AUDITORS' REPORT.


The undersigned, Auditors of Accounts for the Town of Quincy, for the year ending Feb. 1, 1870, hereby report that they have ex- amined the Books and Accounts kept by the Selectmen and Town Treasurer, from which the preceding statements have been com- piled, and find them correctly kept, with vouchers for all pay- ments. Also, that the balance due the town by the Treasurer is on deposit, subject to his orders.


In view of the collection of taxes we cannot refrain from ex- pressing our highest satisfaction for the prompt manner in which Mr. George H. Locke has performed the duties in his official capacity.


The number of inmates admitted to the Almshouse during the year is 13 ; discharged, 13. The number remaining in house Feb. 1, 1870, 12 ; the average number during the year, 112.


The Auditors looking at the fact that the town is heavily in debt; that the National and State taxes are very oppressive, and that the town has poured out her money like water in her appro- priations for town expenses ; that in comparison with the expen- ses of the town even not more than five or six years since, the increase of expenses is out of all proportion to the growth of the town ; that the National and State governments are introducing more economy in all their branches, and that now is a favorable time for us to commence a like movement, - your Auditors feel it is their duty as well as their privilege, to recommend that the town now enter on a system of strict economy in all departments, by reducing the appropriation to the lowest figure in each department, consistent with their efficiency, by the strictest economy of the disbursing officers of the town.
