In the Name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote at Elections, to meet at the several voting precincts in the Town, on Tuesday, March fifteenth, A. D. 1910, at fifteen minutes before six (5.45) o'clock A. M., then and there to bring in their ballots to the Wardens for the following State Officer :


One Representative to the General Court (15th Essex District) to fill vacancy.


The Polls will open at fifteen minutes before six o'clock A. M. and may close at four o'clock P. M., and you are hereby directed to serve this warrant by posting attested copies at the usual places, seven days at least before the time of holding said meeting.

SPECIAL TOWN MEETING.


After the reading of the Warrant by the Town Clerk Article I was taken up.


ART. I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear reports of Committees. Voted, To accept report of the Finance Committee. .


ART. 3. To see if the Town will make an appropriation of twelve hundred dollars ($1,200) for Selectmen's Incidentals, to cover settlement of Michael J. McCafferty's claim, or to see what action the Town will take in the matter.


Voted, The sum of eleven hundred fifty-five dollars ($1,155) be and hereby is appropriated for Selectmen's Incidentals to cover settlement of Michael J. McCafferty's claim.


ART. 4. To see if the Town, for the purpose of carrying into effect the vote of March 8th, 1909, providing for the issue of $3,000 of bonds the proceeds to be used for the extension of the water system ; the vote of March 21, 1910, providing for the issue of $20,000 of bonds, the proceeds to be used for defraying the expense of extending a ten-inch water-pipe from the terminus of the present pipe, opposite the residence of E. Chester Parker on Central street, to a point opposite the residence of Frank H. Coburn on Walnut street and an eight-inch pipe from North Saugus square to a point near the residence of Byron S. Hone on Water street and an eight-inch pipe from Walnut street through Spring street to Broadway ; and the vote of March 22, 1910, providing for the issue of $5,000 of bonds, the proceeds to be used for the extension of the water system; will authorize the Treasurer, with the approval of the Selectmen, to issue twenty-eight bonds for one thousand dollars each, dated July 10, 1910, bearing interest at the rate of four per cent per annum, payable semi-annually, one of said bonds to be payable on July 10 of each year from 1911 to 1938 inclusive, as per petition of George Quarmby and others.

Voted, That the Treasurer, with the approval of the Select- men, be and he is hereby authorized to issue and negotiate $28,000 of bonds of the Town for the purpose of carrying into effect the vote of March 8, 1909, providing for the issue of $3,000 of bonds, the proceeds to be used for the extension of the water system; the vote of March 21, 1910, providing for the issue of $20,000 of bonds, the proceeds to be used for defraying the expense of extending a ten-inch water-pipe from the terminus of the present pipe, opposite the residence of E. Chester Parker on Central steeet, to a point opposite the residence of Frank H. Coburn on Walnut street and an eight-inch pipe from North Saugus square to a point near the residence of Byron S. ART. 5. To see whether the Town will make a further appropriation for the constructing and furnishing of a school- house at East Saugus and authorize the issuance of bonds there for, or take any action with reference thereto, agreeable to the petition of George Quarmby and others.


Voted, The further amount of $9,000 is hereby appropriated for the constructing and furnishing of a school-house at East Saugus. Said money shall be raised by the issuance of $9,000, four per cent bonds of the Town called "Town of Saugus School-house Loan 1910" of $1,000 each, dated July 1, 1910, due one a year on July Ist of the years 1911 to 1919. The principal and interest shall be payable at the Beacon Trus

Company, Boston. The bonds shall bear the Town seal, be signed by the Town Treasurer, countersigned by the Selectmen and shall not be obligatory without the authentication certificate of the First National Bank of Boston endorsed thereon. The coupons shall bear the facsimile signature of the Treasurer. All other particulars as to the form, issuance and sale of said bond shall be determinued by the Treasurer and Selectmen, but the bonds shall not be sold at less than par and interest. Yeas 55. ART. 6. To see if the Town will appropriate the sum of one thousand dollars ($1,000) for Street Sprinkling pursuant to Chapter 186, Section I of the Acts of 1895, which was accepted by the Town, March 11, 1901, agreeable to the petition of George Quarmby and others, or to see what action the Town will take in the matter.


Voted, That the sum of one thousand dollars ($1,000) be and hereby is appropriated for street sprinkling.


ART. 7. To see if the Town will appropriate the sum of two hundred seventy-nine dollars ($279) for work done on streets in the year 1909, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.


Voted, That the sum of $279 be and hereby is appropriated for the purpose of paying the bills contracted by the Highway department of the year 1909.


ART. 8. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the purchase of the Round Hill property, or to see what action the Town will take in the matter agreeable to the petition of George Quarmby and others.


Voted, The sum of two thousand dollars ($2,000) be and hereby is appropriated for the purchase of the Round Hill property.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow during the current

municipal year, beginning March seventh, 1910, in anticipation of the taxes for said municipal year such sums of money as may be necessary to meet the current expenses of the Town, giving the note or notes of the Town therefor.


Voted, That for the purpose of meeting the current expenses of the Town, the Treasurer be, and he hereby is, authorized, with the approval of a majority of the Selectmen, to borrow from time to time during the current municipal year beginning March 7, 1910, in anticipation of the taxes of said municipal year, a sum or sums not exceeding at any one time outstanding $10,000, in addition to the $120,000, authorized by the vote passed by the Town on March 14, 1910, and to give the notes of the Town therefor, payable within one year from their dates. All debts incurred under authority of this vote shall be paid from the taxes of said current municipal year. Said notes shall not be valid, unless authenticated by the certificate of the First National Bank of Boston.


Voted, At 9 P. M. to dissolve the meeting.

The meeting was called to order by the Town Clerk, Henry 1. Parker, at 8 o'clock P. M., and after the reading of the Warrant by the Town Clerk Article I was taken up.
