Auditor's Report.


To the Citizens of the Town of Saugus:


Having examined the accounts of several departments of the Town as the by-laws require, and finding them correct with proper vouchers for all payments made I submit the Annual Report to my fellow-citizens and trust it may meet their appre- ciation and approval. You will see that the deficiency has been largely increased the past year, owing, of course, to the large appropriations for the new school-house and for water exten- sions. There has certainly been a great advance made in the


collection of Taxes the past year which must be very gratifying to the citizens of the Town, although the commitment for the year 1910 was about $17,000 more than the commitment for the year 1909, yet the uncollected December 31, 1910, was about $11,000 less than it was December 31, 1909. I desire to call the attention of my fellow-citizens to the growth in size and

expense of the Annual Report and hope that some action may be taken at the coming Town Meeting, whereby the Auditor may be authorized to cut down a good deal of the detail in many of the departments, especially in the Overseers' Department and the account of the Saugus Home.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in the town affairs to meet at the several voting precincts in the town on Monday, March seventh, A. D. 1910, at 5.45 o'clock A. M. then and there to bring in their ballots to the Wardens for the following town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree War- den, three Fence Viewers for one year, one Assessor, one Sink- ing Fund Commissioner, three Trustees of the Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commissioner, three Finance Com- mittee for three years.


Also your answer " Yes " or "No" to the following ques- tion : Shall License be granted for the sale of intoxicating liquors in the town for the ensuing year ?


Also to appear at the Town Hall on Monday evening, March fourteenth, A. D. 1910, at eight o'clock, to hear and act on the following articles, viz :


The polls will open at 5.45 o'clock A. M. and may close at 4.30 P. M. and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 14, 1910, at 8 o'clock P. M.


The meeting was called to order by the Town Clerk, Henry A. Parker. Upon motion by H. H. Atherton, Jr., which was carried, the reading of the articles were dispensed with.


ARTICLE I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear and act on reports of Committees. Voted, To accept the report of the Finance Committee.


Voted, to receive the report of the Examining Committee and to lay the same on the table.


The Moderator appointed and swore in the following persons as Tellers : Frank E. Parker, Clarence A. Oliver, Herbert M. Forristall and Ernest W. Homan.


Voted, To take up Article 55.

ANNUAL TOWN MEETING.


ART. 55. To hear and act on the report of the Examining Committee.


Voted, That the report be taken up by article and recom- mendations.


ARTICLE I. We find that in the year 1907, $120.65 or more was collected on account of the 1901 taxes and that on page 216 of 1907 Report it is shown that $35.12 was paid the Town Treasurer on account of 1901 taxes.


Voted, That the recommendation, that the Selectmen be instructed to collect the balance be hereby adopted.


ART. 2. On page 142 of the Auditor's Report of 1901, the Assessors report $82,367.66 as tax commitment. On page 123, the Tax Collector reports the commitment as $81,576.01, show- ing a difference of $791.65 which the tax collector was invited to explain if possible, and which he has neglected to do.


The minority report of the Examining Committee was received and voted to place on the table.


Voted, That a committee of three be appointed by the Mod- erator and instructed to present to the Director of the Bureau of Statistics the report of the Examining Committee presented here tonight and report back here one week from tonight.


The following committee was appointed : William H. Small, Frank P. Bennett, Jr. and George Quarmby.


Voted, To take up Article 8.


ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow during the cur- rent municipal year beginning March 7, 1910, in anticipation of the taxes for said municipal year such sums of money as may be necessary to meet the current expenses of the town, giving the notes of the town therefor.


Voted, That the Treasurer be and he hereby is authorized, with the approval of the majority of the Selectmen, to borrow from time to time during the current municipal year, beginning March 7, 1910, in anticipation of the taxes of said municipal year, a sum or sums not exceeding at any one time outstanding

ANNUAL TOWN MEETING.


$120,000 for the purpose of meeting the current expenses of the Town, and to give the notes of the town therefor, payable within one year from their dates. All debts incurred under authority of this vote shall be paid from the taxes of said cur- rent municipal year. Said notes shall not be valid unless authenticated by the certificate of the First National Bank of Boston. Yeas 200, Nays o.


Voted. to adjourn at 10.15 P. M. to March 21, 1910 at 8 o'clock.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.

Voted, To reconsider the action on Article I of the Examining Committee.


Voted, To take up Articles I to 5 inclusive of the report.


Voted, That Article 1 to 5 inclusive be accepted without the recommendation.

ANNUAL TOWN MEETING.


Voted, To adopt Article 10, of the Examining Committee's report.


Voted, To adopt Article II, of the Examining Committee's report and that the Tax Collectors be instructed to collect the taxes of 1900 to 1907 inclusive at once.


Voted, Under Article 12, of the Examining Committee's report, that the Auditor be instructed to refuse to approve the accounts of the Tax Collectors unless the correct amount of interest has been collected and paid Treasurer.


Voted, To adopt Article 13, with recommendation of the Examining Committee's report.


Voted, Under Article 14 of the Examining Committee's report, that the individual list of unpaid taxes as published in the Auditor's Annual Report should be properly footed and these footings should agree with the Tax Collector's balance of uncollected taxes less the amount paid Treasurer after the closing of the books, said amount to be properly vouched for by the Treasurer.


Voted, To adopt Article 15, of the Examining Committee's report with the substitution of the word Auditor in place of the words Town Treasurer.


Voted, To accept the report of Examining Committee as a whole and the Committee be discharged.


ART. 5. To see what action the town will take in relation to charging interest or making a discount on taxes assessed during the ensuing year.

To see if the Town will authorize the Treasurer to issue bonds of the Town, countersigned by the Selectmen, of an amount not exceeding twenty thousand dollars ($20,000.) payable within thirty years from date, for the purpose of defray- ing the expense of laying a ten-inch water pipe from the ter- minus of the present pipe, opposite the residence of E. Chester Parker on Central street, to a point opposite the residence of Frank H. Coburn on Walnut street, and an eight-inch pipe from North Saugus square to a point near the residence of Byron S. Hone on Water street, and an eight-inch water-pipe from Walnut street through Spring street to Broadway, or to see what action the Town will take in the matter, agreeable to the petition of Ernest W. Homan and others.
