UNDER ARTICLE 2:


Mr. Boyd moved that the town vote to amend the Personnel Wage and Salary Administration By-Law by striking therefrom the present Section 7 and substituting therefor the following Section:


7. Classification of New Employees:

Mr. Boyd moved that the Town vote to amend the Personnel, Wage and Salary Administration By-Law by striking therefrom the present Section 24 and substituting therefor the wording contained on pages 6 and 7, of the report and recommendations of the Personnel Board, for the 1961 Annual Town Meeting.


Mr. Edward Marshall moved that Article 5 be amended by the Finance Committee's proposals for Section 24 found on pages 8 and 9 of the Finance Committee report.


After considerable discussion, Mr. Marshall's amendment was de- feated by a hand vote, 135 voted in affirmative, 329 voted in negative.


The original motion of Mr. Boyd was voted with two amendments as follows:

Moderator, Daniel J. Coughlin, Jr., called meeting to order at 7:45 P.M. He called a quorum present and proceeded with Article 7 of the Warrant for the annual Town Meeting of 1961.

To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary; or act in relation thereto.


UNDER ARTICLE 7:

It was so voted.


ARTICLE 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in the year 1962 in an- ticipation of revenue of the year 1962; or act in relation thereto.


UNDER ARTICLE 8:


Mr. Walter R. Wilkins, Jr., moved that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money in the year 1962 in anticipation of revenue of the year 1962. It was so voted.


ARTICLE 9. To see if the Town will vote to raise and appropriate a sufficient sum of money with which to meet bills for previous years; or act in relation thereto.


UNDER ARTICLE 9:


Mr. Robert F. McAndrew moved that the Town vote to raise and appropriate the sum of $264.99 with which to meet bills for previous years. It was voted unanimously.

ANNUAL TOWN REPORT


ARTICLE 10. To see if the Town will vote to raise and appropriate a certain sum of money to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the pension, expense and military service funds; or act in relation thereto.


UNDER ARTICLE 10:


Mr. Walter R. Wilkins, Jr., moved that the Town vote to raise and appropriate the sum of $25,082.76 to pay to the Treasurer of the Middle- sex County Retirement System, the said amount being the Town's share of the pension, expense and military service funds. It was voted unani- mously.


ARTICLE 11. To see if the Town will vote to raise and appropriate the sum of Twenty Thousand Dollars ($20,000), or some other sum, to be used as a Reserve Fund at the discretion of the Finance Committee, as provided in General Laws, Chapter 40, Section 6; or act in relation thereto.


UNDER ARTICLE 11:


Mr. Carleton Lombard moved that the Town vote to raise and ap- propriate the sum of Twenty Thousand Dollars ($20,000.00) to be used as a Reserve Fund at the discretion of the Finance Committee, as pro- vided in General Laws, Chapter 40, Section 6. It was voted unanimously.


ARTICLE 12. To see if the Town will vote to raise and appropriate a certain sum of money to defray its share of the cost of the maintenance of the Middlesex County Sanitorium by the County of Middlesex.


UNDER ARTICLE 12:


Mr. Walter R. Wilkins, Jr., moved that the Town vote to raise and appropriate the sum of $14,013.65 to defray its share of the cost of the maintenance of the Middlesex County Sanitorium by the County of Mid- dlesex. It was voted unanimously.


ARTICLE 13. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of purchasing three (3) 1961 DeLuxe Tudor Police Cruisers to be used by the Police Department, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


UNDER ARTICLE 13:


Mr. Edgar P. George moved that the Town vote to raise and appro- priate the sum of $3,340.00 for the purpose of purchasing three (3) 1961 DeLuxe Tudor Police Cruisers to be used by the Police Department, said purchase to be made under the supervision of the Board of Selectmen. It was so voted unanimously.


ARTICLE 14. In the event of an affirmative vote under Article 13, to see if the Town will vote to authorize the Selectmen to sell, by good and sufficient Bill of Sale, the three 1960 Police Cruisers now being used by the Police Department; or act in relation thereto.

UNDER ARTICLE 14:


Mr. Robert F. McAndrew moved that the Town vote to authorize the Selectmen to sell, by good and sufficient Bill of Sale, the three 1960 Police Cruisers now being used by the Police Department. It was voted unanimously.


ARTICLE 15. To see if the Town will vote to raise and appropriate, or transfer from available funds in the Treasury, a sum of money for Chapter 90 construction; or act in relation thereto.


UNDER ARTICLE 15:


Mr. Raymond J. Greenwood moved that the Town vote to transfer from Chapter 718 funds in the Treasury, the sum of $6,573.08 and trans- fer from Chapter 90 Construction Steadman Street the sum of $5,126.92 for Chapter 90 construction, these funds to be used for reconstruction of Steadman Street and Concord Road. It was voted unanimously.


ARTICLE 16. To see if the Town will vote to transfer from the Stabilization Fund established under the provisions of Section 5B, Chapter 40, of the General Laws, and by vote under Article 50 of the Annual Town Meeting of March 21, 1960, for the purchase of Fire De- partment automotive equipment, a certain sum of money for the purchase of a Station Wagon type of vehicle for the Fire Department; said pur- chase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
