ART. 30. To see if the Town will appoint a committee o ten to consist of the following citizens, Joseph B. Sykes, John H. Parker, Charles W. Pratt, Arthur Reddish, Frank E. Hulen, Frederick S. Mitchell, Gorden C. Marr, William H. Savage, Bert P. Pranker, and William H. Small, for the following purposes : of examining the Auditor's Annual Reports for the years 1887 to 1908 inclusive, in order to ascertain the correct financial condition of the Town at the closing of the accounts for the year 1908; to install and put in operation a system of book. keeping in comformity with the needs of the Town, said examining committee to have full power in the premises in pursuit ; said examining and said operating shall have access to all books, records and papers of the Town or any Board or Department of the Town and may retain said books, records and papers or copy of same for the use of said committee, may summon any officer or citizen of the Town to answer such questions that the committee may direct, and furnish such infor- mation that the committee may desire; furthermore to ascertain if possible why delinquent taxes are not collected, and why interest is not collected on taxes in accordance with the vote of the Town, and said examining committee shall report at this or a future Town Meeting and appropriate a sum of money for the expenses of said committee, or see what action the Town will take in the matter agreeable to the petition of William H. Small and others.
Voted, That the following named citizens, Joseph B. Sykes, John H. Parker, Arthur Reddish, Frank E. Hulen, Frederick S. Mitchell, Gordon C. Marr, Charles W. Pratt, William H. Savage, Bert P. Pranker, William H. Small, are appointed a committee to carry out the provision of Article 30, as far a agreeable to the Statutes of the Commonwealth, said committee to serve without pay or compensation whatever and shall not expend or contract expenses. ART. 41. To see if the Town will instruct the Board of Selectmen to order the payment of the bill of Charles A. Blakeley of $18.00 for distribuitng the Warrants of the Special Town Meeting, held April 27, 1908, or see what action the Town will take in the matter, agreeable to the petition of Wil- liam H. Small and others.
Voted, That the Selectmen be instructed to pay the bill if after consulting the Town Counsel they are satisfied it is a just bill.
ART. 42. To see if the Town will instruct the Board of Select- men to order the payment of the bill of F. S. Whitten for $12.45 for printing the Warrants of the Special Town Meeting, held April 27, 1908, or see what action the Town will take in the matter, agreeable to the petition of William H. Small and others.
Voted, That the Selectmen be instructed to pay the bill if, after consulting the Town Counsel, they are satisfied it is a just bill.
ART. 43. To see if the Town will vote to amend Article 4, of the Town By-Laws by adding Sections 11, 12, 13, to read as follows :
SECTION II, the Auditor shall, whenever the amount of money expended in any department of the Town shall total 95 per cent of the appropriation for that department, notify in writing the Finance Committee, stating the department and the amount of money expended.
SEC. 12. No officer, or Board of the Town shall expend any sum or sums of money in excess of the amount appropriated by

the Town for use in their department, except as otherwise pro- vided by law, without the consent in writing of the Finance Committee Any violation of this By-Law shall be punished by a fine of not less than $100.
SEC. 13. No sum of money appropriated by the Town for a specific purpose shall be exceeded and no overdraft be trans- ferred from one account to another without the consent in writing of the Finance Committee.

ART. 44. To see if the Town will accept Section 37 of Chapter 19, of the Revised Laws, or see what action the Town will take in the matter.

To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, viz. : Six or more on Ballard street, between Johnson street and the Salem Turnpike; one at the junction of School and Birch streets ; five on Bristow and adjoining streets; one or more on Broadway near the Melrose line ; one at the extreme end of Appleton street ; one on Hesper street, above Twin Spring Road; three on Three Spring Road ; one on Alder street.

ART. 46. To see if the Town will appropriate the sum of $300 for the maintenance of its Water System, or to see what action the Town will take in the matter.

Voted, That a committee of six be appointed to consist of two members of the Board of Selectmen to be selected by the Select- men ; two members of the School Committee to be selected by the School Committee, and two members of the Finance Com- mittee to be selected by the Finance Committee, to investigate and report to the Town at a future Town Meeting on the matter of additional accommodation for the schools of East Saugus and the best course for the Town to follow to relieve the crowding

of schools in that precinct, and that the remaining members of said committee of six be empowered to fill any vacancies that occur in said committee from resignation or other cause.
ART. 51. To see if the Town will appropriate the sum of $500 on account of the Sinking Fund for payment of the notes borrowed for the Cliftondale School House Loan "new," or to see what action the Town will take in the matter.
Voted, That the sum of $500 be and is hereby appropriated on account of the Sinking Fund for payment of the Cliftondale School House Loan "new," as called for under Article 51.
ART. 52. To see if the Town will make an appropriation not exceeding two thousand fifty-four dollars forty-eight cents ($2,054.48) for the extermination of the Brown Tail and Gypsy Moth, or to see what action the Town will take in the matter.
Voted, That the sum of Two thousand fifty-four dollars and forty-eight cents ($2,054.48) be and is hereby appropriated for the extermination of Brown Tail and Gypsy Moth.

In the Name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote at Elections, to meet at the several voting precincts in the Town, on Tuesday, November the Second, A. D. 1909, at fifteen minutes before six (5.45) o'clock, A. M., then and there to bring in their ballots to the Wardens for the following State Officers, all on one ballot :
Governor, Lieutenant-Governor, Secretary, Treasurer, Audi- tor, Attorney General, Councillor for Sixth District, Senator, Seventh Middlesex, Two Representatives to the General Court (15th Essex District), County Commissioner, County Treasurer.
The Polls will open at 15 minutes before 6 o'clock, A. M., and may close at 4 o'clock, P. M., and you are hereby directed to serve this warrant by posting attested copies at the usual places, seven days at least before the time of holding said meeting.
