To W. Charles Sellick, Constable of the Town of Saugus : GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the several voting precincts in the Town on Monday, March second, A. D., nineteen hundred and fourteen, at five forty- five o'clock, A. M., then and there to bring in their ballots to the Wardens for the following Town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree War- den, two School Committee, two Finance Committee, for one year ; one School Committee, one Finance Committee, for two years; one Assessor, one Sinking Fund Commissioner, one Trustee of Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Com- missioner, three Finance Committee, for three years.


Also your "Yes" or "No" to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?

Also your "Yes" or "No" to the following questions : Shall Section 42, Chapter 514, Acts of 1909, as affected by Chapter 494, Acts of 1911, entitled "An Act to provide that eight hours shall constitute a day's work for city or town employees" be accepted ?


Shall Chapter 487, Acts of 1913, entitled "An Act relative to the promotion of call men in the fire department of cities and towns" be accepted ?


Shall Chapter 807, Acts of 1913, entitled "An Act to pro- vide for compensating certain public employees for injuries sustained in course of their employment" be accepted ?


Also to appear at the Town Hall on Monday evening, March Ninth, A. D., nineteen hundred and fourteen, at eight o'clock, to hear and act on the following articles, viz :


Article 1. To choose a Moderator to preside at said meet- ing.


Art. 2. To hear report of Committees.


Art. 3. To choose all other Town officers which Towns are, by law, required to choose in the months of March and April annually.


Art. 4. To see what sums of money the Town will appro- priate for Town charges and for any other purposes for which the Town may lawfully expend money.


Art. 5. To see if the Town will vote to purchase an Auto Pump Engine with capacity of 700 gallons per minute, equipped with a 50-gallon Chemical Tank and 300 feet of Chemical Hose, said machine to have full equipment of a first-class Pump Engine, at an expense not exceeding $8,- 500 or to see what action the town will take in the matter, agreeable to the petition of Walter C. Perkins and others.


Art. 6. To see if the Town will vote to appropriate the sum of fifteen hundred fifty-eight dollars ($1,558) for the

following equipment : One Garbage Wagon, $250; one Wag- on, $200; one 4-yard Ash Wagon, $250; two Horses at $300, $600; twelve Garbage buckets, $8; two Harnesses, $75; one pump, $75; twenty Barrels, $100, agreeable to the petition of Walter C. Perkins and others.


Art. 7. To see if the Town will vote to install a system of drainage from Cleveland avenue to the Lynn Line on Washington avenue, Lynnhurst, about seven hundred (700) feet of fifteen (15) inch pipe connected with catch basins as follows : Two at the junction of Cleveland and Washington avenues, two at the junction of Harrison and Washington avenues; one at the junction of Garfield and Washington avenues, and to make an appropriation therefor not exceed- ing seven hundred dollars |$700). The above work is to be let out to the lowest responsible bidder, or to see what action the town will take in the matter, agreeable to the petition of Charles N. Wormstead and others.


Art. 8. To see if the Town will appropriate the sum of three hundred fifty dollars ($350) for the installing of toilets in the Lynnhurst schoolhouse, money to be expended by the School Committee, agreeable to the petition of W. Burton Ames and others.


Art. 9. To see if the Town will make an appropriation to take out the old toilets in the Cliftondale brick school and install modern plumbing, as recommended by the Board of Health, agreeable to the petition of Charles L. Davis and others.


Art. 10. To see if the Town will make an appropriation to repair and refinish the old Grammar School Building in Saugus, or to see what action the Town will take in the mat- ter, agreeable to the petition of Charles L. Davis and others.


Art. 11. To see if the Town will make an appropriation to extend the commercial course in the Saugus High School to include stenography and typewriting, or to see what action the town will take in the matter agreeable to the peti- tion of Charles L. Davis and others.

Art. 12. To see if the Town will appropriate the sum of one hundred and fifty dollars ($150) to be used in grading Robinson street, agreeable to the petition of Tom D. Emmett and others.


Art. 13. To see if the Town will install a Fire Alarm Box at the corner of Winter and Willis streets and make an appropriation of one hundred and fifty dollars ($150) for the same, agreeable to the petition of Frederick H. Griswold and others.


Art. 14. To see if the Town will appropriate the sum of twelve hundred dollars ($1200) for the purpose of building a Storage Vault in the basement of the Town Hall and fur- nishing the same with Steel Fixtures as provided by law, or to see what action the town will take in the matter, agreeable to the petition of H. Dwight Bisbee and others.


Art. 15. To see if the Town will appropriate the sum of seventy-five dollars ($75) for the purpose of installing a Filing Cabinet in the Treasurer's office, or to see what action the town will take in the matter, agreeable to the petition of H. Dwight Bisbee and others.


Art. 16. To see if the Town will appropriate the sum of five hundred dollars ($500) for the extension of water pipes on Seagrit avenue, running from Venice avenue westerly 550 feet, or to see what action the town will take in the matter, agreeable to the petition of Nathan Koran and others.


Art. 17. To see if the Town will appropriate the sum of one thousand dollars ($1,000), together with the dog tax for 1913 and the Library receipts, to be expended under the Library Trustees for the purpose of defraying expenses of the Saugus Free Public Library for the ensuing year, or to see what action the town will take in the matter, agreeable to the petition of Clayton W. Rees and others.


Art. 18. To see if the Town will appropriate the sum of four hundred dollars ($400) for the purpose of defraying

expenses and doctor's bills of ex-Fire Chief Clayton W. Rees, resulting from the operation caused by injuries he re- ceived while in the discharge of his duties at a fire on Over- lea avenue, East Saugus, April 20, 1913, or to see what action the town will take in the matter, agreeable to the pe- tion of Mitchell E. Byron and others.


Art. 19. To see if the Town will instruct the Selectmen to install incandescent lights in the following places, and make an appropriation therefor, viz: one on Harrison avenue be- tween Washington avenue and Sherman street; one between Washington and Jefferson avenues; one on Anawan avenue one on Howard street, in the bend of the road near the resi- dence of George E. Matcalf; one on Ballard street near Spencer avenue; one on Spencer avenue; one on Guild road; one on Park street; one at the corner of Palmer avenue and Laurel street; one at the junction of Glendale avenue and Hillcrest street; one at junction of Hillcrest street and View street; one at the junction of Springdale avenue and Grand- view Park; one at junction of Springdale avenue and Lan- der street; one at the corner of Allard and Victor streets ; one at the corner of Williams and Hilldale avenue; one on Pine View street, 175 feet from Winter street; one on Gran- ite road; one on Horton street; one on Sunnyside avenue; one at the corner of Beacham and Emerald road; one at the corner of Sapphire and Ruby road ; one opposite Lot No. 58 cn Summit avenue; two on Saugus avenue; two on Summit avenue; agreeable to the petitions of John H. Lafferty, James F. Miller, Willie M. Penney, Harry Woodward, C. G. Elkstrand, A. F. Clements, John E. Palmer, Frederick H. Griswold, J. Arthur Raddin, George J. Caddy, John Husler and others.


Art. 20. To see if the Town will appropriate the sum of eighty-six dollars and sixty-four cents ($86.64) to pay taxes for the year 1913, on unredeemed tax titles taken by the Town.


Art. 21. To see if the Town will appropriate the sum of seven hundred and seven dollars and ten cents ($707.10) to cover the amount due on unpaid bills January 1, 1914.

Art. 22. To see if the Town will appropriate the sum of five thousand dollars ($5,000) for a survey and plotting the town, the same to be expended under the direction of the Board of Assessors, or to see what action the town will take in the matter, agreeable to the petition of J. Arthur Raddin and others.


Art. 23. To see if the Town will vote to pay to the Perpetual Care Fund of Cemetery Commission one hundred dollars ($100) and accrued interest to reimburse it for the money paid for care of the Charles Raddin lot, agreeable to the petition of J. Arthur Raddin and others.


Art. 24. To see if the Town will vote to appropriate the sum of one hundred and fifty dollars ($150) to replenish the principal and $16 for interest of the Trust Fund for the Perpetual care of the lots of Harrison Wilson and Hubert Moore in Riverside Cemetery, or to see what action the town will take in the matter, agreeable to the petition of William E. Ludden and others.


Art. 25. To see if the Town will appoint a committee of ten citizens to carry out a celebration of the one hundredth (100th) anniversary of the incorporation of the Town, which occurs in 1915, and appropriate the sum of one thousand dollars ($1,000) to be expended at the discretion of said committee in making preliminary plans for this proposed celebration, or to see what action the town will take in the matter, agreeable to the petition of John T. Brady and others.


Art. 26. To see if the Town will appropriate the sum of three hundred dollars ($300) for five or more concerts to be given by the Bay State Cadet Band, or to see what action the town will take in the matter, agreeable to the petition of Walter Sprague and others.


Art. 27. To see if the Town will vote to purchase the Hurd estate, so-called, consisting of twelve acres, more or less, the same to be used for a public playground, and to

make an appropriation of four thousand dollars ($4,000) to be used for the purchase of said estate, and to issue serial bonds of the town for the same and to define the terms and time of payment thereof, or to see what action the town will take in the matter, agreeable to the petition of Ulric B. F. A. Jenkins and others.


Art. 28. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a water loan of fifteen thousand dollars ($15,000) for the purpose of extending and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of the year 1911, and to define the terms and the time of payment of said loan, or to see what action the town will take in the matter, agreeable to the petition of Robert T. Allen and others. 1


Art. 29. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Art. 30. To see what action the Town will take in rela- tion to charging interest on taxes assessed during the ensu- ing year.


Art. 31. To see what compensation the Town will give the Collector for collecting the taxes of 1914.


Art. 32. To see if the Town will accept Emory street, beginning at a point on Central street and running westerly, as per plan and specifications filed with the Town Clerk.


Art. 33. To see if the Town will vote to instruct the Selectmen to redistrict the Voting Precincts and that there be a voting booth placed in Pleasant Hills.


Art. 34. To see if the Town will appoint a committee of seven citizens to revise the By-Laws of the Town, said committee to report at the next town meeting, or to see what action the Town will take in the matter.

Art. 35. To see if the Town will vote to accept Chapter 624 of the Acts of the year 1910, relative to town account- ants.


Art. 36. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a loan of twenty-five thousand dollars ($25,000) for the im- provement and extension of the water system of Saugus, Mass., under the provisions of Chapter 91 of the Acts of the Legislature of Massachusetts of the year nineteen hundred and eleven and the Acts in amendment thereto and supple- mentary thereof, said loan to be used for the purpose of acquiring land and constructing a standpipe on Baker's Hill, so-called, and for the purpose of procuring land and con- structing a pumping station and equipment for the same and to define the terms and time of payment of said loan, or to see what action the town will take in the matter, agreeable to the petition of Robert T. Allen and others.


Art. 37. To see if the Town will appropriate a sum not exceeding ten thousand dollars ($10,000) for the purpose of constructing Woodbury avenue, the same to be expended under the direction of the Board of Selectmen subject to the approval of the Woodbury Avenue Extension Committee, and to see if the town will raise the amount voted by the issue of bonds or to take any action relating thereto, agree- able to the petition of Horace A. Nowell and others.


Art. 38. To see if the Town will appropriate a sum not exceeding ten thousand dollars ($10,000) for the purpose of constructing a concrete and iron bridge across the Saugus River at Woodbury avenue, the same to be expended under the direction of the Board of Selectmen subject to the appro- val of the Woodbury Avenue Extension Committee and to see if the town will raise the amount voted by a bond issue or take any action relating thereto, agreeable to the petition of Horace A. Nowell and others.


Art. 39. To see if the Town will vote to appropriate a sum not to exceed three hundred dollars ($300) to be used by the committee appointed by the town to report on the advisability of extending Woodbury avenue to the Lynn

Line, said sum to be used for the purpose of making surveys and plan of said proposed extension and a bridge across the Saugus River or to see what action the town will take in the matter, agreeable to the petition of Charles N. Wormstead and others.


The Polls will open at 5.45 o'clock A. M. and may close at 4.30 P. M., and you are hereby directed to serve this warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distrib- ute copies as provided by the By-Laws at least four days before.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
