AUDITORS' REPORT.


TO THE CITIZENS OF QUINCY : -


Another financial year of the town has closed, and it becomes our duty as Auditors, agreeable to the usual custom, to submit to you the following Report, which gives in detail the amount of expenditures in each Department, also the financial condition of the town.


The Almshouse has continued under the management of Mr. Charles Spear and wife, who have managed its affairs so faithfully for the past six years. Although Mr. Spear has devoted much of his time to the highways, his accounts and the general appearance of the outbuildings, show that the farm has not been neglected. The house looked remark- ably neat and clean, and the appearance of the inmates indicated that they were kindly treated and well provided for. Our inspection of the establishment forcibly reminded us of the suggestions of the several Boards of Auditors for the past eight or nine years, as to the necessity of a new almshouse and stable, and we merely add our opinion that those we now have are too far behind the age to be either creditable or profitable to the town.


The expenses of living having largely increased the past year, an un- usual number of families have been obliged to call upon the Selectmen for aid, thus increasing the expenditures for the poor out of the alms- house. There are at the present time four persons in the hospitals whose expenses are defrayed by the town, which, if it had a suitable almshouse, could be maintained here at a much less expense.


By reference to the school expenses it will be seen that they have largely exceeded the appropriation, which excess is to be accounted for by the fact that most of the teachers have drawn their salary up to February (thirteen months) 1, the school year having been changed from January 1 to that time, and the largely increased price of fuel.

The town has been called upon to furnish 240 volunteers the past year, thus largely increasing the recruiting expenses.


The labors of the Selectmen have been arduous and unparalleled dur- ing the past year, and there is abundant evidence that the interests of the town have not suffered in their hands.


We have carefully examined the books and accounts of the Selectmen and Treasurer, and found them correct, with proper vouchers for all payments.


Thanking the Selectmen, Town Treasurer, and Clerk, for valuable assistance rendered, we submit the Seventy-third Annual Report of the Receipts and Expenditures of the town for your consideration.
