In the past year I have spent the greater part of my appro- priation trimming trees in all parts of the Town, and have taken down a few large elm trees which have died in the past year. Our elm trees in all parts of the Town were very badly infested with the elm leaf beetle, and if not taken care of this coming year a great number will die from this pest.

Report of the Water Commissioners.


The Board of Water Commissioners respectfully submit the following annual report for the year ending December 31, 1910.


The Board being the same members as the year before and consisting of Messrs. H. E. Dodge, Charles Florence and Robert T. Allen, met March 25 and reelected the officers of the previous year, Mr. Dodge as chairman, and M. Allen as secretary.


The Board then voted to commence operations at once, and work was commenced Monday, March 28, 1910.


Having a quantity of material on hand carried over from last year we were permitted to push the work along without the usual delay of waiting for pipe, etc., as has been the experience in former years. Owing to the rapid growth of the Town and the large number of new houses being built this year we have had increasing demands for the extension of the water and a larger number of applications than usual, which, with the appli- cations carried over gave us more urgent demands than we had funds to take care of. After our appropriation was exhausted and we had then overdrawn to complete a job. The balance of our 4-inch pipe was laid on Beachview avenue, and the labor was paid by a Mr. Mazzoni who received the water therefrom. And still there came an urgent demand on Sunnyside avenue, where there were several new houses built and no water, in which case the owner of the property advanced the money to pay for the pipe and labor.


Our overrun of $96.91 was taken care of by the $100.00 ap- propriated at the Special Town Meeting in December.

The total feet of pipe laid is 1,362 feet, of 6-inch pipe and 4.528 feet of 4-inch (not including the 240 feet laid on Sunny- side avenue), making a total of 6,896 feet, laid at an average cost of about So cents per foot including 220 cubic yards of ledge blasted and all tapping mains and connections with old cement mains.


The 50 per cent rebate received from the City of Lynn for 1910 amounts to $7,670.40.


In accordance with the by-laws of the Town and after care- fully considering the situation and conditions with the growing needs for water your commissioners appeared before the finance committee and recommended a loan of $10,000 for extension and $1,000 for maintenance of the system for the year 1911.

Report of Board of Health.


The Board of Health respectfully submits its annual report for the year 1910.


The Board was organized as follows: George W. Gale, M. D., Chairman; William F. Belcher, Secretary ; Tom D. Emmett, Health Officer.


Regular meetings of the Board are held at the Town Hall on the first Monday of each month at 8 o'clock P. M.


Complaints of various kinds were made to the Board, and all were investigated without delay, and where any nuisance was found to exist it was promptly ordered abated, and the order was complied with in every case.


Complaints made to this Board must be made in writing, and signed by the person or persons making it. No annonymous complaints will be noticed.


We would still call the attention of all owners of real estate to the necessity of having their vaults and cesspools kept in a sanitary condition and cleaned out once a year at least as required by law. Many vaults and cesspools are used until they run out upon the ground, thereby creating a nuisance for themselves and their neighbors. We would also urge the necessity of using an iron cover to all cesspools, the same being once done is done forever, while a wooden top has to be renewed every six or seven years, besides the liability of a horse or wagon breaking through it. We would also urge upon the citizens a more thorough collection of ashes and swill, it being no more work to them to put it in a proper receptacle and have it taken away than to throw it out in the yard to rot and breed mosquitoes and flies, and to say nothing of the improved condition of their premises. We find that once a household has the same removed they do not wish to go back to the old way.

REPORT OF BOARD OF HEALTH.


Revised Laws, Chapter 75, Section 49.


A householder who knows that a person in his family or house is sick of small-pox, diphtheria, scarlet fever, or any other infectious or contagious disease, shall forthwith give notice thereof to the Board of Health of the city or town in which he dwells.


As authorized and directed by the Acts of 1907, the State Board of Health has declared the following diseases to be dan- gerous to the public health and hence notifiable under the pro- visions of the above section :


Actinomycosis, Asiatic 'Cholera, Cerebro-Spinal Meningitis, Diphtheria, Glanders, Leprosy, Malignant pustule, Measles, Rubella, Scarlet Fever, Smallpox, Tetanus, Trichinosis, Tuber- culosis, Typhoid Fever, Typhus Fever, Varicella (Chicken Pox), Whooping Cough, Yellow Fever.


All of these diseases must be reported to the State Board of Health and the State Inspector of Health within 24 hours.


Milk.


An important change of law now places the appointment of the Inspector of Milk and Vinegar with the Board of Health, and gives the Board greater authority. While there are still conditions in the dairies and among milk dealers in the Town that should not continue, the Board feels that considerable progress has been made and that conditions will be improved in many respects. The importance of a careful supervision of milk cannot be over-estimated.


Tuberculosis.


The largest number of cases of tuberculosis was reported that has ever been reported to the Board, but the report and regis- tration is far from being as prompt as it should be.


There were issued by this Board permits to the number of thirty (30) to take from the waters of flats of the Saugus River clams to be used for bait only.

The following Undertakers were licensed to conduct the business for 1910: H. Dwight Bisbee, Cliftondale ; Benjamin F. Fullerton, Saugus ; Darcy & Quick, Lynn ; James M. Blais- dell, Lynn ; William Cullerton, Lynn.


There were five (5) permits granted to clean out cesspools and vaults.


There were three (3) permits to slaughter within the Town limits.


There were six (6) permits issued to citizens to keep four or more horses on their premises.


We have given to the physicians of the Town two hundred bottles of Antitoxin for Diphtheria, which if bought and paid for by the citizens would cost three dollars at least a bottle, making a cost of $600, which we are able to get from the State Board of Health free for the reason that your Board reports all contagious and infectious diseases in the Town to the State Board.
