REPORT.
THE School Committee of the Town of Quincy submit the fol- lowing
REPORT.
It is becoming more manifest every year that some additional pro- vision should be made for the accommodation of the pupils, and es- pecially the younger portion of them. In early youth education commences ; and a careful attention to whatever relates to the health, the convenience, and the well-being of the little ones is of the utmost importance.
There are outlying schools in the West District which it would . be well to concentrate ; but these schools are for the present pretty well accommodated. There are, however, two schools, one in the West, the other in the Centre, where the education of the chil- dren commences down cellar, - which certainly is not a fit place for babies ! Now what is wanted and what we earnestly rec- ommend is a new school-room in each district.
" Wollaston Heights " is being rapidly built up; and liberal provision should be made for the immediate wants of that section.
The North District school-house absolutely requires enlarge- ment ; and we urge the town to make an appropriation for that purpose.
We design sketching rapidly the most essential features of each subdivision, from the lowest grade of Primaries to the finished graduates of the High School, pronouncing on their several qualities.
THE PRIMARY SCHOOLS
need and have received constant attention, and we take pleasure in saying that they are all in excellent condition ; some perhaps

better than others, but none with which we are not well satisfied. As a class, we do not believe that the State can show any superior. The teachers are faithful, earnest and trustworthy. They are doing their whole duty and ought to be better paid.
Deducting from their present salaries the sums paid for board they can realize but a trifling pittance ; and when we remember that those little ones we hold so dear are so largely confided to their trust and care, we ought to be more liberal in compensating them for their services.
Having noticed in the highest grade of some of our Primary Schools the successful introduction of Penmanship, we would suggest the propriety of making Writing a part of the instruction required therein.
THE INTERMEDIATE SCHOOLS
and their teachers merit our highest commendations. They are all good. With these we include the Crane School, at German- town, which we have found in a progressive and praiseworthy con- dition. From its isolated position we have been unable to give it that full attention which we otherwise would have bestowed. Our former remarks, as to inadequate compensation, apply to the teachers of this grade, as also to the assistants of our Grammar Schools. These intelligent and educated young ladies are entitled to better remuneration, and they ought to receive it.
Other towns, having the interest of their children at heart, and paying higher salaries, frequently have taken and still are taking away those teachers we can ill afford to spare.
GRAMMAR SCHOOLS.
With a single exception, our Grammar Schools are in a very commendable condition, fully sustaining their former well- earned reputation. Good order, promptness, and a desire to learn seem to be the characteristics of the pupils ; and we feel that all the teachers have used their best endeavors in the per- formance of their duties ; for which they have our hearty thanks.
We regret to say that the Washington Grammar School has not fully met our expectations. While the Principal labored with

diligence and earnestness in his endeavors to advance the pupils in their educational career, a combination of circumstances and adverse causes prevented him from maintaining that control which is so indispensable to the success of a school. The Assistants have all faithfully and successfully performed their duties.
THE HIGH SCHOOL
meets our highest expectations. Since its establishment, we can safely say that it has never been in better condition. Good order, earnest attention, and determination to excel, on the part of the young ladies and gentlemen, have given it a rank not easily attain- able.
'The unremitting exertion of the teachers, met by a correspond- ing effort of the pupils, has kept this school in a very desirable condition.
We were pleased to see that the number of young men in attendance has much increased, showing that the advantages to be derived from this school are becoming more and more understood and appreciated.
EVENING SCHOOLS.
To determine the number and location of Evening Schools, your Committee called a meeting of all, desiring to attend the same, at the Town House, and located one in the Adams and one in the Willard school-house.
We employed two male and two female teachers in each school. First sessions held Oct. 31.
Paid for teaching, oil, lamps, and other incidental expenses, out of the special appropriation for these schools.
Thirty-five sessions of each school were held.

The studies pursued were Reading, Writing, Spelling, Arithmetic, Geography, and Book-keeping. Evening sessions have not affected attendance of day schools.
The teaching was made thoroughly practical. The deportment of the members has been uniformly good, and their progress satis- factory.
We believe these schools a decided success, far above our ex- pectations. We hope they may be continued and extended to other sections of the town, and that more females will attend. We ask an appropriation of $1,000 for this purpose for the ensuing year.
SCHOOL-HOUSES.
It has become apparent to the Committee that the division of power and jurisdiction, caused by the severance of the care of the school-houses from the supervision of the schools themselves, is neither wise nor economical, and tends to a multiplication of that fruitful class of items, which to care for, or attend to, belongs to no one in particular.
In conclusion, we desire to have our schools keep their high position, and to retain our excellent corps of teachers ; and, as some of our best teachers have left us, and as more will probably leave, on account of inadequate compensation, we recommend the town to appropriate the sum of $17,550 for teaching and fuel, as asked for by your Committee. Liberality in this regard is the part of wisdom ; and your Committee feel that the granting of the above sum will operate to the advantage of the town.

Your Committee deem it inexpedient to publish either the " Rules and Regulations of the Board," or the " Prescribed Course of Studies," as no material changes have been made in them since their last publication.
The Town Treasurer holds upwards of $800, received for dog- licenses, which by statute shall be expended for the support of public libraries or schools. The town should appropriate the same to one or both of the above objects.
