SAUGUS, March 22, 1910.


Adjourned Town Meeting.


Meeting was called to order by the Moderator at 8 o'clock P. M.


Records of last meeting were read by the the Town Clerk and approved.


Voted, To reconsider that part of Article 6 that referred to the appropriation for the Fire Department.


Voted. That the sum of $4,000 be and is hereby appropriated for the use of the Fire Department, $2,000 of said amount to be applied to the ordinary running expenses, and the balance to salary account.


ART. 7. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers and make an appropriation for the same.


Voted, That the sum of two thousand two hundred twenty- five dollars ($2,225) be and is hereby appropriated for Salaries under Article 7 as recommended by the Finance Committee.


ART. 9. To see if the Town will appropriate the sum of five thousand dollars ($5,000) for Police service.


Voted, That the sum of four thousand eight hundred dollars ($4,800) be and is hereby appropriated for Police Department.


ART. 10. To see if the Town will appropriate the sum of $275 for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


Voted, That the Town appropriate the sum of $275 for the observance of Memorial Day, the same to be expended under the supervision of Gen. E. W. Hinks, Post 95, G. A. R.


ART. II. To see what action the Town will take in relation to Street Lighting and make an appropriation therefor.


Voted, That the sum of seven thousand five hundred and fifty dollars ($7,550) he and is hereby appropriated for Street

ART. 12. To see if the Town will appropriate the sum of $1,040.46 to cover the cost of Insurance on Town Buildings.


Voted, That the sum of one thousand forty dollars and forty- six cents ($1,040.46) be and is hereby appropriated for Insurance.


ART. 13. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for repairs on Town Build- ings and Grounds.


Voted, That the sum of twelve hundred dollars ($1,200) be and is hereby appropriated for repairs on Town Buildings and Grounds.


ART. 14. To see if the Town will appropriate the sum of nineteen hundred dollars ($1,900) for the Board of Health, or to see what action the Town will take in the matter.

ART. 15. To see if the Town will appropriate the sum of five hundred dollars ($500) for Concrete Sidewalks, or to see what action the Town will take in the matter.

ART. 17. To see what compensation the Town will give the Collector for collecting the taxes of 1910, or see what action the Town will take in the matter.

Voted, That the compensation for the Collector of Taxes for the year 1910, be, three-fourths of one per cent for all 1910 taxes collected on or before May 1st, 1911, one-half of one per cent on 1910 taxes collected after May Ist, 1911.


ART. IS. To see if the Town will make an appropriation from which to pay commissions for all taxes collected during the year 1910.


Voted, That the sum of one thousand dollars ($1,000) be and is hereby appropriated for the payment of commissions for all taxes collected during the year 1910.


ART. 19. To see if the Town will make an appropriation to defray the expenses of the Lock-up.


Voted, That the sum of three hundred dollars ($300) be and is hereby appropriated to defray the expense of the Lock-up.


ART. 22. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make Water Loans not to exceed five thousand dollars ($5,000) for the renewal and extension of the water system, or to see what action the Town will take in the matter.


Voted, That two-thirds of the legal voters present and voting, having voted therefor, that for the purpose of procuring a loan to and for the use of the Town of Saugus, to pay for the renewal and extension of the water system, the Treasurer of the Town is hereby authorized and directed to borrow from time to time, with the approval of the Selectmen, a sum or sums, in the aggregate not exceeding five thousand dollars ($5,000) and to execute and deliver a note or notes of the Town therefor. Yeas 168. Nays I.


ART. 23. To see if the Town will appropriate the sum of seven hundred and fifty dollars ($750) for the extension of the water pipes on Venice avenue and Wickford street, or to see what action the Town will take in the matter, agreeable to the petition of Clement J. Beauregard and others.

Voted, That the sum of six hundred dollars ($600) be and is hereby appropriated for the Maintenance of the Water System.

To see if the Town will appropriate the sum of two thousand, four hundred and forty-seven dollars and forty- two cents ($2,447.42) for the payment of sundry labor bills, contracted and approved for the account of the Town by the Board of Assessors for the year 1907, and duly recorded on the books of said Board, together with interest for two and one- half years on same to wit : McCafferty $1,524.64 account, $228.70 interest, $1,753.34 total. Learoyd $151.68 account, $22.75 interest, $174.43 total. Hitchings $451.87 account,

ART. 29. To see if the Town will make an appropriation of five thousand dollars ($5,000) for the purchase of the land known as Round Hill, consisting of nearly five acres, for the purpose of a Playground, and for the preserving of the site from which the Town Seal was taken, and which will give the Town gravel enough to pay for it, or to see what action the Town will take in the matter, agreeable to the petition of Horace A. Nowell and others.


Voted, To refer to the Board of Selectmen.


ART. 30. To see if the Town will appropriate the sum of ($1,000) for Street Sprinkling, pursuant to Chapter 186, Sec- tion 1, of the Acts of 1895, which was accepted by the Town March 11, 1901, agreeable to the petition of J. Arthur Raddin, or to see what action the Town will take in the matter.


Voted, not to accept Article 30.


ART. 31. To see if the Town will appropriate the sum of three hundred dollars ($300) for Summer Band Concerts (six in number), to be given by the Saugus Brass Band; two of which shall be given in Saugus Center, two in East Saugus, and two in Cliftondale, agreeable to the petition of George H. Sulli- van and others.


Voted, That $3co be appropriated for Band Concerts to be given by the Saugus Brass Band, two in Saugus Centre, two in East Saugus, two in Cliftondale.

ART. 32. To see if the Town will appropriate the sum of twenty-one hundred and eight dollars and twenty-eight cents ($2,108.28) for the following purposes, viz. : to pay bills con- tracted, but not paid in 1909 ; Selectmen's Incidentals $469.40 ; Highways and Bridges, $812.50 : Police, $100.58 ; Fire Depart- ment, $218.75 ; Insurance, $150; Schools, $478.90; Water Maintenance, $10.15; also two hundred and two dollars and fifty cents ($202.50) overdrawn on account of Soldier's Relief in 1909.


Voted, That the sum of $2, 108.28 be and hereby is appropriated for the purpose of paying the items shown in Article 32.


ART. 33. To see if the Town will appropriate the sum of twenty-five hundred dollars ($2,500) to.defray the expense of Riverside Cemetery, said sum to be expended under the direction of the Cemetery Commissioners, or to see what action the Town will take in the matter.


Voted, That the sum of two thousand five hundred dollars ($2,500) be and is hereby appropriated for Riverside Cemetery. The same to be expended under the direction of the Cemetery Commissioners.


ART. 34. To see if the Town will vote to give the use of the old Town Hall Building to the Library Trustees for Library purposes, or to see what action the Town will take in the matter.


Voted, That the Town give the use of a part of the old Town Hall Building to the Library Trustees for Library purposes.


Voted, To adjourn at 10. 15 to Monday, March 28, 1910, at 8 o'clock P. M.


ART. 35. To see if the Town will appropriate the sum of five hundred dollars ($500) to move and install the Public Library in the old Town Hall Building on Taylor street, or to see what action the Town will take in the matter, agreeable to the petition of Ernest W. Homan and others.

Voted, That the sum of one hundred dollars ($100) be and is hereby appropriated for moving the Public Library, the additional expense to be paid out of the regular appropriation for 1910 for the Public Library.


ART. 36. To see if the Town will appropriate the sum of one hundred and fifty dollars ($150) for an equipment to fight Forest Fires, the same to be expended under the direction of the Forest Warden, agreeable to the petition of George Quarmby.


Voted, That the sum of one hundred and fifty dollars ($150) be and is hereby appropriated for the purchase of equipment for fighting Forest Fires.


ART, 37. Voted, to lay on the table to Monday evening, March 28.


ART. 38. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz. : One at or near the junction of Bailey avenue and Hemingway road, one at or near the corner of Newhall and Ballard streets, three on Bristow street, one at the corner of Halstead and Wickford streets, one at the corner of Halstead and Sussex streets, five in Westland, one on Central place, one at John Parker's on Clifton avenue, one at steps of Ernest street path on Clifton avenue, one at Daniel Flynn's on Clifton avenue, one at the corner of Beach street and Ellenwood avenue, two on Winter street.


Voted, to indefinitely postpone, acted on under Article II.


ART. 39. To see if the Town will make an appropriation for Hydrant Service, or see what action the Town will take in the matter.


Voted, That the sum of five hundred and four dollars ($504) be and is hereby appropriated for Hydrant Service.


ART. 40. To see if the Town will make an appropriation not exceeding two thousand and eighty-two dollars and fifty-one cents ($2,082.51) for the extermination of the Brown Tail and Gypsy Moth, or to see what action the Town will take in the matter.

Voted, That the sum of two thousand and eighty-two dollars and fifty-one cents, ($2,082.51) be and is hereby appropriated for the extermination of Gypsy and Brown Tail Moths.


ART. 41. To see if the Town will appropriate the sum of five hundred dollars ($500) on account of the Sinking Fund for payment of the notes borrowed for the Cliftondale School House Loan " new," or to see what action the Town will take in the matter.


Voted, That the sum of five hundred dollars ($500) be and is hereby appropriated on account of the Sinking Fund for pay- ment of the notes borrowed for the Cliftondale School House Loan, "new."


ART. 42. To see if the Town will appropriate the sum of four hundred dollars ($400) for the purpose of preparing and printing a Valuation Book for the year 1909, as required by law, same to be expended under the direction of the Board of Assessors, or to see what action the Town will take in the matter, agreeable to the petition of Ernest L. Noera and others.


Voted, To indefinitely postpone.

ART. 27. To see if the Town will vote to borrow a sum of money not exceeding twenty-five thousand dollars ($25,000) pursuant to chapter 297 of the Acts of 1905, entitled " An act

to authorize the Town of Saugus to incur indebtedness for the construction of school-houses and the acquisition of land therefor " and issue notes or bonds of the Town therefor, the proceeds to be used for constructing school-houses and acquiring land there- for, as provided by said act, and for the payment thereof by vote as provided in said act, or to transact any other business in in relation to matters connected with said act, agreeable to the petition of Frank P. Bennett, Jr., and others.


Voted, That by virtue and in pursuance of Chapter 297 of the Acts of Legislature of Mass. for 1905, the Town Treasurer be and he is hereby authorized to issue and negotiate the sale of bonds to the Town to an amount not exceeding twenty-five thou- sand dollars ($25,000) for the purpose of constructing a school- house and acquiring land therefor. Such bonds to be dated May 1, 1910, and payable one thousand dollars ($1,000) thereof on the first day of May in each of the years 1911 to 1935 inclusive, and bearing interest at a rate not exceeding four per centum per . annum and payable semi-annually. Such bonds shall be of the denomination of one thousand dollars ($1,000) each, shall be signed by the Town Treasurer and countersigned by a majority of the Selectmen and the interest coupons thereto attached may bear the facsimile signature of the Town Treasurer. Yeas 141. Nays 2.


Voted, To take Article 28 from the table.


ART. 28. To see if the Town will choose a committee of five to be appointed by the Moderator, to build a new school-house at East Saugus, plans and specifications to be approved in writing by the School Committee, with full authority to purchase land therefor, under the provisions of Chapter 297 of the Acts of 1905, to make contracts in the name of the Town, and do all other Acts necessary to build, furnish and complete the same.


Voted, That the Moderator appoint a committee of five to build an eight room school building in accordance with plans approved in writing by the School Committee, to be located at East Saugus, at a cost not to exceed twenty-five thousand dollars ($25,000) for acquiring land, grading same, constructing building

and furnishing the same ready for occupancy. And that said committee be authorized to make contracts in the name of the Town, and do all other acts necessary to build, furnish and complete the same. Yeas 165. Nays I.


The following committee was appointed by the Moderator to carry out the said Article : Henry J. Mills, J. Wesley Paul, Charles G. Woodbridge, Frederick N. Kinney, William P. Lewis.


Voted, To take up Article 37.


ART. 37. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the grading of a part of Central and Main streets under the provision known as the "Small Town Act," on condition that the State pays a like amount to the Town during the year 1910, agreeable to the petition of Charles N. Wormstead.


Voted, That the sum of one thousand two hundred dollars ($1,200) be and is hereby appropriated for grading a part of Central and Maine streets, under provision known as the "Small Town Act," on condition that the State pays a like amount to the Town during the year 1910 for said grading.


ART. 43. To see if the Town will appropriate a sum of money not to exceed three hundred dollars ($300) to build a sidewalk on the northerly side of Lincoln avenue, between the Emerson school-house and the Sunnyside, a distance of about Soo feet, or to see what action the Town will take in the matter, agreeable to the petition of William Sim and others.


Voted, That the sum of three hundred dollars ($300) be and is hereby appropriated for sidewalk on Lincoln avenue, as called for under Article 43, same to be expended under the directions of the Selectmen, and to be let out to the lowest responsible bidder.


ART. 44. To see if the Town will vote to reimburse Martha L. Landrekin for taxes due and payable on excessive valuation of her real estate in the Town of Saugus for the year 1908, and

make an appropriation therefor, or to see what action the Town will take in the matter, agreeable to the petition of H. Minor Brown and others.


Voted, to refer to the Board of Assessors.


ART. 45. To see if the Town will appropriate the sum of two hundred dollars ($200) for the purpose of defraying the expense of the proper registration and certification of all Town notes or bonds issued during the year 1910, or see what action the Town will take in the matter, agreeable to the petition of Joseph S. Meacom and others.


Voted, That the sum of one hundred and seventy-five dollars ($175) be and is hereby appropriated for the purpose of defray- ing the expense of the proper registration and certification of all Town notes or bonds issued during the year of 1910.


ART. 46. To see if the town will make an appropriation from which to defray the expense of the inspector of Plumbing.


Voted, That the sum of six hundred dollars ($600) be and is hereby appropriated to defray the expense of the Inspection of Plumbing, same to be expended under the direction of the Board of Health.


ART. 47. To see if the Town will make an appropriation from which to defray the expense of an Inspector of Buildings.


Voted, That the sum of one hundred and fifty dollars ($150) be and is hereby appropriated to defray the expense of inspection of buildings, same to be expended under the direction of the Board of Selectmen.


ART. 48. To see if the Town will appropriate the sum of one thousand dollars ($1,000) for repairs to the interior of the school-houses, or to see what action the Town will take in the matter.


Voted, That the sum of one thousand dollars ($1,000) be and is hereby appropriated for repairs on interior of School Build- ings, same to be expended under the direction of the School Committee.

ART. 49. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


Voted, That the sum of five hundred dollars ($500) together with the receipts and the dog tax be and is hereby appropriated for the Public Library, to be expended under the direction of Library Trustees.


ART. 50. To see if the Town will vote to accept so much of Section 37 of Chapter 19, of the Revised Laws as applies to Police, or see what action the Town will take in the matter.


Voted, That the Town accept so much of Section 37 of Chapter 19 of the Revised Laws as applies to the permanent Police Force.


ART. 51. To see if the Town will authorize the Board of Selectmen to appoint some person to dispose of the tax titles held by the Town and to see if said person shall be paid a commission to be charged to Selectmen's Incidentals, or to appropriate a sum of money to pay for the same, or to see what action the Town will take in the matter, agreeable to the petition of William H. Small and othes.


Voted, That the Board of Selectmen be and they are hereby authorized to appoint some person to assist in collecting and selling the tax titles held by the Town. Said person to be paid a commission on said selling and collecting to be paid from the receipts of the sales.


ART. 52. To see if the Town will appoint George Quarmby, Edward M. Dunmore, Henry A. Parker, L. C. Niles and the Chief of the Fire Department as a committee of five, to examine the requirements of the Fire Department and to report at a future meeting the advisability of a reorganization of both the department and equipment, and present a plan for the considera- tion of the voters whereby the Town shall receive better service and protection.


Voted, To accept Article 52 as read.

ART. 53. To see if the Town will ratify and confirm the settlements of disputed tax titles made by the Selectmen during the past year, and anthorize the Selectmen to make such settlements of disputed tax titles during the coming year as they shall deem advisable and authorize the Treasurer to give release in accordance with such settlement.


Voted, To indefinitely postpone.


ART. 54. To see if the Town will accept and adopt Build- ing Rules and Regulations as prepared by a special committee appointed by the Selectmen, or see what action the Town will take in the matter.


Voted, to accept and adopt the building rules and regulations as prepared by said committee.


ART. 56. To see if the Town will appoint a committee of seven to ascertain the best methods to adopt for a future water supply for the inhabitants of the Town of Saugus, to report at this or a future Town Meeting with their recommendations ; said committee to be composed of three citizens, one from each precinct, two members of the Board of Selectmen for 1910 and two of the Water Commissioners for 1910, all to be appointed by the Moderator, or see what action the Town will take in the matter.


Voted, That the Moderator appoint a committee of seven consisting of three citizens of the Town, one from each precinct two members of the Board of Selectmen and two members of the Water Board to carry out the provision of this article. The following persons were appointed by the Moderator, John H. Parker, Henry F. Fiske, Herbert E. Dodge, Robert T. Allen, Ernest L. NNoera, Elmer F. Humphrey, Edmund S. Willard.


ART. 57. To see if the Town will amend Section 8, of Article 2, of the By-Laws of the Town so as to read, "No vote shall be reconsidered at the meeting in which it was passed except upon a motion made within one hour after such vote has passed, and upon notice that such motion is to be made, given

within half an hour after such vote has passed, nor then, unless such motion to reconsider is made by a person who has voted with the majority.
