Packard, Abner B. 38. Trader. The breaking out of the Rebellion found Col. Packard in command of the 4th Regiment Mass. Vol. Militia, he having been commissioned as such July 10, 1857. He received or- ders late in the afternoon of April 15, 1861, to report with his command at Boston the next day, which order was promptly obeyed. On the afternoon of the 17th, Col. Packard, with his command, left Boston for Fortress Monroe, where they arrived on the 20th, and were mustered into the U. S. service the 22d. They remained at Fortress Monroe until May 27, when they removed to Newport News. On the 3d of July the regiment moved to Hampton, which it occupied during the remainder of its term of service. On the 11th of July they marched to Fortress Monroe, and on tlie 15th em- barked in the steamer S. R. Spauld- ing for Boston. They arrived at Long Island on the 18th, and were detained there until they were mus- tered out July 22, 1861. Col. Packard resigned his commission Jan. 8, 1863.

He then refused to take the oath or do any military duty, but ex- pressed a willingness to perform Hos- pital work, and for his refusal, was stripped of his clothing and dressed in an army suit, and then taken to Long Island and placed in quarters with a detachment of conscripts for the 12th Regiment; refusing to drill, he was or- dered to dig a large sink, which duty

he cheerfully performed in 2 days, when he was ordered to fill it up again. After this, while he remained on the Island,he was employed in light fatigue duty. On the 27th of Oct. he was sent to the Regiment at Alexandria, Va., where he still refused to do any mili- tary duty, for which he was placed in guard-houses, tied up to army wagon wheels with mules, with his hands be- hind him and drawn up between his shoulders until he could bear the weight of his body only on the fore part of his feet, his heels not touching the ground. In fact, every punishment which it was possible to impose to di- vert liim from his purpose, was tried; he still refused to do duty and to take any pay, when he was finally dis- charged by an order of the War De- partment, dated Jan. 4, 1864.
