Kirby, Harold Pratt, Francis Mahar, Edward Gogan, John Drinkwater, Justin W. Schrader, Joseph Sullivan, John Mahar, Frank Mischler, Clarence Bestick, Frank McGrann, Norris Pinault, Charles Hill.

The meeting in Precinct Three was called to order - by Winfred G. Waite, Warden of said Precinct, who acted as presiding officer. He was assisted by the fol- lowing election officers: Thomas F. Cassidy, William J. Quinlan, Irving Bates, Preston P. McDonald, John Riley, John A. Ryan, Walter C. Briggs, Robert J. Don- nelly, Howard W. Honeus, Thomas F. Mulligan; Rus- sel L. Boutin, William D. Levangie, Charles D. Sheehy, Augustus T. Wentworth.


The meetings in each Precinct were conducted in like manner and in accordance with the law. The ballot boxes in the three different precincts were in- spected and found to be empty and the registers set at zero (0), and the keys of the ballot box in Precinct 1 were placed in charge of Thomas Slavin, Constable of said Precinct 1, and the keys of ballot box in Precinct 2 were placed in charge of Clarence R. Bestick, Con- stable of said Precinct 2, and the keys of ballot box in Precinct 3 were placed in charge of Augustus T. Went- worth, Constable of said Precinct 3.

The Annual Town Meeting was called to order at: 7:45 P. M., by the Moderator, William F. Rogers.


Article 1. Voted to' elect three Measurers of Wood and Weighers of Hay.


Charles G. Sheppard, Wilford P .. Woodsum and. Fred W. Piercy elected.


Voted to elect three Measurers of Lumber.


Herbert W. Borden, Charles O. Miller and Shelley. A. Neal elected.


Voted to instruct the Selectmen to appoint one. Pound Keeper, three Field Drivers and three Fence. Viewers.


Article 2. Voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is auth- orized to borrow money from time to time in anticipa- tion of the revenue of the financial year beginning" January 1, 1928, and to issue a note or notes therefor- payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of said. financial year.

Article 3. Voted that the Town Treasurer be, ¿and is hereby made custodian of all moneys of the sev- eral Departments of the Town; the Board of Water Commissioners are hereby instructed to elect the Town Treasurer treasurer of the Water Department; the Municipal Lighting Board are hereby instructed to elect the Town Treasurer treasurer of the Municipal Lighting Board; the Selectmen are hereby instructed to require from the Treasurer such a bond as in their judgment is necessary for the safety of such moneys; that the Treasurer be held harmless on his bond from any loss caused by the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit with the approval of the Selectmen.
