Voted: That a committee of five citizens be appointed by the Town, the same to be chosen by the Moderator. Said committee shall have full charge of all matters relating to the proposed procuring of a site and constructing thereon a new schoolhouse and provide new equipment therefor, including the selection of plans thereof and the choice of an architect therefor. Said committee shall have full power and authority in the name and behalf of the Town to enter into any and all contracts which it may deem necessary and expedient to enter into in connection with the above under- taking. ANNUAL TOWN MEETING


ART. 6. To see if the Town will appropriate and raise by borrowing $30,000 to be used on the streets of the Town for macadam pavement under specifications approved by the Massachusetts Highway Commission and to issue bonds of the Town therefor, or take any action in relation there- to, agreeable to the petition of the Board of Selectmen.


Voted: That a committee of three be appointed to desig- nate the streets it would be for the best interest of the Town to rebuild, the construction they would recommend and the cost of same also prepare proper articles to be inserted in the warrant for the next meeting called by the Selectmen, to cover a bond issue sufficient to meet the cost of their recommendation, the following committee were appointed: Marion V. Putnam, Samuel T. Patterson, Arthur S. Brock.


Voted: To adjourn at 10.20 P.M., to Tuesday, March 14, 1916, at 8 o'clock.


ART. 7. To see if the Town will appropriate the sum of $100 to repair the front of the building occupied by the Library, or to see what action the Town will take in the matter, agreeable to the petition of W. Sanford Full and others.


Voted: That the sum of $60 be and the same is hereby appropriated for repairing the front of the building occupied by the Public Library.


ART. 8. To see if the Town will appropriate the sum of $75, the same to be expended under the direction of the Selectmen, for the maintenance and care of such tower clocks as are now in active operation in the Town, or to see what action the Town will take in the matter, agreeable to the petition of Horace H. Atherton and others.


Voted: That the sum of $75 be and the same is hereby appropriated for the care and maintenance of such Town clocks as are now in active operation in the Town, the same to be expended under the direction of the Selectmen.

ART. 11. To see if the Town will appropriate the sum of $100 for the erection of a Hydrant, to be located on Westford Street, at the corner of Laconia Avenue, or to see what action the Town will take in the matter, agreeable to the petition of Thomas M. Coakley and others.


Voted: That the sum of $100 be and is hereby appropri- ated for the erection of a Hydrant to be located at the cor- ner of Westford Street and Laconia Avenue, at the discre- tion of the Board of Selectmen.

March 14, 1916.


Meeting called to order by the Moderator at 8 o'clock P.M.


Voted: To waive the reading of records of last meeting.


Moderator appointed Ulric B. F. A. Jenkins as teller, also swore him in.


ART. 12. To see if the Town will appropriate and raise by borrowing $10,000 for water supply purposes under authority of Chapter 133 of the Acts of 1914 of the Massa- chusetts Legislature, or take any action in relation thereto, agreeable to the petition of Robert T. Allen and others.


Voted: That the Town appropriate $10,000 for water supply purposes and that the Town Treasurer, with the approval of the Board of Selectmen, be and he hereby is authorized to raise said amount by issuing bonds or notes of the Town under Massachusetts Acts of 1914, Chapter 133, and of any Acts in addition thereto or supplementary there- of, said bonds or notes to be in coupon form, to be dated May 1, 1916, to bear interest at a rate not exceeding four per cent., to be denominated on their face, "Town of Saugus Water Loan Acts of 1914," to be payable $500 on the first day of May of each of the years 1917 to 1936 inclusive, all other particulars as to the form, issuance and sale of said bonds or notes to be determined by the Town Treasurer, with the approval of the Board of Selectmen. Yeas, 74; Nays, 0.


ART. 13. To see if the Town will appropriate the sum of $6,050, the same to be used in lieu of the income of the Water Department under authority of Chapter 91, Section 2, of the Acts of 1911 and Chapter 133 of the Acts of 1914, of the Legislature of Massachusetts for the maintenance and general account of the department, or to see what action the Town will take in the matter, agreeable to the petition of Robert T. Allen and others.

ART. 16. To see if the Town will appropriate the sum of $105.82 in settlement of claim of H. H. Rogers for an illegal Tax Title, agreeable to the petition of Henry A. Parker.


Voted: That the sum of $105.82 be and the same hereby is appropriated for the purpose of settling the claim of H. H. Rogers for an illegal tax title.


ART. 17. To see if the Town will appropriate the sum of $2100 to cover the amount due on unpaid bills January 1, 1916.


Voted: That the sum of $2056.04 be and the same hereby is appropriated for the payment of the following unpaid bills, viz .: -

ART. 18. To see if the Town will vote to install a system of drainage from Cleveland Avenue to the Lynn Line on Washington Avenue, Lynnhurst, about seven hundred (700) feet of fifteen (15) inch pipe connected with catch basins as follows: Two at the junction of Cleveland and Washington Avenues; two at the junction of Harrison and Washington Avenues; one at the junction of Garfield and Washington Avenues; and to make an appropriation therefor not ex- ceeding seven hundred dollars ($700), or to see what action the Town will take in the matter, agreeable to the petition of Charles N. Wormstead and others.


Voted: That the sum of $700, be and hereby is appro- priated to install a system of drainage at Lynnhurst as fol- lows: - From Cleveland Avenue to the Lynn Line on Washington Avenue connected with catch basins, two at the junction of Cleveland and Washington Avenues; two at the junction of Harrison and Washington Avenues; and one at the junction of Garfield and Washington Avenues.


ART. 19. To see if the Town will appropriate the sum of $650, for the purpose of Fire Hose, or to see what action the Town will take in the matter, agreeable to the petition of Ernest Stuart and others.


Voted: That the sum of $650 be and the same hereby is appropriated for the purchase of Fire Hose.


ART. 20. To see if the Town will vote to purchase de- partmental equipment for the Fire Department, to wit: One Auto Hook and Ladder Truck for a sum not exceeding $6,500, or to see what action the Town will take in the matter, agreeable to the petition of Ernest Stuart and others.


Voted: That a committee of three citizens be appointed by the Moderator to investigate the needs for departmental equipment for the Fire Department and to report at the next Town Meeting, and that said committee be authorized and directed to insert in the next Town Warrant such Articles as may be voted upon that will enable the Town to adopt the recommendations of said committee.

ART. 21. To see if the Town will appropriate the sum of seven hundred twenty dollars ($720), the same to be paid to the widow of the late Arthur L. Williams, said sum representing the balance of the year's salary which would have been paid to the late Principal of the High School had he completed the present school year, agreeable to the petition of Joseph G. Bryer.


Voted: That the sum of seven hundred twenty dollars ($720) be and the same hereby is appropriated for the pur- pose of paying to the widow of the late Arthur L. Williams the balance of the year's salary as Principal of the Saugus High School had he lived to complete his services for the present school year. Said sum of money to be paid only upon the proper authorization to the Town of Saugus by the Legislature of the Commonwealth by an Act entitled "An Act to authorize the Town of Saugus to pay a sum of money to the widow of Arthur L. Williams."


ART. 22. To see if the Town will vote to appropriate the sum of $50, for the purpose of purchasing for an Athletic Field, the marsh land located near "Round Hill" so-called, owned by J. W. Wilbur or the Wilbur Land Company, as shown on plan of Saugus Terrace, Saugus, Mass., owned by J. W. Wilbur, April, 1911, Ernest W. Branch, C. E., or take any action in relation thereto, agreeable to the petition of Henry A. B. Peckham.


Voted: To indefinitely postpone.


ART. 23. To see if the Town will appropriate the sum of $250, to be used for grading and putting in suitable con- dition for a playground that portion of "Round Hill" so- called that has already been cleared and purchasing play- ground equipment, or take any action in relation thereto, agreeable to the petition of Henry A. B. Peckham.


Voted: Indefinitely postpone.


ART. 24. To see if the Town will vote to instruct the Board of Selectmen to cause the waste material taken from . "Round Hill" so-called to be dumped on the Wilbur marsh

ART. 25. To see if the Town will vote to accept a gift of ten thousand ($10,000) dollars from the Carnegie Cor- poration, to be used in payment of the cost of erection of a public library building, or to see what action the Town will take in the matter.


Voted: That the Town hereby authorize the Selectmen to accept from the Carnegie Corporation of New York, the sum of $10,000 for the purpose of building a new Public Library building, and the Town hereby binds itself to appropriate in the future not less than $1000 per annum for the support and maintenance of said Library.


ART. 26. To see if the Town will appropriate the sum of $3000 to be used as a Reserve Fund in accordance with Section 1, Chapter 645 of the Acts of the year 1913, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Sloan.


Voted: That the sum of $3000, be and the same hereby is appropriated to be used as a reserve fund for the purpose called for in Article 26 of the Town Warrant.


ART. 27. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz .: Two on Richard Street; one at the corner of Belair Street and Beachview Avenue; two on Seagirt Avenue, agreeable to the petitions of Joseph Buccherie, Jean Blanc and others.


Voted: To refer to the Board of Selectmen.


ART. 28. To see if the Town will appropriate the sum of $275 for the purchase of an adding machine, to be used in the Town Accountant's, Town Clerk's and Tax Collect- or's offices, or to see what action the Town will take in the matter, agreeable to the petition of Henry A. Parker and others.

ART. 29. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1916, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year. Yeas, 106; Nays, 0.


ART. 30. To see what compensation the Town will give the Collector for collecting the taxes for the year 1916.


Voted: That the Tax Collector be paid three-fourths of one per cent. on all 1916 taxes collected.


ART. 31. To see what action the Town will take in relation to the collection of taxes assessed for the year 1916.


Voted: That the Poll Taxes for the year 1916 be due and payable July 1, 1916, all other taxes and interest at six per cent. be charged on all unpaid taxes in conformity with the Acts of the Legislature of 1913.


ART. 32. To see if the Town will vote to accept so much of Section 37, Chapter 19, of the Revised Laws as applies to permanent firemen, or to see what action the Town will take in the matter.

ART. 33. To see if the Town will vote to change its voting precincts according to a statement giving the bound- aries, the designation of the proposed precincts and num- ber of voters registered in each, and filed with the Town Clerk as called for under Section 167, Chapter 11, of the Revised Laws.
