ANNUAL TOWN MEETING


ESSEX, SS. March 6, 1916.


To W. Charles Sellick, Constable of the Town of Saugus:


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the several voting precincts in the town on Monday, March Sixth, A. D., nineteen hundred and sixteen, at five forty-five o'clock A. M., then and there to bring in their ballots to the Wardens for the following town officers:


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Constable, Collector of Taxes, Tree Warden, for one year; one Assessor, one Sinking Fund Commissioner, three Trustees of Public Library, one Board of Health, one Water Commissioner, two School Committee, one Ceme- tery Commissioner, for three years.


Also your "Yes" or "No" to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year?


Also your "Yes" or "No" to the following question: Shall the Act passed by the general court in the year nine- teen hundred and sixteen, abolishing the water board and establishing a superintendent of public works in the town of Saugus be accepted by that town?


Also to appear at the Town Hall on Monday Evening, March Thirteenth, A. D., nineteen hundred and sixteen, at eight o'clock, to hear and act on the following articles, viz .:


The meeting will be opened with prayer by the Rev. Lynn V. Farnsworth.


ARTICLE 1. To choose a Moderator to preside at said meeting.

ART. 2. To hear and act on reports of Committees.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.


ART. 4. To see if the Town will vote to appoint a com- mittee of not less than five citizens, the same to be chosen by the Moderator, said committee shall have full charge of all matters relating to the selecting and procuring of a site, the construction of a new school building thereon, the selection of an architect and plans therefor, and the providing of new and original equipment for said building and said committee shall have full authority to bind the Town in all contracts and obligations which they may deem necessary and ex- pedient to enter into in connection with said work, agreeable to the petition of Frank P. Bennett and others.


ART. 5. To see if the Town will vote to acquire land to be located at or near the present High School and to con- struct thereon a new schoolhouse and provide new and original equipment therefor and by vote pass upon all mat- ters incidental thereto including the matter of borrowing in the name and behalf of the Town a sum of money not to exceed $75,000 and to issue the notes or bonds of the Town therefor, agreeable to the petition of Frank P. Bennett and others.


ART. 6. To see if the Town will appropriate and raise by borrowing thirty thousand ($30,000) dollars to be used on the streets of the town for macadam pavement under specifications approved by the Massachusetts Highway Commission and to issue bonds of the Town therefor or take any action in relation thereto, agreeable to the petition of the Board of Selectmen.


ART. 7. To see if the Town will appropriate the sum of $100 to repair the front of the building occupied by the Library, or to see what action the Town will take in the matter, agreeable to the petition of W. Sanford Full, and others.

ART. 8. To see if the Town will appropriate the sum of $75 the same to be expended under the direction of the Selectmen, for the maintenance and care of such tower clocks as are now in active operation in the Town, or to see what action the Town will take in the matter, agreeable to the petition of Horace H. Atherton and others.


ART. 9. To see if the Town will vote to make an appro- priation for a Fire Alarm Box, to be placed at the corner of Ocean View and Summit Avenues, agreeable to the petition of Angelo Rossetti and others.


ART. 10. To see if the Town will appropriate the sum of $100 for a Fire Alarm Box, to be located on Westford Street, at the corner of Laconia Avenue, or to see what action the Town will take in the matter, agreeable to the petition of Thomas M. Coakley and others.


ART. 11. To see if the Town will appropriate the sum of $100 for the erection of a Hydrant, to be located on Westford Street, at the corner of Laconia Avenue, or to see what action the Town will take in the matter, agreeable to the petition of Thomas M. Coakley and others.


ART. 12. To see if the Town will appropriate and raise by borrowing $10,000 for water supply purposes under authority of Chapter 133 of the Acts of 1914 of the Massa- chusetts Legislature, or take any action in relation thereto, agreeable to the petition of Robert T. Allen and others.


ART. 13. To see if the Town will appropriate the sum of $6,050, the same to be used in lieu of the income of the Water Department under authority of Chapter 91, Section 2, of the Acts of 1911 and of Chapter 133, of the Acts of 1914, of the Legislature of Massachusetts for the main- tenance and general account of the Department, or to see what action the Town will take in the matter, agreeable to the petition of Robert T. Allen and others.


ART. 14. To see if the Town will appropriate the sum of $9.91 for unpaid bill on account of Stand-pipe, or to see what action the Town will take in the matter, agreeable to the petition of Robert T. Allen and others.

ART. 15. To see if the Town will appropriate the sum of $60 in settlement of claim against the Town for gravel taken, agreeable to the petition of the Board of Selectmen.


ART. 16. To see if the Town will appropriate the sum of $105.82 in settlement of claim of H. H. Rogers for an illegal Tax Title, agreeable to the petition of Henry A. Parker.


ART. 17. To see if the Town will appropriate the sum of $2,100 to cover the amount due on unpaid bills January 1, 1916.


ART. 18. To see if the Town will vote to install a system of drainage from Cleveland Avenue to the Lynn Line on Washington Avenue, Lynnhurst, about seven hundred (700) feet of fifteen (15) inch pipe connected with catch basins as follows: Two at the junction of Cleveland and Washington Avenues; two at the junction of Harrison and Washington Avenues; one at the junction of Garfield and Washington Avenues; and to make an appropriation therefor not ex- ceeding seven hundred dollars ($700) or to see what action the Town will take in the matter, agreeable to the petition of Charles N. Wormstead and others.


ART. 19. To see if the Town will appropriate the sum of $650 for the purchase of fire hose, or to see what action the Town will take in the matter, agreeable to the petition of Ernest Stuart and others.


ART. 20. To see if the Town will vote to purchase de- partmental equipment for the fire department, to wit: One Auto Hook and Ladder Truck for a sum not exceeding $6,500, or to see what action the Town will take in the matter, agreeable to the petition of Ernest Stuart and others.


ART. 21. To see if the Town will appropriate the sum of seven hundred twenty dollars ($720), the same to be paid to the widow of the late Arthur L. Williams, said sum representing the balance of the year's salary which would have been paid to the late Principal of the High School had

he completed the present school year, agreeable to the petition of Joseph G. Bryer.


ART. 22. To see if the Town will vote to appropriate the sum of $50 for the purpose of purchasing for an Athletic Field, the marsh land located near "Round Hill" so-called, owned by J. W. Wilbur or the Wilbur Land Company, as shown on plan of Saugus Terrace, Saugus, Mass., owned by J. W. Wilbur, April, 1911, Ernest W. Branch, C. E., or take any action in relation thereto, agreeable to the petition of Henry A. B. Peckham.


ART. 23. To see if the Town will appropriate the sum of $250 to be used for grading and putting in suitable condi- tion for a playground that portion of "Round Hill" so- called that has already been cleared and purchasing play- ground equipment, or take any action in relation thereto, agreeable to the petition of Henry A. B. Peckham.


ART. 24. To see if the Town will vote to instruct the Board of Selectmen to cause the waste material taken from "Round Hill" so-called to be dumped on the Wilbur marsh land located adjacent thereto, whenever the Town has pur- chased said marsh land.


ART. 25. To see if the Town will vote to accept a gift of ten thousand ($10,000) dollars from the Carnegie. Cor- poration, to be used in payment of the cost of erection of a public library building, or to see what action the Town will take in the matter.


ART. 26. To see if the Town will appropriate the sum of $3,000 to be used as a reserve fund in accordance with Section 1, Chapter 645 of the Acts of the year 1913, or to see what action the Town will take in the matter, agreeable to the petition of Frank B. Sloan and others.


ART. 27. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz .: Two on Richard Street; one at the corner of Belair Street and Beachview Avenue; two on Seagirt Avenue, agreeable to the petition of Joseph Bucchiere, Jean Blanc and others.

ART. 28. To see if the Town will appropriate the sum of $275 for the purchase of an adding machine, to be used in the Town Clerk's, Town Accountant's and Collector's offices, or to see what action the Town will take in the matter, agreeable to the petition of Henry A. Parker and others.


ART. 29. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


ART. 30. To see what compensation the Town will give the Collector for collecting the taxes for the year 1916.


ART. 31. To see what action the Town will take in re- lation to the collection of taxes for the year 1916.


ART. 32. To see if the Town will vote to accept so much of Section 37, Chapter 19, of the Revised Laws as applies to permanent firemen, or to see what action the Town will take in the matter.


ART. 33. To see if the Town will vote to change its voting precincts according to a statement giving the bound- aries, the designation of the proposed precincts and number of voters registered in each, and filed with the Town Clerk as called for under Section 167, Chapter 11, of the Revised Laws.


ART. 34. To see if the Town will accept Beech Street, beginning at the junction of Beech and Vine Streets and running thence easterly to a point 325 feet, east of Elmwood Avenue, a total distance of 695 feet, according to plan and specifications filed with the Town Clerk.


ART. 35. To see what sum of money the Town will appropriate and raise by taxation for Town charges and for any other purpose for which the Town may lawfully expend money.


The Polls will open at 5.45 o'clock A.M., and may close at 4.30 P.M., and you are hereby directed to serve this

Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

ANNUAL TOWN MEETING


March 13, 1916.


The meeting was called to order at eight o'clock P.M., by Town Clerk, Henry A. Parker.


Prayer was offered by Rev. Lynn V. Farnsworth.


The Warrant was read by the Town Clerk, omitting the reading of the articles, as upon motion which was carried that the reading of the articles be dispensed with.


ARTICLE 1. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear and act on reports of Committees.


George L. Nourse, chairman of the Playground Committee made a majority report, which was voted to accept.


Joseph G. Bryer, of the same committee, made a minority report which was voted to accept.


Finance Committee on article referred to them by the meeting of Nov. 8, 1915, to combine the offices of Superin-

tendent of Schools and Principal of the High School, re- ported it was not advisable to combine, voted to accept report.


Finance Committee on articles referred to them by the meeting of Nov. 8, 1915, to abolish the Coaching Teachers, the Manual Training, Domestic Science, and Commercial Teachers, reported not to abolish, the report was accepted.


Finance Committee on article referred to them by the meeting of Nov. 8, 1915, to combine the offices of Super- intendent of Water Board and Superintendent of Streets, had nothing to report as it was acted upon at the annual election of March 6, 1916.


Finance Committee report on appropriation was voted to lay on the table, and to be taken up section by section.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.


Chose, Carl F. Koch, Pound Keeper; Willie M. Penney, Daniel S. Bannon, Charles L. Putney, Field Drivers; Frank H. Coburn, Hervey Upham, Fence Viewers; Herbert O. Pratt, Frank H. Coburn, Frederic Stocker, Measurers of Wood and Bark; Board of Selectmen as appraisers of Town Property.


Moderator appointed and swore in the following citizens as tellers, Frank E. Parker, Frank P. Bennett, Jr., Justin T. Mansfield, Fred C. Sanborn, and Henry A. B. Peckham.


Voted, To take up Article 5.


ART. 5. To see if the Town will vote to acquire land to be located at or near the present High School and to con- struct thereon a new schoolhouse and provide new and origi- nal equipment therefor and by vote pass upon all matters incidental thereto including the matter of borrowing in the name and behalf of the Town a sum of money not to exceed $75,000, and to issue the notes or bonds of the Town there- for, agreeable to the petition of Frank P. Bennett.

Voted: That the Town appropriate and raise by borrow- ing the sum of $75,000 for the purpose of acquiring land and constructing thereon a new school house and providing the same with new equipment and that the Town Treasurer be and he hereby is authorized and directed, with the approval of the Selectmen, to issue serial coupon bonds of the Town therefor with interest at a rate not exceeding four per cent. per annum. Said bonds to be dated May 1, 1916, $4000 thereof maturing and payable annually on the first days of May, 1917, to 1926, inclusive, and $3500 thereof maturing and payable annually on the first days of May, 1927 to 1936 inclusive, with interest coupons attached to said bonds bearing the facsimile signature of the Town Treasurer. Said bonds to be denominated on their face "Town of Saugus School House Loan 1916." All other matters in relation to the issuance and form and sale of said bonds to be determined by the Town Treasurer with the approval of the Board of Selectmen. Yea, 321; Nays, 3.


ART. 4. To see if the Town will vote to appoint a com- mittee of not less than five citizens, the same to be chosen by the Moderator, said Committee shall have full charge of all matters relating to the selecting and procuring of a site, the construction of a new school building thereon, the selection of an architect and plans therefor, and the pro- viding of new and original equipment for said building and said committee shall have full authority to bind the Town in all contracts and obligations which they may deem nec- essary and expedient to enter into in connection with said work, agreeable to the petition of Frank P. Bennett.
