ADJOURNED TOWN MEETING.


March 9, 1914.


The meeting was called to order at eight o'clock P. M. by the Town Clerk, Henry A. Parker, who read the Warrant, omitting the reading of the articles as upon motion which was carried that the reading of the articles be dispensed with.


Article 1. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.


Art. 2. To hear report of Committees.


Voted: To accept the report of the Finance, Garbage, Standpipe, and Woodbury Avenue Extension Committees, Charles N. Wormstead made a minority report on Woodbury Avenue extension.


Art. 3. To choose all other town officers which towns are, by law, required to choose in the months of March and April annually.


Chose Carl F. Koch, Pound Keeper; Willie M. Penney, Daniel S. Bannon, Charles L. Putney, Field Drivers ; Frank H. Coburn, Hervey Upham, Fence Viewers ; Herbert O. Pratt, Frank H. Coburn, Frederick Stocker, Measurers of Wood and Bark ; Board of Selectmen as appraisers of Town Prop- erty.


Art. 4. Voted, to lay on the table.


Moderator appointed and swore in the following citizens as tellers : Herbert M. Forristall, Edgar B. Oliver, J. Arthur Raddin, Henry J. Mills.

ANNUAL TOWN MEETING


Art. 5. To see if the Town will vote to purchase an Auto Pump Engine, with capacity of 700 gallons per minute, equipped with a 50-gallon Chemical Tank and 300 feet of Chemical Hose, said machine to have full equipment of a first-class Pump Engine, at an expense not exceeding $8,500 or to see what action the town will take in the matter, agree- able to the petition of Walter C. Perkins and others.


Voted : To indefinitely postpone.


Voted : To take up Art. 36.


Art. 36. To see if the Town will authorize the Treasurer with the approval of the Water Commissioners, to make a loan of twenty five thousand dollars ($25,000) for the improvement and extension of the water system of Saugus, Mass., under the provisions of Chapter 91, of the Acts of the Legislature of Massachusetts of the year nineteen hundred and eleven and the Acts in amendment thereto and supple- mentary thereof, said loan to be used for the purpose of acquiring land and constructing a standpipe on Baker's Hill, so-called, and for the purpose of procuring land and con- structing a pumping station and equipment for the same and to define the terms and time of payment of said loan, or to see what action the town will take in the matter, agreeable to the petition of Robert T. Allen and others.


Voted : That the Town Treasurer with the approval of the Water Commissioners, be and hereby is authorized to issue bonds or notes of the Town, under Chapter 91, of the Acts of the Massachusetts Legislature of the year 1911, and the Acts in amendment thereto and supplementary thereof, to the amount of $25,000 for the improvement and extension of the Water System of Saugus, Massachusetts, of acquiring land, constructing a standpipe on Baker's Hill, so-called, and for the purpose of procuring land and constructing a Pumping Station and the equipment for the same. Said Bonds or notes to be Serial Coupon Bonds or notes, dated May 1st, 1914, and bearing interest at the rate not exceeding 4 1-2 per cent. and bear on their face the words, "Town of Saugus Water Loan Act of 1911, and amendments thereto." Voted: To take up Article 27.


Art. 27. To see if the Town will vote to purchase the Hurd estate, so-called, consisting of twelve acres, more or less, the same to be used for a public playground, and to make an appropriation of four thousand dollars ($4,000) to be used for the purchase of said estate, and to issue serial bonds of the town for the same and to define the terms and time of payment thereof, or to see what action the town will take in the matter, agreeable to the petition of Ulric B. F. A. Jenkins and others.


Voted: That the Town purchase the Hurd estate, so- called, consisting of twelve acres, more or less, the same to be used for a public playground and that the sum of four thousand dollars be and hereby is appropriated to pay for the same that the Town Treasurer be and he hereby is au- thorized and directed to issue five serial bonds of the town therefor, bearing interest at the rate not exceeding four per cent., said bonds to be of the denomination of eight hundred dollars each and to be numbered one to five inclusive, interest payable semi-annually and one each of said bonds payable annually on the first day of April on and after 1915. Yeas, 196; Nays, 108. This vote requiring a two-third vote was not carried.

After much discussion in regard to the reconsideration, of Art. 27, and no person who voted in the majority having asked for a reconsideration, it was decided by the Moderator that the article could come before the meeting again, and upon the request of twenty-five voters the check list was called for with the following results: yeas, 247; nays, 188. This vote requiring a two-third vote was not carried.


Voted, at 10.10 o'clock P. M. to adjourn to Friday, March 20, 1914, at eight o'clock P. M.

Art. 28. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a water loan of fifteen thousand dollars ($15,000) for the purpose of extending and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of the year 1911, and to define the terms and the time of payment of said loan, or to see what action the town will take in the matter, agreeable to the petition of Robert T. Allen and others.

Voted : To take up Art. 8.


Art. 8. To see if the Town will appropriate the sum of three hundred fifty dollars ($350) for the installing of toilets in the Lynnhurst Schoolhouse, money to be expended by the School Committee, agreeable to the petition of W. Burton Ames and others.


Voted : That the sum of $350 he and hereby is appropri- ated for the purpose of installing toilets in the Lynnhurst Schoolhouse, money to be expended by the School Commit- tee.


Art. 9. To see if the Town will make an appropriation to take out the old toilets in the Cliftondale Brick School and install modern plumbing as recommended by the Board of Health, agreeable to the petition of Charles L. Davis and others.


Voted : That the sum of $500 be and the same hereby is appropriated for the purpose of taking out the old toilets in the Cliftondale Brick School and installing modern plumb- ing.


Art. 10. To see if the Town will make an appropriation to repair and refinish the Old Grammar School building in Saugus, or to see what action the Town will take in the matter, agreeable to the petition of Charles L. Davis and others.


Voted : That the sum of $1,500 be and the same hereby is appropriated to repair and refinish the Old Grammar School building in Saugus.


Voted : To take up Art. 15.


Art. 15. To see if the Town will appropriate the sum of seventy-five dollars ($75) for the purpose of installing a filing cabinet in the Treasurer's office, or to see what action the Town will take in the matter, agreeable to the petition of H. Dwight Bisbee and others.

To see if the Town will vote to install a system of drainage from Cleveland avenue to the Lynn Line on Wash- ington avenue, Lynnhurst, about seven hundred feet of fif- teen inch pipe connected with catch basins as follows: Two at the junction of Cleveland and Washington avenues, two at the junction of Harrison and Washington avenues; one at the junction of Garfield and Washington avenues, and to make an appropriation therefor not exceeding $700: the above work to be let out to the lowest responsible bidder, or to see what action the town will take in the matter, agree- able to the petition of Charles N. Wormstead and others.

Voted: That the sum of $2,585 be and is hereby appro- priated for the interest on Water Loans.


Voted: That the sum of $125 be and hereby is appro- priated for the office expenses of the Finance Committee, including salary of the Secretary of $50.


Voted : That the sum of $600 be and is hereby appropri- ated for the office expenses of the Selectmen's department including the salaries of Selectmen of $350.


Voted: That the sum of $600 be and is hereby appropria- ted for the office expenses of the Auditing Department, in- cluding salary of Auditor of $500.

To see if the Town will appropriate the sum of $1200 for the purpose of building a Storage Vault in the basement of the Town Hall and furnishing the same with steel fixtures as provided by law, or to see what action the town will take in the matter, agreeable to the petition of H. Dwight Bisbee and others.

Voted : That the sum of $1200 be and is hereby appropri- ated for a Storage Vault for the storage of records and other papers of the several officers of the Town, to be located in the basement of the Town Hall, same to be fire proof.


Art. 16. To see if the Town will appropriate the sum of $500 for the extension of water pipes on Seagirt avenue, running from Venice avenue westerly 550 feet, or to see what action the town will take in the matter, agreeable to the petition of Nathan Koran and others.

Art. 17. To see if the Town will appropriate the sum of $1000, together with the Dog Tax for 1913 and the Library receipts, to be expended under the Library Trustees, for the purpose of defraying expenses of the Saugus Free Public Library for the ensuing year, or to see what action the Town will take in the matter, agreeable to the petition of Clayton W. Rees and others.

Art. 18. To see if the Town will appropriate the sum of $400 for the purpose of defraying expenses and doctor's bills of ex-Fire Chief Clayton W. Rees, resulting from an operation caused by injuries he received while in the dis- charge of his duties at a fire on Overlea avenue, East Sau- gus, April 20, 1913, or to see what action the Town will take in the matter, agreeable to the petition of Michell E. Byron and others.


Voted : To refer to the Board of Selectmen.


Art. 20. To see if the Town will appropriate the sum of $86.64 to pay taxes for the year 1913, on unredeemed tax titles taken by the Town.


Voted : That the sum of $86.64 be and is hereby appropri- ated to pay taxes for the year 1913 on unredeemed tax titles taken by the Town.

Voted: That the sum of $5000 be and is hereby appropri- ated towards Surveying and Plotting for the Town, same to be expended under the direction of the Board of Assess- ors.


Art. 23. To see if the Town will vote to pay to the per- petual care fund of Cemetery Commission $100, and accrued interest to reimburse it for the money paid for care of the Charles Raddin lot, agreeable to the petition of J. Arthur Raddin and others.
