Auditor's Report.


To the Citizens of the Town of Saugus:


Having examined and approved the accounts of the several departments of the Town as required by the by-laws and finding proper vouchers for all payments made I hereby respectfully sub- mit the Report for the year, 1909, and trust it will receive at the hands of every taxpayer a careful and intelligent consideration, so that important matters which will surely come before the Town at our Annual Meeting may be acted upon with due regard for the best condsideration and welfare of our Town.


I desire to call the especial attention of our Citizens to the financial condition of the Saugus Home the past year, which I think for the first time in its history has been self supporting and on January Ist had a cash balance to its credit, which certainly shows good managment on the part of the Superintendent and Overseers.

AUDITOR'S REPORT.


The Collector for 1909, has accounted for $75,990.44 or 67 per cent. of the total commitment, up to the time of going to press which is certainly a step in the right direction.

To Either of the Constables of the Town of Saugus:


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in the Town affairs, to meet at the several voting precincts in the Town, on Monday, March the first, A. D. 1909, at 5.45 o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree Warden, three Fence Viewers, for one year, one Assessor, one Sinking Fund Commissioner, two Trustees of the Public Li- brary, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commissioner, three Finance Committee for three years.


Also your answer "Yes" or "No" to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year?


Also your answer "Yes" or "No" to the following question : Shall an act passed by the General Court in the year nineteen hundred and eight entitled "an act to provide for the protection of Forest or sprout lands from fire" be accepted by this town?


Also to appear at the Town Hall on Monday evening, March eight, A. D., 1909, at eight o'clock, to hear and act on the fol- lowing articles, viz. :

The polls will open at 5.45 o'clock A. M. and may close at 4.30 P. M., and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

The meeting was called to order by the Town Clerk, Henry A. Parker.


Upon motion by Horace H. Atherton, Jr., which was carried the reading of the articles were dispensed with.


ARTICLE I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.

ART. 8. To see if the town will authorize the Tresaurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :

Ist. For the purpose of paying notes coming due the present year.


2nd. To hire money temporarily, not exceeding one hundred and twenty thousand dollars ($120,000) for one year, in anticipation of the taxes of the year 1909.


Voted, That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to hire money tempor- arily, not exceeding one year, in anticipation of the taxes of the year 1909 and give notes of the Town for the same. And that all money so hired shall be expressly made payable from such taxes of 1909. The whole amount so hired under this vote not to exceed the sum of one hundred and twenty thousand dollars ($120,000). Yea, 131 ; nays, O.


ART. 9. To see if the Town will appropriate the sum of ($4,250) for Police service.


Voted, That the sum of $4,250 be and hereby is appropriated for the Police Department.


ART IO. To see if the Town will appropriate the sum of $275 for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G.A.R., or to see what action the Town will take in the matter.


Voted, That the sum of $275 be and is hereby appropriated for Memorial Day, same to be expended under the direction of Post 95, G.A.R.


ART. II. To see what action the Town will take in re- lation to Street Lighting, and make an appropriation therefor.


Voted, That the sum of $7,263 be and is hereby appropriated for Street Lighting, said amount to include one incandescent light on Hesper street, six incandescent lights on Ballard street, five incandescent lights on Bristow street, six incandescent lights on Broadway near Melrose line, to take the place of one arc light now installed on Broadway.


ART. 12. To see if the Town will appropriate the sum of $855 to cover the cost of Insurance on Town Buildings.

Voted, that the sum of $855 be and is hereby appropriated for insurance on Town Buildings.


ART. 13. To see if the Town will appropriate the sum of $1,200 for repairs on Town Buildings and Grounds.


Voted, That the sum of $1,200 be and is hereby appropriated for repairs on Town Buildings and Grounds, same to be ex- pended under the direction of the Selectmen.


ART. 14. To see if the Town will appropriate the sum of $1,900 for the Board of Health, or to see what action the Town will take in the matter.


Voted, That the sum of $1,900 be and is hereby appropriated for the Board of Health.


ART. 15. To see if the Town will make an appropriation for the Superintendent of Schools.


Voted, That the sum of $1,500 be and is hereby appropriated for the salary of the Superintendent of Schools.


ART. 16. To see if the Town will appropriate the sum of $150 for searching the Records and plans and for Incidentals for the Assessors.


Voted, To indefinitely postpone, acted on under Article 6.


ART. 17. To see if the Town will appropriate the sum of $200 for Concrete Sidewalks, or see what action the Town will take in the matter.


Voted, That the sum of $200 be and is hereby appropriated for Concrete Sidewalks.


ART. 18. To see if the Town will appropriate the sum of $200 for Tree Warden, or to see what action the Town will take in the matter.


Voted, That the sum of $200 be and is hereby appropriated for use of Tree Warden.

ANNUAL TOWN MEETING.


ART. 19. To see what compensation the Town will give the Collector of Taxes for collecting the taxes of 1909, or see what action the Town will take in the matter.


Voted, That the compensation for collecling of taxes for 1909 shall be three-fourths of one per cent on all 1909 taxes collected on or before May Ist, 1910. One-half of one per cent on all 1909 taxes collected after May Ist, 1910, same to be paid from Selectmen's Incidentals.


ART. 20. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.


Voted, That the expenses of the Lock-up be defrayed by the Court Fines, and if such amount be not sufficient, the amount to be paid from Selectmen's Incidentals.


ART. 21. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or see what action the Town will take in the matter.


Voted, That the sum of $500, together with the receipts and the dog tax be and is hereby appropriated for the Public Library, the same to be expended under the direction of the Trustees.

ART. 24 To see if the Town will accept and adopt Building Rules and Regulations as prepared by a special committee ap- pointed by the Selectmen, or see what action the Town will take in the matter.

ART. 25. To see if the Town will appropriate the sum of $3,000 for the payment of sundry bills contracted and approved, for the account of the Town, by the Board of Assessors for the year 1907, amounting to $2,650.51 and duly recorded on the books of said Board and the further payment of other bills that are now outstanding against the Town on account of said Board of 1907, together with interest, costs, etc., or to see what action the Town will take in the matter, agreeable to the petition of Michael J. McCafferty and others.


Time of closing having arrived, this Article was laid over to be acted on at the next meeting.

To see if the Town will appropriate the sum of $3,000 for the payment of sundry bills contracted and approved, for the account of the Town, by the Board of Assessors, for the year 1907, amounting to $2,650.51 and duly recorded on the books of said Board, and the further payment of other bills that are now outstanding against the Town on account of said Board of 1907, together with interest, costs, etc., or to see what action the Town will take in the matter, agreeable to the petition of Michael J. McCafferty and others.


Voted, That the adjustment of claims set forth in Article 25 of the Town Warrant for March, 1909, be referred to the Board of Selectmen to act upon in conjunction with, and under the advice of legal counsel for the best interests and protection of the Town. Yeas 247, nays 7.


Voted, at 10.33 o'clock to adjourn to Tuesday evening, March 16, at 8 o'clock.
