Report of School Committee
To the Citizens of the Town of Saugus:
Your Committee has held from two to three meetings per month during the past calendar year, and except upon a few occasions, these meetings were attended by the full membership of the Board. Many difficult and perplexing problems, having largely to do with financial matters, have confronted your Committee during the past year. In passing, it is scarcely necessary to remark that in all ex- penditures, other than for the payment of salaries to teach- ers, the increasing cost of labor and materials have ad- vanced the cost of the maintenance of the department, and in many particulars, especially in the matter of supplies, the purchasing power of the dollar has been enormously de- creased.
The result of this situation is that in matters involving the expenditure of money, it has been necessary that the actions of the Board be governed not by the standard of the reason- able requirements of the Department, but by the standard of the absolute necessities required to maintain the school system. The problem of school expense will continue to mean an increasing burden for the citizens of the Town of Saugus until some relief is furnished through the equaliza- tion of school expense by the State. The citizens of the Town should attempt so far as possible to exercise their influence in every possible sphere to impress upon those with whom they come in contact of the justice of the pro- posal that the State take over and provide for the equalized financial support of the public school system.
Complaints are often made of the expense of the public schools in the Town of Saugus, but this is only a relative term. Our large school appropriation and relatively large proportion of the assessed tax which is required for school purposes are due to two sources: first, the large percentage of the total population of the Town enrolled in our public

schools; second, relatively low total valuation in the Town of Saugus as compared with other Towns similarly situated.
A glance at the preceding table will, the Committee feels, enlighten the citizens of the Town somewhat upon the relative amounts of money spent for educational purposes in the school system of the Town of Saugus as compared with that spent in some other towns. The list in- cludes all the Towns of the Commonwealth having a school population between 2,300 and 2,600 and two other Towns. with a much smaller school population.
It will be seen from the above table that the Town of Saugus, with one exception among those enumerated above, spends the least amount for teachers' salaries, has with one exception, the largest number of pupils per teacher, pays without exception the lowest average yearly salary per teacher, and has the lowest total cost per year per pupil, and is appropriating the smallest amount of money for school purposes.
When it is considered that the graduates from the Saugus. public schools who enter business life must come in contact with the graduates of the public schools of other cities and towns that are spending so much larger amounts per year for each pupil in attendance at its public schools it is evi- dent that great care must be exercised in the expenditure of the money which is at the disposal of the Town for edu- cational purposes. We believe that the educational system of the Town is the most important enterprise in which the Town is concerned and it should see to it that everything possible is done to the end that its sons and daughters may have equal opportunities and advantages from the education which they obtain in its schools with those which boys and girls in other towns are privileged to enjoy.
This means that the citizens of the Town should give to its schools the most liberal financial support that is possible, to the end that its schools may be maintained at the same standard of efficiency as that of other cities and towns similarly situated.
A perusal of the above table, we believe, will convince the citizens of the Town that its Committee during the past school year has exercised the closest scrutiny of its expendi-

tures in order to be able to keep the expense of the schools to as low a level as they have, and we feel that the showing which has been made is evidence of the fullest co-operation and honest efforts of those connected with the School De- partment. Your Committee feels, however, that a definite step must be taken during the coming year to provide for increases in teachers' salaries and we base our position in this matter upon two facts. First: Other cities and towns at this time are including in their budget for the next school year a substantial increase in salaries both to elemen- tary and high school teachers. Second: There have re- signed .from our teaching force during the period of time between the opening of school in September, 1916, and February 1, 1917, almost as many teachers as resigned during the entire school year last past. These resignations are largely due to the propinquity of our Town to other cities and towns paying larger salaries to their teaching force and its accessibility to those cities and towns, making personal interviews by superintendents seeking desirable teachers a matter of little inconvenience. The result of this situation is that as a general proposition the best teachers in the Town are taken from our employment by other cities and towns and the teachers of mediocre ability remain in our midst. Of course it is fortunate for the Town of Saugus that there are many teachers, who for personal reasons, prefer to stay in our midst rather than to seek places that are less convenient for them to teach in, but unless the citizens of the Town desire to have their children instructed by teachers who stay here merely for the purpose of procuring a short service of experience so as to enable them to procure better paid positions, it is absolutely necessary that some change be made in the direction indicated.
