ANNUAL TOWN MEETING


Voted: That the sum of $108 be and is hereby appropri- ated to reimburse the principal and interest of the per- petual care of the Charles Raddin lot in Riverside Cemetery.


Art. 24. To see if the Town will vote to appropriate the sum of $150 to replenish the principal and $16 for interest of the Trust Fund for the perpetual care of the lots of Harrison Wilson and Hubert Moore in Riverside Cemetery, or to see what action the Town will take in the matter, agreeable to the petition of William E. Ludden and others.


Voted : That the sum of $108 be and is hereby appropri- ated to replenish the principal and interest of the Trust Fund for the perpetual care of the lot of Mr. Harrison Wil- son in Riverside Cemetery.


Art. 25. To see if the Town will appoint a committee of ten citizens to carry out a celebration of the one hundredth anniversary of the incorporation of the Town, which occurs in 1915, and appropriate the sum of $1000 to be expended at the discretion of said committee in making preliminary plans for this proposed celebration, or to see what action the Town will take in the matter, agreeable to the petition of John T. Brady and others.


Voted: That the Board of Selectmen be authorized to ap- point a committee of ten citizens to carry out a celebration of the 100th anniversary of the incorporation of the Town which occurs in 1915, and appropriate the sum of $200 to be expended at the discretion of said committee in making preliminary plans for this proposed celebration.


Art. 26. To see if the Town will appropriate the sum of $300 for five or more concerts to be given by the Bay State Band, or to see what action the Town will take in the matter, agreeable to the petition of Walter Sprague and others.


Voted : To indefinitely postpone.


Art. 29. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.

Voted : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1914, and to issue a note or notes therefor, payable within one year, any debt or debts in- curred under this vote to be paid from the revenue of said financial year. Art. 30. To see what action the Town will take in relation to charging interest on taxes assessed during the ensuing year.


Voted : That all Poll Taxes are due and payable on July 1st, 1914. All other taxes are due and payable on October 1st, 1914, and interest at the rate of 6 % per annum be charged on all taxes remaining unpaid after November 1st, 1914.


Art. 31. To see what compensation the Town will give the Collector for collecting the taxes of 1914.


Voted : That the Tax Collector be paid three-fourths of one per cent. on all 1914 taxes collected.


Art. 32. To see if the Town will accept Emory street be- ginning at a point on Central street and running westerly, as per plan and specifications filed with the Town Clerk.

To see if the Town will appropriate a sum not ex- ceeding $10,000 for the purpose of constructing Woodbury avenue, the same to be expended under the direction of the Board of Selectmen subject to the approval of the Wood- bury Avenue Extension Committee, and to see if the Town will raise the amount voted by the issue of bonds or take any action relating thereto, agreeable to the petition of Horace A. Nowell and others.

Art. 38. To see if the Town will appropriate a sum not exceeding $10,000 for the purpose of constructing a con- crete and iron bridge across the Saugus River at Wood- bury Avenue, the same to be expended under the direc- tion of, the Board of Selectmen subject to the approval of the Woodbury Avenue Extension Committee, and to see if the Town will raise the amount voted by a bond issue or take any action relating thereto, agreeable to the peti- tion of Horace A. Nowell and others.

Art. 39. To see if the Town will vote to appropriate a sum not to exceed $300 to be used by the committee ap- pointed by the Town to report on the advisability of ex- tending Woodbury avenue to the Lynn line, said sum to be used for the purpose of making surveys and plans of said proposed extension and a bridge across the Saugus River, or to see what action the Town will take in the matter, agreeable to the petition of Charles N. Wormstead and others.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Saugus qualified to vote in Town affairs to meet at the Town Hall on Monday evening, May 25, A. D. 1914, at eight o'clock, to hear and act on the following articles, viz :


Art. 1. To chose a Moderator to preside at said meet- ing.


Art. 2. To see if the Town will vote to appoint a com- mittee of five citizens to make an examination into affairs of the school committee, including all matters pertaining to schools, and especially into the condition of affairs at the High School regarding the recent trouble and the trouble that now exists, and the reasons therefor, hereby requesting the school committee and all teachers who re- cently made complaints to the school committee regarding the condition of affairs in the High School to attend the meeting of this committee and that the committee report their findings with their recommendations at an ad- journed Town Meeting to be held in the Town Hall not later than ten days from the date of the appointment of this committee, or to see what action the Town will take in the matter.


Art. 3. To see if the Town will appropriate the sum of $15,000, for the maintenance of its Water System. This amount in lieu of the income of the Water Department, or

Special Town Meeting to act on articles in Town Warrant was held Monday evening, May 25, 1914, at eight o'clock.


The meeting was called to order by the Town Clerk, Henry A. Parker. After the reading of the Warrant by the Town Clerk, Art. 1 was taken up.


Art. 1. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being qualified by the Town Clerk took charge of the meeting.


The Moderator appointed and swore in the following citizens as tellers, viz : Frank E. Parker, Herbert M. Forri- stall, Granville A. Clark, Charles E. Putnam.


Voted: To take up Article 3.


Art. 3. To see if the Town will appropriate the sum of $15,000 for the maintenance of its Water System. This amount being in lieu of the income of the Water Depart- ment, or to see what action the Town will take in the matter, agreeable to the petition of Granville A. Clark and others.

Homan, Vincent J. Pendleton, J. Wesley Paul, Arthur Reddish, Frank W. Price, George I. Hull, John Husler, Jr.

Voted : To waive the reading of the records of the last meeting.


Report of the foot-bridge over Saugus River at Woodbury Avenue, Committee was accepted.


Voted : To take up Art. 4.


Art. 4. To see if the Town will appropriate the sum of $300 for the purpose of building a foot-bridge across the Saugus River at the foot of Woodbury Avenue, or to see what action the Town will take in the matter agreeable to the petition of Austin P. Bagley and others.


Voted: That the sum of $300 be and hereby is appropri- ated for building a foot-bridge across the Saugus River at Woodbury Avenue.

Report of the Committee appointed under Art. 2, was read and it was voted that the report be received and that the recommendations be acted upon separately.


First, That Mr. Butterworth's four years of service as Principal of the Saugus High School be most heartily en- dorsed.


Voted : That recommendation No. 1 be adopted as read.

evasively, and have been, it seems to us, unfair and unwise, we feel it to be for the best interest of the Town and Schools that they be asked to resign.


Voted : That recommendation No. 2 be adopted as read.


Third: In view of evidence submitted to this Commit- tee, we would recommend that the entire personnel of the teaching staff of the Saugus High School and Principal of the ninth grade be changed for the next year.


Voted: That recommendation No. 3 be adopted as read.


Fourth : We recommend the election or appointment of a new School Committee, and that there be re-established between the School Committee and Superintendent of Schools the proper relation. He, being the executive head of the School Committee, should be given his true place as captain of the force of teachers and if they should have any complaints they should be made to him.


Voted : That recommendation No. 4 be adopted as read.


.. Voted : That a vote of thanks be given the Committee for the able report presented to the Voters.


Voted, To dissolve the meeting at 11.10 P. M.

Rees, for doctors' expenses, etc., for injuries sustained as Chief of the Saugus Fire Department while in discharge of his duties at a fire on Overlea avenue, April 20th, 1913, or to see what action the Town will take in the matter , agreeable to the petition of George Quarmby and others.


Art. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time on and after January 1, 1915, in anticipation of the revenue of the year beginning January 1, 1915, and issue a note or notes of the Town therefor.

To see if the Town will vote to rescind its vote passed March 9, 1914, under Article 28, of the Warrant for said meeting, authorizing the Treasurer, with the approval of the Water Commissioners to issue $10,000 of bonds for the purpose of improving and extending the water system, under Massachusetts Acts of 1911, chapter 91, section 2, a question of legality as to the maturities voted for said bonds having been raised.


Art. 11. To see if the Town will vote to amend its vote passed at the Town meeting of March 9, 1914, under Article 36, of the warrant for said meeting, whereby the Town Treasurer with the approval of the Water Commissioners, was authorized to issue bonds or notes of the Town under Massachusetts Acts of 1911, chapter 91, and Acts in amend- ment thereof, by raising the amount of such bonds or notes to $28,000 and to make any further amendments in said vote which may be deemed expedient, or take any action in rela- tion thereto.

Art. 8. To see if the Town will appropriate the sum of $250, to be paid to ex-Chief of the Fire Department, Clayton W. Art. 9. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time on and after January 1, 1915, in anti- cipation of the revenue of the year beginning January 1, 1915, and issue a note or notes of the Town therefor.

Voted : That the vote passed by the Town at the annual Town meeting, March 9, 1914, under Article 36, of the War- rant for said meeting, authorizing the Town Treasurer, with the approval of the Water Commissioners, to issue $25,000 bonds or notes of the Town under Massachusetts Acts of 1911, chapter 91, be amended to read: That the Town Treasurer, with the approval of the Water Commis- sioners, be and he hereby is authorized to issue bonds or notes of the Town under authority of Massachusetts Acts of 1911, chapter 91, to an amount not exceeding $28,000 for the purpose of extending and improving its water system, in- cluding acquiring of land, constructing a standpipe on Baker's Hill, so-called, and procuring land and constructing

In the name of the Commonwealth you are hereby re- quired to notify and warn the inhabitants of said town who are qualified to vote in Primaries to meet in Town Hall, Tuesday, the twenty-second day of September, 1914, at three o'clock P. M., for the following purposes: To bring in their votes to the Primary Officers for the Nomination of Candidates of Political Parties for the following offices : Governor; Lieutenant Governor; Treasurer and Receiver General; Auditor; Attorney-General, for this Common- wealth ; Representative in Congress, Seventh District ; Coun- cillor, Sixth Councillor District ; Senator, Seventh Middlesex District; two Representatives in General Court, Fifteenth Representative District; County Commissioner Essex County. And for the election of the following officers : District Member of State Committee for each political party for the Seventh Senatorial District; Members of the Demo- cratic Town Committee; Members of the Republican Town Committee; Members of the Progressive Town Committee ; Delegates to the State Conventions of Political parties. All the above candidates and officers are to be voted for upon ballot. The polls will be open from 3 to 9 P. M.
