Report of School Committee.
The Committee records with exceeding regret that it overran its appropriation about $475. That the amount voted by the last Town meeting would be insufficient was known almost from the start ; it became an absolute certainty when conditions at East Saugus in September made necessary the opening of two additional rooms, entailing for the four months an item of $320 for rent and janitor service and one of $350 for salaries of extra teachers. The Committee limited its overdraft to $475 only by extreme caution-in some cases even parsimony. An increase in appro- priation of only $400 and an increase in a number of pupils of sixty, each of which costs the Town annually some $25 to educate, made the financial problem no easy one. Good fortune came to the aid of careful business methods in its solution.
The High School-Its Need.
The High School, in other towns as well as here, furnishes one of the largest of educational problems. To make an insti- tution, endowed at best with only limited faculties and facilities serve a double purpose, namely : to fit its graduates for college and to fit them for life, involves a proposition not easy of solu- tion. The committee frankly admits that it is not satisfied with the work being done in the Saugus High School. It is not pre- pared to declare that there is any single remedy which will effect a complete cure, but it is absolutely positive that an increase in the teaching force will work a tremendous good. The High School is undermanned ; of that there is not the slightest ques- tion. The state-wide average number of teachers for schools of

its size is six ; we have only five. Several high schools with a much smaller enrollment have more teachers. The following figures from the last report of the State Board of Education cast an interesting light on the situation :

Its Cost.
No one has ever denied that a High School is an expensive institution. The higher standard of scholarship demanded of its teachers and its extensive physical equipment make its cost seem exorbitant when compared to that of the graded schools. To say that it costs nearly twice as much to educate a pupil in the High School as to educate one in the grades is interesting but of no particular significance. The figures that really mean some- thing are those which will tell us how the per capita cost of High School education in Saugus compares with the per capita cost of High School education in other cities and towns. Such figures have been compiled by the State Board of Education, and a careful study of them admits of but one conclusion, viz. : That only two towns of any consequence in this part of the state pay less per pupil for the support of their High Schools than Saugus.
