Continued growth marked the 306th year of the Town of Chelmsford. The expansion of residential communities, increased population, added service requirements, industrial development, expansion of church facili- ties, continued growth of our schools, stores, restaurants and highways all indicate a healthy and prospering community.


During the past year, 647 building permits were issued. Nearly 500 of these were for single-family houses which builders valued at almost $9,000,000. New businesses located in town during 1961. Virtually every church in Chelmsford has either expanded its facilities, erected new churches or plan to do so in the immediate future. Shopping centers were established and older ones were expanded.


While the so-called population explosion obviously requires greater services in the school, police, fire, highway and all related functions, it does signify an expression of confidence and faith in Chelmsford.


Community growth is always accompanied by problems; some solved by capital expenditures and others by careful and conscientious study.


The rapid population expansion, for example, has placed a burden on the office of Selectmen. Questions may be raised as to the propriety and efficiency of our open Town Meeting. Doubts may be expressed as to the sagacity of decisions reached in meetings of 1200-1400 people. The

effectiveness and attention of part-time officials in the Selectman's position may be subject to criticism.


The present Board of Selectmen enthusiastically welcomes a review of our method of government. It is not sufficient to mark time while the world progresses. Neither is it wise to assume a change is advantageous unless an exhaustive and impartial study is made of our entire local governmental structure.


We are convinced that no other system provides as great a voter prerogative as our present Town Meeting. We also believe that the present construction of the Board of Selectmen is sound and representa- tive. We do not, however, maintain that such a form of government guarantees efficient operation without change as the Town continues to grow. A study of our governmental structure is a sound and progressive undertaking.


Chelmsford has experienced some serious traffic problems in recent years. One of the most serious, the Vinal Square bottleneck, was broken with the opening of the new Route #3 to the Tyngsboro line. Fortunately the dispersal of the through traffic over the new highway has not ad- versely affected the business areas of the more heavily congested former route.


An easy solution to a somewhat similar situation in the Center has not appeared. A traffic study committee has been created to thoroughly analyze our problems and possible solution to this traffic bottleneck.


Obviously, the opening of new Route #495 (relocated Route #110) has had a minor effect on this situation. As additional segments of this highway are opened, we confidently expect further through-traffic relief. We also look forward to increased industrial growth created by the same highway and have therefore accepted the premise that our Center traffic problem will not be solved by this highway program which necessitated the formation of this committee.


Our report in recent years has referred to the erection of offices or enclosures in the upper Town Hall. In 1961 the old stage was removed and two offices were erected in this area.


The upper hall now serves the Welfare Department, Selectmen, Plan- ning Board, Board of Appeals, Finance Committee, Personnel Board, Industrial Development Commission, Building Inspector, Gas Inspector and general hearings of these various boards. Some have seasonal responsibilities and others have schedules so arranged as to minimize the conflict of activity in the hall.


The lower hall is filled beyond the point of expansion even though recent years have seen the construction of the police office, moving of the Selectmen's office and renovating of the Assessor's Office. The facilities in the ground floor are also extended fully with the Health Department,

Sanitarian, Water District, Veterans' Agent as well as vault space occu- pying this area.


Although antiquated facilities do not enhance the efficiency of the Town's administration, it is impractical to advocate changes for this reason alone. It does appear, however, that major repairs to the heating system, a serious vault storage or vault construction problem, and major hall maintenance requirements are sufficient to warrant some considera- tion of future municipal building needs.


We have referred to the possible purchase of property between the present hall and the Center fire station for the location of a future ad- ministration building for the Town. Conceivably, a better location might be opposite the new high school, or elsewhere in Town.


We believe that the time is at hand for a committee to be established to study the needs for a municipal administration building, possible sites, and relative costs of such structures as might be considered essential to the future progress of our Town.


Recent years have seen the construction of a 1200-pupil high school, two elementary schools, and a third one is under construction. Considera- tion must be given to the expansion of the high school facilities which will soon be overcrowded.


Our police department has been growing through the years. A fourth police cruiser is being requested for the future. Obviously, the increased residential areas and highway mileage requires greater coverage by this department.


As indicated in last year's report, the waste collection in our growing Town has reached such proportions that three waste compressor trucks are used full-time to serve our needs. A new truck is needed in 1962 to replace aging equipment.


While it is recognized that increased services of any nature have a direct relationship to the tax burden of the Town, we are convinced that this constitutes the price of keeping Chelmsford a good place in which to live. It has been the aim of public officials to maintain as economical administration of Town affairs as possible. This must not be accom- plished at the expense of lowering our operational standards.


Except for an abbreviated summer schedule, the Selectmen meet every Monday evening. Our meetings are open to the public. Although we are fully cognizant of our inability to please everyone, we have tried to serve you faithfully. We are grateful to many private citizens as well as public servants in local government who have cooperated with us in many activities of the past year.

TOWN CLERK Charlotte P. De Wolf


The Town Clerk is the Record Keeper of the Town. She records the action of each Town Meeting. The General Laws require that she make a record of each notice of a definitive plan presented to her by a devel- oper. The Planning Board is required to notify her of their action on various plans presented to them. The Appeal Board must notify her of their action taken on various appeals heard by them. She is responsible for the conduct of all elections once the Polls are open and she must make final tally of all elections.


She issues marriage, hunting, fishing and dog licenses as well as birth, marriage and death certificates. For all of these licenses, the Clerk collects a fee. The fees are turned over to the Town Treasury once a month.


The Town Clerk issues registrations of all Gasoline Storage Licenses.


She also acts as Clerk of the Board of Registrars and Clerk for the Cemetery Commissioners. All Cemetery Records are in the custody of the Town Clerk who issues new deeds and bills lot owners for the Annual Care each year.


The Town Clerk's Office is open from 8:30 A.M. to 5 P.M. Monday through Friday and Monday evening from 7 P.M. to 8 P.M. for your convenience.

ANNUAL TOWN REPORT


ANNUAL BUSINESS MEETING March 13, 1961


The meeting was called to order by the Moderator, Daniel J. Cough- line, Jr. at 7:40 P.M., who announced that a Quorum was present, more than the prescribed two hundred.


Town Clerk, Charlotte P. DeWolf, began reading the Warrant, was interrupted by Selectman, Raymond J. Greenwood, who moved reading of the Warrant be waived.


ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.


UNDER ARTICLE 1:


The Moderator called for reports of Committees.


Cristy Pettee reported for the School Needs Committee, announcing the near completion of the addition to the North School and that bids are out for the Boston Road School.


Thomas A. Molloy, Jr. reported for the Recreation Sites Committee and requested discharge of the committee, which was so voted.


Albert E. Walker read the report of the Industrial Commission, which had been omitted from the Annual Town Report by error.


Raymond J. Greenwood moved that John W. Dixon be elected a member of the Varney Playground Commission.


ARTICLE 2. To see if the Town will vote to amend the Personnel, Wage and Salary Administration By-Law by striking therefrom the present Section 7 and substituting therefor the following Sections:
